| 摘 要： | 数字资源网络存储系统建设目前存在着责、权、利不统一，没有建设标准，盲目建设和资金投入不理性等问题。究其原因是由于建设制度设计不足、决策者认知与决策不足、评估机制不足、技术运用与实施操控不足、存储系统建设复杂性等原因形成的。搞好此项建设工作要构建决策失误防范机制、建立项目可行性逆向论证制度、实行项目建设技术责任制和建立项目效益评估机制，籍以规范数字资源网络存储系统建设。

| Abstract: | Digital resources network storage systems is currently existing the problems Including the disagreement of duty, power,and interests, the Lack of construction standards, the blindness of construction and the irrational of capital investment.Deep seated reasons were inadequate design of the system construction, Lack of awareness of policy makers and decision making, Lack of assessment mechanisms, Inadequate of technology using and implementation controlling and complexity of storage systems construction. Want to do a good job of the construction work necessary to build a mechanism to prevent errors in decision making, to establish the infeasibility argumentation system of the project, to practicing technical responsibility in the project construction and to establish key measures on assessment mechanism of the project effectivenes so on, to these measures to standardize digital resources network storage system. |
