| 摘 要： | 在介绍日本《图书馆法》的立法背景、立法依据和主要内容与作用的基础上，梳理其演变历程，分析其修订内容、修订方式与修订原因。指出日本《图书馆法》的演变可以给我国以许多启示：先立法后不断完善；逐渐实现图书馆立法与教育立法的同步发展；以法定标准规范图书馆运营与管理；建立法定的图书馆员职业资格制度；加强图书馆学会与立法机构的沟通。

| Abstract: | On the basis of introducing the legislative backgrounds, legislative bases, main contents and functions of the Library Law of Japan, this paper combs its evolution process, analyzes its amendments, ways and reasons for revision. There are a lot of enlightenments for our country by the evolution of the Library Law of Japan, such as legislating first and continuing to improve, gradually realizing the synchronous development of library legislation and education legislation, regularizing library operations and managements by legal standards, establishing legal vocational qualification systems for librarian, and strengthening communications between library association and legislative bodies. |
