| 摘 要： | 将文献传播活动所受到的各种社会文化因素的制约和阻碍,即传播障碍归纳为9个方面,在分别加以分析的基础上提出了有效的疏通途径,强调加强全社会的综合治理和宏观立法,并将文献传播政策纳入国家发展的重要战略规划之中,从而制定科学的传播政策。

| Abstract: | ??The document communication activities are restricted and hindered by the various social and cultural factors, and formed the communication barrier. This paper discusses nine aspects of the barriers. The conclusion is that we should tackle the problems in a comprehensive way by the whole society and improve the macro-legislation to formulate the scientific policy of document communication which should be brought into the important strategic planning of the national development, as the effect, the above acts will solve the problems thoroughly |
