| 摘 要： | 随着地方性公共文化相关法规内容的逐步深化和拓展,公共图书馆领域相关法规体系越来越完善,内容涵盖设施建设、服务供给、经费支持与人才队伍建设、管理体制、社会力量参与等方面,并在制度上有所突破创新。为逐步实现公共图书馆领域法治化、体系化发展,未来应着重在以下方面有所突破:制定城乡互动政策,建设城乡对接的总分馆体系；探索确立需求调研机制,加大资源配送力度；注重图书馆各类从业者的持续培训,实行持证上岗政策；设立公共图书馆发展专项资金,实现财政预算专项制度化；完善绩效评估体系,各项工作指标有法可依。参考文献51。

| Abstract: | The content of regional public culture related laws have gradually deepened and expanded since the first public cultural related law was enacted.The content covers the construction of facilities, service supply, funding and talent team construction, management system, social forces to participate in the development and so on, and there are many breakthroughs in the system.In order to gradually carry out the legal and systematic development of public libraries, some breakthroughs in the future should be concentrated on:making policy of the interaction between urban and rural areas for the public library's main and branch system, establishing demand investigation policies and increasing the intensity of resource distribution, paying attention to the continuous training of all kinds of library practitioners and practicing the policy of card mount guard, setting up special funds and the corresponding system for public library development, improving the performance evaluation system to make all the indicators lawfully enforceable.51 refs. |
