| 摘 要： | 从图书馆权利的概念出发，分析图书馆权利包含自由、利益、主张、资格和力量五个要素;认为推动图书馆权利发展的内在动力是人的全面发展需要;提出为实现图书馆权利的目标与任务，应确定图书馆权利界限;最后指出要顺利实施图书馆权利，须以图书馆权利理论建设和制度建设为基础，以图书馆权利技术操作规范化建设为指导，满足利用者自由、平等的知识权利诉求。

| Abstract: | Based on the concept of the library right, this paper analyzes the five factors of library right, including freedom, interest, claim, entitlement and power. It points out that the individuals'needs of overall development motivate the progress of the library rights. In addition, through defining the library rights, it clarifies the goals and tasks of the library. It also points out that to successfully realize the library rights, the users' rights to knowledge should be guaranteed by the construction of the theories and systems of the library rights. |
