| 摘 要： | 目的/意义] 数字包容是减小数字鸿沟的重要路径，研究英国政府数字包容战略的内容、实施和结果，为我国实施数字包容战略提供借鉴。方法/过程] 采用文献资料调研法和案例分析法，对英国数字包容战略内容、实施结果及我国数字鸿沟的成因及现状进行详细分析。结果/结论] 我国可以将数字包容上升到国家战略，深入调研数字排斥原因、创新数字包容方法路径、分层次分步骤实施、科学评价实施效果5个方面来实现我国的数字包容。

| Abstract: | Purpose/significance] Digital inclusion is an important way to reduce the digital divide. This paper studies the content, implementation and results of the UK's Government Digital Inclusion Strategy, aiming to explore ways of Digital Inclusion Strategy in China. Method/process] This paper uses literature investigation method and case analysis method to UK's Government Digital Inclusion Strategy and the status and causes of the digital divide in China. Result/conclusion] In China, we can carry out digital inclusion strategy through develop digital inclusion strategy at the national level, explore the causes of digital exclusion, innovate digital inclusion method, implement hierarchically, and evaluate results scientifically. |
