| 摘 要： | 互联网时代,政府网页资源的凭证价值、历史价值和记忆价值面临着来自长期保存方面的严峻挑战,因此政府网页归档问题备受国内外政府部门、档案馆、图书馆等关注。本文在介绍我国政府网页归档发展现状的基础上,分析了当前存在的问题:在宏观层面,存在缺乏统一的领导主体、缺乏完善的法规体系及缺乏灵活的合作机制等问题;在微观层面,则存在归档范围和保管期限不明确、归档技术和标准不完备及归档所需成本与效益不对称等问题。根据上述问题,本文提出针对性的解决策略:从宏观上,需要确定档案馆的主导地位,完善法规制度、细化标准并促进交流、加强合作;从微观上,则需根据网页栏目特点明确归档范围和保管期限,采取适当的网页归档技术以及降低成本、提高效率。

| Abstract: | In the Internet Information Age,the voucher value,historical value and memory value of government web resources are facing severe challenges from long-term preservation,therefore,the archiving of government web pages has attracted the attention of government departments,archives and libraries at home and abroad.On the basis of introducing the current situation of the development of government web archiving in China,this paper analyzes the existing problems:at the macro level,there are some problems such as the lack of a unified leading body,the lack of perfect legal system and the lack of flexible cooperation mechanism,etc.;at the micro level,there are some problems such as unclear filing scope and storage period,incomplete filing technology and standards,and asymmetry of cost and benefit.According to the problems,this paper puts forward the corresponding solutions:from the macro perspective,we need to determine the leading position of the archives,improve the legal system,refine the standards and promote exchanges and strengthen cooperation;from the micro perspective,according to the characteristics of the page column,we should make clear the filing scope and storage period,and adopt appropriate technology to reduce the cost and improve the efficiency. |
