| 摘 要： | 著作权效益机制追求作品的最佳效益，即著作权个人效益和社会效益两个方面都达到最大化状态。图书馆具有维护和调节著作权人和社会公众利益的特性。因此，图书馆应实现作品的最佳私人效益，维护共有领域、保障公民文化教育权、促进公众正常接近作品进而产生最佳社会效益的职责。

| Abstract: | The benefit mechanism of copyright seeks the best benefit of works, namely the maximization of both private and public interests. The library has the function to sustain and regulate the copyright owner and social public interests. So the library has responsibility for achieving the best private interests of works and producing the best social benefit by sustaining public domains, safeguarding the civil culture and education rights, and promoting the public normally access to works. |
