| 摘 要： | 采用问卷调研对图书馆外部公共服务机构进行考察，了解它们的服务范围、条件、目的、与图书馆的合作关系及评价、合作渠道和合作期待、对公共文化服务体系中相关部门重要性的认知等。提出图书馆应简化服务条件，主动发挥部门优势加强与同质部门在资源、业务、服务等方面的合作和援助，注意借鉴商业性机构的灵活服务手段并建立异质联盟，坚持无偿服务以提高服务质量，争取政府和社会外界的资金投入，推动公共文化服务体系的发展。

| Abstract: | Abstract Based on an questionnaire survey of information service organizations besides library, this paper gets an outline of their service scope, conditions, purpose, cooperation with library and the effects, cooperation channels and respects, and their roles play in the public cultural service system, etc. After analyzing the results, this paper suggests that library should simplifies its service processes, and highlights its advantages on resources, business and service to strengthen cooperation among government and other information service ones. It also demands library pays attention to learn more flexible service means from commercial departments by constructing heterogeneity union, makes library insist on freely service for improving service quality and compete for government invest as well as social donation, to promote the development of public cultural service system. |
