| 摘 要： | 论述善治体现社会权利的涵义和对人的全面发展的重视，是国家权力向社会的回归，是一个还政于民、使公共利益最大化的社会管理过程。公共图书馆治理评价应在善治目标的指引下，构建出能够反映善治目标的评价体系。以善治为视角，尝试从服务、公平、参与性、责任性、回应性、法治、透明性等7个维度构建我国公共图书馆治理评价体系。
