利用问卷星在线调查平台,从"公益传播及参与、对公益机构的认知与评价、对公益传播中媒体的使用与评价、对公益传播的整体认知与评价"等四个方面,对中国社会转型期公益传播进行了调查。调查分析发现:新媒体语境中的公益传播,既涉及款物的捐助,也包括公益信息、公益话语的传播与表达。新媒体拓宽了公益传播的渠道,丰富了公益传播的内容,也存在管理制度不健全、公信力衰减、公益精神淡薄等问题。建立政府、非政府组织协作人人参与的模式,有利于公益传播可持续发展。  相似文献

随着中国社会转型和传媒市场化改革不断推进,电视公益传播的发展陷入了瓶颈期。为探究怎样能使"公益+电视"产生"1+12"效果,促进电视公益传播的可持续发展,笔者以央视《梦想合唱团》为研究对象,采用西方媒介生态学纽约学派的研究理论和分析框架来观察公益节目如何利用电视媒介的独特性和其产生的认识论偏向进行公益传播。笔者认为,人在"媒介—人—社会"这三者构成的公益传播的交互网络中起着至关重要的作用。  相似文献

This article offers a distinctively rhetorical perspective on civil society that critically evaluates the relevant communication networks and informal associations in terms of their ability to mediate citizen understandings of public issues and facilitate effective public advocacy and rhetorical action. Particularly important is the role of rhetorical invention. By providing the space in which citizens collaborate, deliberate on issues of public importance, and plan courses of action, civil society acts as a type of incubator for rhetorical invention. The Highlander Folk School serves as an exemplar of how associations of civil society facilitate political awareness and democratic action. The conclusion considers potential advantages of studying civil society from a rhetorical perspective, using the Highlander case and its contributions to the civil rights movement as a starting point from which to address the interrelationships among civil society, democratic action, and rhetorical invention.  相似文献

Using China and India as examples, this article analyses how different regimes influence people’s perceptions of environmental rights. In addition to a literature review and fieldwork, it looks at two documentaries reporting environmental movements in rural China and rural India to investigate the politics of expression in their environmental arenas. In order to enrich the understanding of the grassroots movements in the two countries, the study examines how their common people differ from middle-class activists in the way in which they participate and make alliances in civil society. The findings suggest that the Indian campaigners tend to seek allies in civil society in order to formulate a joint voice in the public sphere, while the Chinese campaigners aim to gain assistance directly from official institutions. The poor communication among the public may result in a shortage of critical discourses in support of people’s movements and weaknesses in the legitimacy of public participation in the environmental arena.  相似文献

The use of information and communication technologies (ICTs) in public organizations increasingly holds the potential to improve transparency, accountability, and public participation, by providing a more effective and efficient disclosure of information to the citizens and organizations and by providing channels for interaction with the government. While transparency and interactivity features of government websites constitute two critical elements for public participation and democracy facilitated by web-based technologies, little research has been done to explain why some public organizations choose to deploy website technology more openly with these features. This paper aims to examine the managerial, organizational, and environmental factors that are related to variation in transparency and interactivity features of local government websites, which we believe are key dimensions to governmental website openness. The paper first develops a literature informed conceptual model of governmental website openness and then tests this model using data from a national survey of 850 government managers in 500 cities. The model results are compared across three different departments: community development, finance, and police department. Overall findings indicate that higher website openness is positively related to increased frequency of public participation in agency decision making and civil society influence, increased technical capacity, lower organizational control, and higher perceived usefulness of website technology. In addition, due to differences in the operating contexts of the departments, the effects of organizational control, technical capacity, environmental influences, and perceived usefulness of website technology on governmental website openness tend to differ by the type of department.  相似文献

Since 2003, the United Nations has introduced the E-Participation Index (EPI), the first index to evaluate e-participation initiatives worldwide. This index has been subject to criticism for not representing the society side of e-participation initiatives. The EPI assesses e-participation initiatives on the government side only and neglects the society side, which includes all kinds of civil e-participation initiatives. In this work, the society side is included by incrementally extending the EPI with the Human Development Index and the Democracy Index. To identify the weights of the index, the best–worst method (BWM) is used while surveying 23 experts. The results show that political rights and civil liberties are viewed as the most important criteria with which to evaluate e-participation initiatives. Using this ranking, the Balanced EPI (BEPI) is created, giving weight to both the government and society sides. The new index concerns the willingness and empowerment levels of citizens so that the public can influence policy and political decision-making. Dedicated e-participation measures should be developed in further research.  相似文献

This article explores the framing mechanisms used by an embedded civil society network of urban planners, architects, and journalists in the burgeoning city of Hanoi, Vietnam, to structure the terms of debate in a controversy over the use of public space in Reunification Park. The network drew on the values of collectivism, modernization, and nationalism propagated under the socialist government’s ‘civilized city’ campaign in order to pressure the city government to preserve green space in its largest park and cease development plans for a hotel. By analyzing the content of the investigative reporting on the SAS hotel investment controversy in Reunification Park covered by the online journal of the Vietnam Urban Planning and Development Association, this article demonstrates how this embedded civil society network used methods of ‘rightful resistance’ in framing the issue, pressuring the government to be accountable to its own purported values. It shows that there are social movements both associated with, and outside of, the Vietnamese state that are competing in the construction of meaning around the debate of citizen rights to public green space in the city.  相似文献
