| Abstract: | The paper describes the efforts that some major American research libraries have made in developing e-first and e-only libraries and establishing application-based information services and knowledge management mechanisms. Then the paper enumerates the measures these libraries have taken to promote public information policies and public information environment. In the end, it discusses the implications of those towards Chinese research libraries. |
