| 摘 要： | 阐述数字时代图书馆通过网络为读者提供数字资源的重要意义，认为图书馆开展数字图书馆服务的能力在很大程度上与本国关于信息网络传播权的立法保障密切相关。分析信息网络传播权立法对图书馆的影响，介绍图书馆界为立法所做的努力，并对法规出台前图书馆界如何应对提出建议。

| Abstract: | In digital times, it is extremely important for libraries to provide readers with digital resources through network, and the capability of providing digital library services by libraries is closely related to the native legislation of the right of communication through information network. This article takes the perspective of communication right through information network and the relative legislation to analyze its impact on libraries, introduces the efforts put in by the library field for legislation, and gives suggestions and solutions to the library field about how to respond before the regulation is brought into effect. |
