| 摘 要： | 本文指出了国家科技图书文献中心（NSTL）在数字信息环境下面临的效用挑战，分析了科技文献国家资源保障、国民待遇保障、长期可获得性保障方面的内涵要求，提出了国家保障的直接服务、间接服务和环境发展等三个效用层次，并对这些效用的测评框架提出了建议。

| Abstract: | The article points out the challenges brought by the digital environment to the effectiveness of the National Science and Technology Library (NSTL), analyses the requirements for NSTL to support the Nation's access to the world's STM information, fairness of access for citizenry, and historical guarantee, suggests the direct services, indirect services, and environment effects, as manifestations of the effectiveness of NSTL, and recommend a measurement framework for the effectiveness. |
