| 摘 要： | 分析和总结政府危机信息管理系统的相关研究和实践,发现其存在系统分散、缺乏联动和沟通的不足。针对现有不足,构建政府危机信息管理联动系统模型,分析各子系统的功能结构,并结合北京"7.21"特大暴雨危机事件进行说明,以期为弥补目前政府危机信息管理系统的沟通与联动不足、提升政府的危机信息处理和决策能力提供参考。

| Abstract: | The paper analyses the current researches and practice of government crisis information management system and finds out the deficiencies of decentralized system and the lack of linkage and communication. Based on the characteristic of emergency linkage system, the paper establishes an linkage system model for government crisis information management, including 6 subsystems. It also analyses the function and structure of the 6 subsystems, so as to provide references for improving the deficiencies and the ability of government crisis information management. |
