| 摘 要： | 文章从平台和用户视角出发,基于IS成功模型和UTAUT模型,探讨影响开放政府数据价值实现的因素;运用系统动力学方法剖析开放政府数据价值实现与各影响因素之间的相互关系及动态变化过程,并利用Vensim PLE工具将其作用机理可视化。最后,从资源设计、功能设计和服务设计三个方面提出改进开放政府数据平台的建议,以促进开放政府数据的价值实现。

| Abstract: | From the perspectives of platform and user,based on IS success model and UTAUT model,the paper explores the factors influencing the realization of open government data value,analyzes the relationship and dynamic change process between the realization of open government data value and various influencing factors by using systematic dynamics method,and uses Vensim PLE tool to visualize its mechanism.Finally,the paper puts forward suggestions on improving open government data platform from the aspects of resource,function and service design to promote the realization of open government data value. |
