| 摘 要： | 同行专家"外审"学术论文存在的缺陷带有某些必然性因素.编辑在稿件"外审"工作中处于信息转换的"中枢"地位,不应盲目顺应同行专家对学术论文价值的评判,要对其意见进行过滤、改造的同化活动.编者(主编)应具备公正评价学术论文综合价值的认识结构,坚持对同行专家意见的同化活动和在稿件"外审"工作中的主导作用.

| Abstract: | The shortcomings of peer review of academic papers by the experts in the respective field have some certain reasons.The editors are at the central place of information exchange and should not follow the experts' opinions blindly. Instead,they should try to filtrate,reform and assimilate the opinions of the experts.The editors(or chief editors) therefore should have the cognitive structure of the comprehensive value of the papers and try to assimilate the experts' comments and take the guiding role in the peer review of the papers. |
