| 摘 要： | 目的/意义]调查与分析科研数据利益相关者制订的战略规划,为我国科研数据战略规划提供经验借鉴及发展思路。方法/过程]在文献归纳分析基础上,界定科研数据的利益相关主体。通过网络调查和案例研究方法,收集科研资助机构、图书馆、科研机构、数据中心等利益相关主体制订的战略规划,总结其基本内容、特点及发展动向。结果/结论]建立一个由核心层、战略层和外围层组成的科研数据战略规划理论模型,提出重视制订专门的科研数据战略规划、建立科研数据联盟、开展数据素养教育、充分发挥图书馆作用等建议,以期提高我国科研数据管理服务水平。

| Abstract: | Purpose/significance] The paper investigates and analyzes the strategic planning on research data of stakeholders, in order to offer references for China. Method/process] Through literature review, the paper defines the stakeholders of research data, which include scientific research funding agencies, libraries, research institutions,data center, etc. Then, it collects stakeholders' strategic planning and summarizes their contents and features with the methods of Internet survey and case study. Result/conclusion] It constructs a theoretical mode of strategic planning on research data which consists of core layer, strategy layer and outside layer. Finally, it puts forward some suggestions for promoting strategic planning on research data in China, such as paying attention to making strategic planning on research data, establishing research data consortium, implementing data literacy education and making academic library, to play an important role in research data management service. |
