Lack of access to basic education leads to diminished individual and national capabilities, therewith furthering cycles of poverty. An equitable education system meeting basic learning needs represents not only a human right, but also a means for reducing poverty, promoting productivity, and sustaining development. The Government of China – the most populous developing nation, the majority of whose citizens live in rural areas – has been committed to universalizing nine-year compulsory education among school-aged children and eliminating illiteracy among youths and adults aged 15–45. This study examines lessons learned from China’s efforts in these areas. It also reports on current challenges and trends in a new national initiative for achieving high-quality universal basic education by the year 2007.  相似文献

Balanced development of compulsory education is not only the cornerstone of education equity, but also the fundamental part for realizing a harmonious society. There have been several achievements in balancing the development of compulsory education in China, such as narrowing the gaps in compulsory education between rural, urban, and other areas. However, the development of compulsory education is still confronted with several issues, including the gaps between rural and urban schools, the gaps between teacher’s situations in rural and urban area, higher drop-out rates of rural compulsory education than that of the national average level, etc. Based on the analysis of these issues and reasons, the suggestions for the policy-makers are as follows: (1) it must be further clarified that governments at all levels must take all responsibilities for the balanced development of compulsory education so as to integrate local authorities’ input and the central government’s subsidies; (2) the allocation mechanism of resources for compulsory education should be set up with “qualitative and fair growth” as its aim; (3) The quality standard for compulsory education based on the national curriculum standard should be worked out for playing the role of quality inspection in the fair development of compulsory education, and a relevant system of responsibility should also be established; (4) A national unified card for compulsory education should be adopted, which would help abolish extra fees for non-permanent-resident students receiving compulsory education in other places and (5) civilian-sponsored schools should be encouraged to offer compulsory education. __________ Translated from Jiaoyu Yanjiu 教育研究 (Educational Research), 2007, (2): 3–11  相似文献

Lacking guidance of general equilibrium (GE) theories in public economics and the corresponding proper mechanisms, China has not surprisingly witnessed an inequality in educational expenditures across regions as well as insufficiency of funds for education in poor areas. It is wrongly thought that what happens is due to the decentralized financing system of basic education. This essay attempts to demonstrate that such a decentralized system is capable of encouraging local governments to improve the quality and efficiency of basic education. This is possible if the central government is involved in designing specific countervailing policies to reduce the negative impact of unequal access to education and sorting phenomenon on human capital accumulation for low-income families. 边境少数民族地区能否顺利脱贫是我国脱贫攻坚取得全面胜利的关键环节,也是国家安全、区域经济发展与社会和谐的重大议题。地形地貌限制、机会与资源有限且分配模式相对固化是其贫困文化的内核。本研究以云南省怒江傈僳族自治州和德宏傣族景颇族自治州两个边境少数民族地区的教育脱贫攻坚政策实践为例,阐释了边境少数民族地区的贫困特征与特殊挑战,从杜绝因学致贫、阻断代际贫困、促进民族团结、辐射边境教育等方面分析了教育脱贫攻坚政策的效能,并指出教育脱贫攻坚政策的设计与实施基本是按照教育外部因素和内部因素两层逻辑展开。  相似文献

As a response to processes of globalisation and regional integration, internationalisation activities in universities have changed. Flows have become more massive, the range of activities has broadened, and internationalisation has shifted from a marginal activity to a central institutional issue with strategic importance (van der Wende 2001, European Journal of Education 36(4), 431–441). These shifts can also be observed in international cooperation among universities. One of the manifestations of this shift is the increase and change of inter-organisational arrangements in higher education. One type of such arrangements – higher education consortia – are analysed in detail in the study. This analysis takes inter-organisational diversity as a starting point (Parkhe 1991, Journal of International Business Studies 22(4), 579–601). The basic thesis is that partners need to be similar, yet different, or in other words, there needs to be sufficient complementarity as well as sufficient compatibility among the participating universities. The article also explores the ways in which the management of consortia can improve the levels of complementarity and compatibility and thus the success of such consortia. Eric Beerkens is a postdoctoral research fellow at the School of Policy & Practice, Faculty of Education and Social Work at the University of Sydney. The intention of this article is to present the way in which a proposal was put forward for a national basic curriculum for the lower level of secondary education in Guatemala, within a general curricular reform of the education system. In this process, the International Bureau of Education and UNESCO’s national office in the country provided technical advice. The article examines the socio-cultural and educational context, some conceptual foundations for the curricular reform, the construction of the curriculum for lower secondary education, some features of the proposed curriculum and the outlook for the future. The process of curriculum construction included a diagnosis, drawing up a strategy for reforming the first cycle of secondary education and preparation of the proposed curriculum. Likewise, the authors present the steps that must be taken in order for the national basic curriculum to be adopted, subject, amongst other factors, to the availability of funding. In China, ethnic identity refers to both one’s own ethnic identity and the identity of the Chinese nation. It is of great significance not only to individuals’ mental health and full play of psychological functions but also to ethnic solidarity and regional and national stability. On the whole, ethnic minority college students in the Southwestern regions have positive national identity and behavior tendency. One of the Millennium Development Goals declared by the United Nations in 2000 was to reduce by half the population of people living in extreme poverty, by 2015. Adult education can and should contribute significantly to this development goal. Nevertheless it has hardly been explored so far in the national Poverty Reduction Strategies Papers. In as far as attention has been given to the contribution of adult education to the reduction of poverty, the trend has been to focus on literacy or basic education. Nevertheless, adult education is potentially much more than literacy or basic education. Successful contribution of adult education to poverty reduction programmes includes also agricultural extension, vocational education, community development and training for active citizenship. In this introduction of the special issue of the International Journal of Lifelong Education, we will sketch the state of the art for each of these branches of adult education. Moreover, our central argument will be that developing countries do not only need a more extended system for adult education, but also a more flexible and more targeted system than the rather traditional practices in most developing countries.  相似文献

However, at the same time it brings about many serious problems such as failure to attain educational objective, being away from the goal of education equity, arising students’ mental or emotional problems, lack of moral education, vicious competition among schools and so on. Though the Holocaust is a central event in Jewish history, Holocaust education is mandatory in the state education system in Israel, and some research has investigated the impact of this education, the field has not been conceptualized systematically (Blatman in Bishvilei haZikaron 7:15–16, 1995; Feldman in Bishvilei haZikaron 7:8–11, 1995; Ofer in Jewish Educ 10:87–108, 2004b; Schatzker in Int J Polit Educ 5(1): 75–82, 1982). This article attempts to organize the existing knowledge on the subject through a meta-analysis of the foundations and basic premises of Holocaust education in Israel, using the most important literature in the area. It first suggests a conceptual framework, organizing by period the changing attitudes toward the Holocaust in general and Holocaust education in particular. 教育脱贫是解决产生“贫困陷阱”多维性的根本之策,在学前教育阶段缩小儿童在起点上的差距,消除儿童贫困的代际传递,拒斥儿童贫困现象的蔓延已成为各国政府的政策关切。美国政府通过出台专门法规,投入专项财政经费,实施精准支持计划,开展有效研究项目以及强化教师队伍建设等诸多教育改革举措有效改善了贫困儿童的成长轨迹。通过对美国历史上已经实施的学前教育改革举措进行成本与收益分析,发现有效的教育改革举措坚持了针对性、专业性、协调-合作性、补偿性、动态监控性等基本原则。基于美国学前教育改革与反贫困举措的经验分析,我国在深度贫困区教育脱贫攻坚行动中可采取:设立教育优先区,促进深度贫困区学前教育优先发展;实施跨区域教育协作,保障贫困地区学前师资队伍质量;完善动态监测与问责机制,确保教育扶贫项目的成效得以有效落实。  相似文献

Conclusion In the last two decades of the twentieth century, many Africans have experienced decline or stagnation in the quality of their lives. The continued high rates of poverty and declining educational enrolments in the region are outcomes of multiple factors, including escalating debt and declining development assistance on the global level and fiscal mismanagement, weak governance and continued population growth within African countries. One realization that has come from the experiences of recent decades is that poverty is both a cause and an outcome of low educational enrolments. Breaking the cycle requires great effort on two fronts simultaneously: (a) a targeted attack on poverty through policies that promote sustainable and equitable development; and (b) an unwavering long-term investment in basic education (Psacharopoulos, 1995). The question remains whether international organizations, African governments and local communities will heed the lessons learned from past missteps and apply them to future educational initiatives. Both the international community's renewed awareness of the importance of basic education and the recent educational efforts of African-based NGOs suggest that the answer to this question is a tentative ‘yes’. Perhaps the first decade of the new millennium will bring a more definitive answer. Developing a professional ethics is crucial towards amassing the ranks of high-quality teachers, which contributes to the improvement of national education. This study bases its analysis on the survey of humanistic qualities of Chinese citizens. 3348 teachers at three different levels from 31 provinces, autonomous regions and municipalities of China are investigated into their professional moral conducts in terms of sense of responsibility and initiative. The result shows that the professional moral levels differ distinctly among teachers from universities, junior or senior high schools and primary schools. The results suggest that professional ethics is vulnerable to external factors. It is essential for the construction of teachers’ professional ethics to improve their moral culture. In Malaysia, the national government has seen fit to steer higher education policy in a direction that is in the ‘national interest’. This notion of ‘national interest’ is best exemplified by the changing relationship between the State, higher education institutions and the market. Since the late 1960s, we saw the gradual but steady erosion of university autonomy with the increasing dominance of the State. The recently launched National Higher Education Strategic Plan 2020 and the National Higher Education Action Plan, 2007–2010, which operationalised the Strategic Plan, promises greater autonomy for the universities. While this increased autonomy for universities could be regarded as Malaysia’s response to deal with emerging issues in higher education management and governance, the amendments to the University and University Colleges Act, 1995 have not resolved the issue of wider autonomy from the Malaysian treasury regulations for public universities. For the State, in the present climate of political and economic uncertainty, giving full autonomy to the public universities is seen to be inappropriate and untimely. The State considers public universities as still heavily dependent on the State for resources, and thus the need for regulation and supervision.  相似文献

Since the 1980s, a series of reforms that aimed to reconstruct the relationships among the government, the university, and the student (consumer) have been initiated in the systems of higher education. In varying degrees, these systems of higher education were affected by market forces. Given this, the relationship between the state and higher education has also been changed significantly. The purpose of this paper is to view recent changes in higher education in the historic context of globalization. It attempts to trace the source of these changes and to depict, against a new background, the new role of the state vis-à-vis higher education. It also seeks to illuminate the rationale behind the changing role of the state. Conclusion In analysing the results of Tables 1–7, one is led to the conclusion that if environmental education is to have a significant impact in our schools, it has to have some educational relevance, that is, that it must fit into the real life context of the child. This study confirmed that children in an inner-city school had more positive attitudes about an inner-city environment than the outer suburban children who were more concerned with the aesthetically pleasing aspects of wilderness areas (Tables 1 and 7). It seems that the further the reference was from the respondents' immediate surroundings, the less reluctant the outer suburban students were to identify significant problems like pollution. Only by taking into consideration such basic information about each group of children — inner-city, outer suburban or rural — can environmental education programmes be planned so as to present to each group of students the most relevant and effective programme.  相似文献
