Do low-skilled workers benefit from the growth of high-technology industries in their local economy? Policymakers invest considerable resources in attracting and developing innovative, high-tech industries, but there is relatively little evidence on the distribution of the benefits. This paper investigates the labour market impact of high-tech growth on low and mid-skilled workers, using data on UK local labour markets from 2009–2015. It shows that high-tech industries – either STEM-intensive ‘high-tech’ or digital economy – have a positive jobs multiplier, with each 10 new high-tech jobs creating around 7 local non-tradeable service jobs, around 6 of which go to low-skilled workers. Employment rates for mid-skilled workers do not increase, but they benefit from higher wages. Yet while low-skilled workers gain from higher employment rates, the jobs are often poorly paid service work, so average wages fall, particularly when increased housing costs are considered.  相似文献

This paper analyses how differences in the industry composition of British local labour markets moderate the impact of foreign technological competition in manufacturing on domestic employment, both overall and across subsamples of workers with different skill levels (high, intermediate and low). To this scope, it exploits both variations across industries in the exposure to the introduction of new technologies, and information on how such industries are combined in shaping the industrial structure of each place. The analysis shows that places that specialise in industries undergoing substantial technological competition due to foreign innovation experience a reduction in total employment that is 4.5% larger than places less exposed based on their initial industry mix. This negative performance is mainly explained by a decrease in the employment opportunities for intermediate-skilled workers. Limited support is found for successful adaptation trajectories over time across British local labour markets.  相似文献

The present paper investigates the effectiveness of public subsidies on business enterprise research in a panel of OECD countries. We contribute to the literature by explicitly distinguishing between the effects of a subsidy on R&D employment and expenditure, thereby accounting for a potential increase in scientists’ wages. We employ instrumental variable regressions to address endogeneity problems of the subsidization. The results indicate that subsidies are effective in generating additional research expenditure. Expenditure for business research increases by roughly 20% more than employment. We take this as evidence that subsidies may raise scientists’ wages given standard production functions.  相似文献

Searching for externally available knowledge has been characterised as a vital part of the innovation process. Previous research has, however, almost exclusively focused on high-technology environments, largely ignoring the substantial low- and medium-technology sectors of modern economies. We argue that firms from low- and high-technology sectors differ in their search patterns and that these mediate the relationship between innovation inputs and outputs. Based on a sample of 4500 firms from 13 European countries, we find that search patterns in low-technology industries focus on market knowledge and that they differ from technology sourcing activities in high-technology industries.  相似文献

Following recent literature, we present a model of endogenous firm growth with R&D investment as one of the main mechanisms of growth. Our study evidences a positive effect of R&D intensity on the sales growth by using OLS, quantile regressions, and GMM system estimators for a sample of 754 European firms for the 2003-2007 period. We also find this association is more intense in high-growth firms and is especially significant when referring to high-technology sectors. This paper gives empirical support to those recommendations from policy makers and business leaders for maintaining the R&D expenditures especially in high-technology sectors even when facing a recession.  相似文献

Does technology require labour mobility to diffuse? To explore this, we use German social-security data and ask how plants that pioneer an industry in a location – and for which the local labour market offers no experienced workers – assemble their workforces. These pioneers use different recruiting strategies than plants elsewhere: they hire more workers from outside their industry and from outside their region, especially when workers come from closely related industries or are highly skilled. The importance of access to experienced workers is highlighted in the diffusion of industries from western Germany to the post-reunification economy of eastern German. While manufacturing employment declined in most advanced economies, eastern German regions managed to reindustrialise. The pioneers involved in this process relied heavily on expertise from western Germany: while establishing new manufacturing industries in the East, they sourced half of their experienced workers from the West.  相似文献

This paper introduces a simple framework through which the evolution of industries can be `mapped'. This framework is used to discuss the role of small firms in the development of Europe's high technology sectors during the 1980s. The framework assesses the development of high technology sectors in two dimensions (1) through the change over time in the number of units (establishments or enterprises) in these sectors and (2) through the changing employment of these sectors. Changes within both manufacturing and service sectors are discussed and differences are found between the sectors examined. Especially among the manufacturing sectors, differences are also found between countries. In some countries the high technology manufacturing sectors are growing both in terms of the number of units active in these activities and their employment, while in other countries, the number of units is increasing but employment is contracting. Within this context, it may well be that the growth in the number of high technology small firms has at least as much to do with `negative' factors, such as the `down-sizing' of large firms, as it has to do with `positive' factors, such as the creation of innovative new enterprises.  相似文献

As new and old technologies generally co-exist in the complex production methods that characterise major sectors of modern developed economies, it is important for policy makers to analyse them together in order to take full advantage of complementarities and optimise outcomes for entire economies rather than for individual industries. In this article, we look at the interrelationships between technologies of different vintages from three perspectives. Firstly, we develop a short theoretical model to demonstrate the reciprocal connections between industries that are generally described as being ‘high technology’ with the other sectors that rely more heavily on ‘non-high tech’ methods. Through the use of input-output and patent data, we then show that long-established industries that are not generally thought of as being high tech often employ cutting-edge knowledge in their own research and development and, by extension, in their other activities. Finally, we use sectoral case studies to show how so-called high tech knowledge is used in specific long-established industries. Our conclusion is that relationships between high tech and non-high tech sectors are highly symbiotic and that the health of high tech firms and industries depends heavily on their ability to sell their outputs to other sectors in developed economies.  相似文献

This paper analyzes how different R&D strategies of incumbent firms affect the quantity and quality of their entrepreneurial spawning. When examining entrepreneurial ventures of ex-employees of firms with different R&D strategies, three things emerge: First, firms with persistent R&D investments and a general superiority in sales, exports, productivity, profitability and wages are less likely to generate entrepreneurs than firms with temporary or no R&D investments. Second, start-ups from knowledge intensive business service (KIBS) firms with persistent R&D investments have a significantly increased probability of survival. No corresponding association between the R&D strategies of incumbents and survival of entrepreneurial spawns is found for incumbents in manufacturing sectors. Third, spin-outs from KIBS-firms are more likely to survive if they start in the same sector, indicating the importance of inherited knowledge. These findings suggest that R&D intensive firms are less likely to generate employee start-ups, but their entrepreneurial spawns tend to be of higher quality.  相似文献

This article investigates the relationship between industry technology intensity and the impacts of agglomeration economies on industrial growth. Many recent studies suggest the actual economic impacts of different forms of agglomeration economies depend on industrial characteristics such as technology intensity, but systematic empirical evidence is still lacking. To fill this gap, we analyze employment data covering all 3-digit NAICS industries of U.S. counties. The results confirm that technology-intensive industries are more likely to benefit from Jacobs spillovers as measured by related variety, while sectors with low technology intensities can better benefit from MAR spillovers as measured by regional specialization.  相似文献

There has been considerable media coverage highlighting the lack of gender diversity in Silicon Valley, stressing the relatively low participation of women in the high-tech economy. Austin offers a unique case for testing whether similar gender issues characterized other high-tech regions because the city has historically benefited from the expansion of Silicon Valley’s large high-tech firms since the 1980s. The gender-biased business practices identified in Silicon Valley firms may have been transferred to their branch plants in Austin. Our analysis shows women’s losses in middle-skill occupation employment shares were concentrated in the low-tech industry and were partially offset by job share gains in high-skill occupations in the same sector between 1980 and 2015. Men’s losses in middle-skill occupation job share were also mainly concentrated in the low-tech sector but were partially offset by employment share gains in high-skill occupations only in the high-tech industry during this period. Women made large gains in relative real median wages only in high-skill occupations in the high-tech industry while their relative real median wages in other skill occupations and in the low-tech industry stagnated around zero during this period. Men’s gains in relative median wages were also concentrated only in the high-tech industry but were less than half of women’s and were negative (between ?10 and ?21 percent) in other occupations in the high-tech industry and across all occupations in the low-tech industry. As noted in previous studies, the impact of job polarization is not well understood across sectors and gender. This study finds the high-tech industry in Austin has had unintended consequences in terms of job polarization across gender, providing relatively fewer job opportunities in high-skill occupations to women than men but offering much higher gains in relative real median wages to women than men. Males also found relatively more job opportunities in high-skill occupations in the high-tech industry than women but experienced only half of women’s gains in relative median wages in this industry between 1980 and 2015.  相似文献

Most existing studies of successful late industrialization, which draw on findings from high-technology industries, emphasize the need to invest in formal channels of technology acquisition to allow latecomers to catch up. This line of reasoning neglects the fact that in some industries, including low- and medium-technology (LMT) sectors, much knowledge can be acquired by informal means. Through the study of Taiwan's machine tool (MT) industry, this article demonstrates the significance of informal learning activities in LMT industries and the possibility for latecomer clusters to climb the technological ladder through exploiting various local and global informal knowledge linkages.  相似文献

Previous studies showed that firms established by experienced founders have higher survival rates and employment growth, but the potential effect of pre-entry experiences on innovation remains unclear. Using an original dataset, we examine the effect of founder's experiences, the relationship with the founder's previous employer and spatial proximity to the previous workplace on the innovative performance of small software firms in the Netherlands. Apart from entrepreneurial experiences, the results suggest no effect of pre-entry experiences. Continued contacts with the founder's previous employer appear to limit the firm's innovative performance, but firms do benefit from being established near the previous workplace.  相似文献

Present U.S. local exchange employment is less than half of what it was in 1981. This study tests several alternative explanations from labor economics, industrial organization, and political economy for employment reductions by U.S. local telephone companies. It evaluates the relative strength of the relationship between each explanatory factor and employment change. The contributions of six potential explanatory factors (wages, sales, technological change, competition, productivity, and profit rate) were investigated. Regression equation models were formulated and tested using crosssectional time-series data on 50 local carriers who provided 90% of the service between 1988 and 1995. We found that digitalization and productivity increases were the most important factors in explaining employment reductions by firms. Wage increases and computerization were significant sources for employment reduction only in the short term.  相似文献

The current study tests for differences in top management team (TMT) composition (education, functional expertise, industry experience, and skill), dynamics (shared strategic cognition, potency, cohesion, and conflict) and performance (net cash flow and revenue growth) between a sample of 102 high-technology university-based start-ups and an otherwise equivalently matched sample of 154 independent high-technology new ventures. The results find university-based start-ups to be comprised of more homogenous TMTs with less developed dynamics than their independent counterparts. Further, university-based start-ups are found to be significantly lower performing in terms of net cash flow and revenue growth than independent new ventures.  相似文献

One of the most commonly observed features of the organization of markets is that similar business enterprises cluster in physical space. In this paper, we develop an explanation for firm co-location in high-technology industries that draws upon a relational account of new venture creation. We argue that industries cluster because entrepreneurs find it difficult to leverage the social ties necessary to mobilize essential resources when they reside far from those resources. Therefore, opportunities for high tech entrepreneurship mirror the distribution of critical resources. The same factors that enable high tech entrepreneurship, however, do not necessary promote firm performance. In the empirical analyses, we investigate the effects of geographic proximity to established biotechnology firms, sources of biotechnology expertise (highly-skilled labor), and venture capitalists on the location-specific founding rates and performance of biotechnology firms. The paper finds that the local conditions that promote new venture creation differ from those that maximize the performance of recently established companies.  相似文献

The relationship between innovation and employment is addressed in this article through a model and empirical test at industry level for eight European countries in 1994-2004. We investigate this relationship for manufacturing and services and propose a Revised Pavitt taxonomy (covering both of them) in order to identify specific patterns of technological change and job creation and loss. The contrasting effects of strategies of technological or cost competitiveness are investigated using innovation variables from CIS2 and CIS3. Together with demand, wages and industry dynamics, they account for changes in employees and hours worked. The diversity in these relations across industries is also explored; when the model is applied to each Revised Pavitt class, different mechanisms of technological change and effects on jobs emerge.  相似文献

以488家上市公司作为样本研究高管持股影响下企业技术创新的就业效应,实证结果表明:当前中国企业技术创新对就业效应的影响是非线性的,并根据高管持股比例的变化表现出区间效应。不同行业、性质的企业技术创新的就业效应存在差异。其中,国有制造企业技术创新的就业效应表现为破坏效应,随着高管持股比例的增加破坏效应逐渐减弱,其他企业技术创新的就业效应随着高管持股比例的增加表现为先创造后破坏;股权集中度的提升能够提高国有企业的就业水平,却对民营企业的就业产生破坏;股权制衡度对国有企业特别是国有制造企业就业的影响是显著的,但是对民营企业的影响并不显著;两权分离度的提高对国有制造企业的就业产生破坏效应,而在民营制造企业则表现出创造效应。  相似文献

While startups are the center of extensive policy discussion given their outsized role in job creation, it is not clear whether they create high quality jobs relative to incumbent firms. This paper investigates the wage differential between venture capital-backed startups and established firms, given that the two firm types compete for talent. Using data on MIT graduates, I find that non-founder employees at VC-backed startups earn roughly 10% higher wages than their counterparts at established firms. To account for unobserved heterogeneity across workers, I exploit the fact that many MIT graduates receive multiple job offers. I find that wage differentials are statistically insignificant from zero when individual fixed effects are included. This implies that much of the startup wage premium in the cross-section can be attributed to selection, and that VC-backed startups pay competitive wages for talent. To unpack the selection mechanism, I show that individual preferences for risk as well as challenging work strongly predict entry into VC-backed startups.  相似文献
