| Abstract: | This article discussed how to enhance safeguard mechanism of the capacity of public cultural services in public libraries, considering domestic and international status of public library services and drawing on the successful experience of TEDA Library,from the nine aspects including the legal norms, industry planning, decision-making mechanisms, evaluation mechanisms,fund-ensuring mechanisms, public cultural resources system construction, services innovation and user incentives. |
