This paper describes a good governance architecture framework that would bring significant improvements in the overall working of open and distance learning institutions in a well-structured and systematic way. The good governance framework is articulated with seven basic principles which are performance, transparency, accountability, participation, leadership, consensus orientation and fairness. These principles are structured with the good governance practices which relate to performing well for the assigned goals and objectives, promoting values for the organisation, making well-informed and transparent decisions, focusing on the organisation’s purpose and outcomes, capacity building and managing risks effectively. These principles and suggested practices in the framework would become tools for developing an improvement strategy so as to help in the smooth operation and efficient management of the institution concerned. The developed system would bring about significant improvement in the teaching–learning activity as well as in the quality of distance education. It would also enhance the efficiency, effectiveness and overall performance of the institutional management which is crucial to the continuous development of the institution concerned. Thus, the proposed good governance framework when implemented in an open and distance education institution would improve the quality of distance education and also increase its accessibility in a well-organised and structured way. 相似文献

Distance education programs that have been around for a long time risk being caught up in a groundswell of change brought by new interest in distance education fueled by the explosive growth of the Internet. These mature programs need to understand the factors that led to their success, the issues likely to affect them over the coming years, and chart a course that brings the two together. This article looks at how factors such as eliminating service area boundaries, support from the top, focusing on large enrollment courses, moving to faculty-led course development, emphasis on instruction and not materials, and development of complete degree programs led to program success at one large American community college. It also looks at how issues such as changes in distance education faculty and students, lack of uniform access to the Internet, the increase in distance education providers, and the need for student support services will play a role in future distance education program success. Finally, it looks at several trends that are likely to emerge from the current environment including the growth of state and regional virtual campuses, increased interest in partnerships, and the role of textbook publisher developed Web sites. 相似文献

在深入分析中国西部高等网络教育现状的基础上,进一步分析了西部开发对人才需求状况。结果表明,目前中国西部人才需求与远程网络教育现状不相适应。西部丰富的矿产资源的开发与加工生产急需资源探测、开采、加工专业的高技术人才,现代远程教育试点学校中50%以上为综合性和理工类院校,这些院校师资力量雄厚、学科优势突出,能满足西部开发对人才培养的需求。因此,抓住机遇,迎接挑战,发挥现代远程教育试点学校学科优势,发展西部高等网络教育事业,是促进网络教育发展与西部经济发展的双赢策略。 相似文献

In this essay, I review the main elements of the Dawkins program for change in Australian higher education ‐ very rapid expansion of enrolments, amalgamations, the designation of “priority areas”, the equity plan which aims to increase the participation of disadvantaged groups, the re‐organisation of distance education, the requirement for staff appraisal and the development of performance indicators ‐ and explore, in a speculative and personal way, some possible effects on the nature and quality of teaching in higher education institutions. Both positive and negative scenarios for future development are presented and I argue that the outcome is still in the balance, while acknowledging that the financial situation created by the steady erosion of per capita funding and recent patterns of over‐enrolment may be tipping the balance decisively towards decline. 相似文献

Technological advances create tension between what traditional educational systems offer and what new online teaching methods can offer. External pressures are being exerted on traditional educational systems forcing change on time-honored scholastic practices. As a result, progenies, the natural offspring of technology innovations and traditional education practices, are reshaping education. The initial driving force of any developing technology is the innovation of product. The innovation of product is the search for a dominant design. The desired features of a technology are defined in this search process. The authors conclude that a dominant design in online teaching platforms has emerged and has thus created an implicit understanding of the performance requirements to be met by the product. Educational organizations now must shift their focus from innovative online product development to a standardization of the product with a concurrent increase in process innovation and development. Schools with online teaching and learning programs are not seeking to define their distinct brand of distance education; rather they are seeking ways in which to improve their processes of delivery. Thus a shift must occur from an emphasis on product innovation to process innovation. This article develops the concept that an increase in process design, a responsibility of individual educators, is the next step toward the development, implementation, and refinement of collaborative learning, learning communities, and individual learning strategies that facilitate student achievement. 相似文献
