| 摘 要： | 解决目前高校图书馆外文期刊经费不足、传统馆际互借低效、保障能力差的有效手段是利用网络文献传递，实现资源共享。为此，单个图书馆和国家相关部门应整体化建设一次文献保障系统、从成本和效益考虑提高一次文献的保障能力等。
