| 摘 要： | 基于资源的稀缺，“如何让更多的人享有图书馆资源”，既是“公平”问题，又是“效率”问题。“效率”与“公平”的共生是图书馆服务能力的特征所在，但始终受到服务的不确定性、无偿性和刚性的影响。如何营造并维系“效率”与“公平”的“相互促进、协同发展”共生关系，从图书馆创造社会效益的角度出发，通过适度化控制服务质量和数量去构筑服务“效率”与“公平”和谐的共生。

| Abstract: | Based on the scarcity of resources, “how to get more people to enjoy library resources,” is a “fairness” issue, but also a “efficiency” issue. “efficiency” and “fair” symbiosis, the characteristics of the library where the service capacity, but the service is always subject to uncertainty, the impact of free and rigid. How to create and maintain “efficiency” and “fair” and “mutual promotion and joint development ”of the symbiotic relationship, library from the perspective of social benefit created by appropriate controls, service quality and quantity to build service “efficiency” and “fair” harmonious coexistence. |
