| 摘 要： | 通过对国内市级以上公共图书馆自建特色数据库的调查，发现公共图书馆反映地方经济、参考决策内容的数据库较少，数据库缺乏标准，知识产权突出等问题。针对存在的问题，提出公共图书馆应加大地方经济、政治、参考决策等内容数据库的建设并与有关部门联合建设专题知识库，加强数据库建设的标准化和规范化，合理解决知识产权的纠纷及加强宣传推广等对策。

| Abstract: | Through the investigation of the special collections of municipal public libraries in China,some problems in the special collection construction are found,such as less collections for local economy and policy-making,lacking of database standards,and the outstanding IPRs issues.To solve these problems,some countermeasures are suggested including increasing the collection for local economic,political and policy-making,setting up thematic knowledge databases in conjunction with relevant departments,standardizing the database construction,resolving the IPRs disputes in reasonable ways. |
