| 摘 要： | 信息交流机制基础、信息交流工作机制、信息交流动力机制和信息交流监督机制组成了我国的国防采购信息交流机制。信息交流机制基础包括组织基础、经济基础、法制基础和技术基础。信息交流工作机制包括联合决策机制、采购方与装备用户/科技工业界/承包商的信息交流机制以及信息安全机制。信息交流动力机制包含强制动力和市场动力两方面。信息交流监督机制涉及监督体系与监督制度、监督范围与监督时机、执行监督和绩效考核。
