| 摘 要： | 从经济学角度分析公共信息资源物品属性特征，阐明公共信息资源和私人信息资源的内在联系与区别，进而根据公共性程度差异分析不同类型公共信息资源的生产供给方式，指出公共信息资源概念的复杂性和管理过程的动态性决定了其生产、供给的多样性，单一的政府包办是不明智的。同时，探讨公共信息资源的内在结构，旨在揭示政府信息资源与公共信息资源的关系，廓清公共信息资源管理的基本框架，明确政府、非营利性组织和企业等多元主体的参与方式与作用空间。
