| 摘 要： | 结合电子政务发展的阶段模式,分析电子政务环境下政府信息资源管理的阶段结构,探讨电子政务信息资源管理职能和导向的转变问题;以电子政务主体模式和价值链理论为基础,分析四种主体模式下信息资源管理的价值生成,提出基于流程和主体的电子政务信息资源管理价值链结构;指出资源及功能整合的电子政务集成、公共—私人合作的管理方式将成为电子政务信息资源管理的发展趋势。
