| 摘 要： | 信息资源是国家竞争力的重要构成要素之一,信息资源能够有效促进经济增长、促进创新活动、支撑国家战略和可持续发展。文献调研发现,国家知识竞争力研究相对成熟,英国哈金斯协会提出的知识竞争力指标体系在多个国家得到了应用,我国学者据此开发了多种本土化的区域知识竞争力指标体系。根据我国学者的研究,国家信息竞争力主要是信息产品生产、信息供应与服务、信息资源获取与组织、信息人才培养、信息技术开发等多种信息能力的总和。现有文献主要探讨了信息资源对国家竞争力的促进作用,但信息资源如何作用于国家竞争力、国家信息资源竞争力的构成与评价等方面均未有系统的研究成果。

| Abstract: | One of the important elements of national competitiveness is information resources, which can be used to effectively promote economic growth and innovative activities,and support national strategies and sustainable development. The research on national knowledge competitiveness are relatively extensive, in which the knowledge competitiveness index system proposed by Robert Huggins Associates in Britain has been applied in many countries, and Chinese scholars develops a variety of local regional knowledge competitiveness index systems based on it. According to the Chinese scholars’ research, national information competitiveness includes varies of information capacities of information products production, information supply and services, achievement and organization of information resources, information personnel training, and IT development. The existing literatures focus on the role of information resources to promote national competitiveness; while the subjects of how information resources act on national competitiveness, and the composition and evaluation of national information resources competitiveness have not been systematically researched. |
