| 摘 要： | 目的/意义]立足新《档案法》和《"十四五"全国档案事业发展规划》背景,探讨我国电子档案管理标准建设现状与推进策略,对于推动电子档案管理标准化和档案治理现代化具有重要意义。方法/过程]基于文献研究、网络调查与内容分析方法,全面梳理我国现行电子档案管理国家、行业、地方、团体和企业标准的建设现状,分析其特点和存在的问题,进而提出具体推进策略。结果/结论]研究发现:我国电子档案管理标准具有数量渐进增长、内容渐趋多元、体系基本成型的特点,同时存在专门立法缺位、内容陈旧滞后、可操作性较弱、"内向"思维主导等问题。加强我国电子档案管理标准建设,需要充实法规依据、立改废释并举、强化应用导向、注重双向转化。

| Abstract: | Purpose/Significance] Based on the background of the new Archives Law and the 14th Five-Year Plan for Chinese National Archives Development, it is of great significance to explore the current status and promotion strategies of Chinese electronic archives management standards for promoting the standardization of electronic archives management and the modernization of archives governance. Method/Process] Based on the methods of literature research, network research and content analysis, the study comprehensively sorted out the current construction status of national, industrial, local, association and enterprise standards for electronic archives management in China, analyzed its characteristics and existing problems, and then put forward specific promotion strategies. Result/Conclusion] It is found that the characteristics of Chinese electronic archives management standards are reflected in the gradual growth of quantity, the gradual diversification of contents and the basic formation of the system. At the same time, there are some problems, such as the absence of special legislation, outdated and lagging content, weak operability and "introverted" thinking. The strategies to strengthen the construction of Chinese electronic archives management standards include: enriching the legal basis, developing reform, abolishing and releasing at the same time, strengthening the application orientation and paying attention to two-way transformation. |
