| 摘 要： | 从历史的角度，回顾公共借阅权产生和发展的历史过程，认为公共图书馆的兴起和发展、作家群体的积极维权、保护本民族文化传统、国际版权保护强化趋势、欧盟的扩张和信息技术的广泛应用等多种原因共同推动公共借阅权制度的产生和发展。

| Abstract: | From a historical perspective, the paper reviews the emergence and development of public lending right(PLR), holds that there are some reasons for promoting the emergence and development of PLR system, including the emerging and development of public libraries, the positive demand of writers groups, protection for the national traditional culture, strengthening trends in international copyright protection in the world，the EU expansion and the application of information technology and so on. |
