| Abstract: | The right access to governmental information is the legal basis of government information transparency system.The theory of People's sovereignty,the theory of the right to know and the theory of freedom of expression are the reasonable basis of the right access to governmental information.Government information transparency system plays the role of promoting the democracy and the constitutionalism,and securing individual freedom. |
