Abstract

Hong Kong society is composed predominantly of people of Chinese ethnic origin and is characterized by a mix of traditional Chinese culture and Western culture, the latter arising in part from 155 years of British colonial rule. While some would argue that, by virtue of their international connections and British origins, Hong Kong universities do not differ in significant ways from their counterparts in Western countries, this paper pursues the counter‐argument that academic life in Hong Kong strongly reflects traditional Chinese culture (albeit in a modified form) and that this is turn influences not only the culture of teaching and learning but the possibilities for effective faculty development. It is by recognizing and valuing, rather than denying, unique local characteristics, that the universities can achieve the kind of excellence in education that Hong Kong society so clearly values. In evaluating the likely success of initiatives to enhance teaching effectiveness there is a need to consider those special aspects of Chinese culture which appear to underlie the context of university teaching and learning.  相似文献

Drawing upon a project on British transnational education (TNE) programmes offered in Hong Kong, this paper interrogates the capacity development impact of TNE on the students, the Hong Kong Government and the programme providers. It addresses the questions: ‘What capacity is being developed in TNE operations?’ and ‘For whom?’ Our findings reveal multiple capacities at play. As TNE has been traded between British and Hong Kong universities and facilitated by the Hong Kong Government's laissez-faire doctrine, as a commodity in the neoliberal trade-in-education regime, students' interests are often sidelined. This paper calls for a critical reflection on this TNE model.  相似文献

This article argues that the development of civic education in Hong Kong can be divided into three phases chronologically: (1) before 1984: “depoliticization” by the state and the school; (2) 1984‐1997: “politicization” of the intended curriculum; and (3) 1997 onwards: “re‐depoliticization” of civic education and official confirmation of nationalistic education. In general, for phases one and two, the development is described as moving from de‐politicization to politicization, in response to the political development of Hong Kong from a British colony towards the Hong Kong Special Administrative Region (HKSAR) of People's Republic of China. The article continues by exploring the third phase in detail with reference to the official document: Learning to Learn: Life‐long Learning and Whole‐person Development and the official speeches of the Chief Executive, Tung Chee Hwa. A phenomenon of re‐depoliticization of civic education is identified, together with a strong upheaval of nationalistic education. This leads civic education “back to square one"—"re‐depoliticized”. The article concludes by highlighting that the development of civic education in Hong Kong is a typical example of how civic education reflects the political context of the society.  相似文献

A closed‐form questionnaire was used to explore the ideas of school students about the composition of air, the causes and consequences of air pollution and the extent to which the students would accept various courses of action to reduce air pollution. Items for the questionnaire were derived from the results of interviews and an earlier open‐form questionnaire. More than 3000 students aged 11 to 17 years and from Australia, Hong Kong and the UK were surveyed. There was a degree of similarity between students from the different countries in their knowledge about air composition and air pollution. In terms of attitudes, however, there were differences in students' opinions about the acceptability of actions to improve air quality. Path analysis of the data appeared to show that Hong Kong students are more amenable to education as an instrument to influence their attitudes. Since the introduction of the Overseas Student Program (OSP) in 1985, courses have been marketed, often quite aggressively, by Australian universities. In most cases, overseas students have responded by coming to Australia. The cultural implications of the OSP are evaluated using a hypothetical case—Hong Kong Registered Nurses undertaking a post-graduate Public Health Nursing program in a higher education institution to prepare them for work with Vietnamese people in Hong Kongs refugee camps. The evaluation is based on an application of Dunns jurisprudential metaphor and transactional model of argument to a consideration of the contextual and cultural issues which arise from an examination of the impact of the course. It was concluded that the course would not be appropriate. Moreover, arguments developed from the hypothetical case were found to be generalisable to the export of other professional courses, and the relevance of many offerings were questioned.  相似文献

British universities have always been the market leader in recruiting Hong Kong students to study overseas or to take part in learning programmes. As the transfer of Hong Kong's sovereignty to the People's Republic of China (PRC) in 1997 approaches, some changes in market demands and incoming competitors have complicated the external environment of the market for higher education in Hong Kong. A major impetus for the incoming rivalry of the PRC is the recognition of qualifications obtained in PRC by the Hong Kong Government and continuing economic growth which in turn creates a tremendous demand for professional and managerial personnel in PRC. With the current sophisticated marketing practices and quality services to potential customers, this article attempts to provide information that may help British universities to discover their competitive edge in capitalizing on the experience and strengths of their higher education tradition and system.  相似文献

This article examines the evolution of language‐in‐education policy in Hong Kong during the first six decades of British rule (1842–1902). In particular, it analyses the changing roles and status of the English and Chinese languages during this formative period in the development of the colony’s education system. The textual and statistical data presented in the article provide a corrective to the claim that the British imposed English on their colonial subjects and in the process rode roughshod over the indigenous languages. The evidence suggests that Hong Kong’s education system provided opportunities for native students to attend purely Chinese schools, purely English schools or mixed‐medium schools. Although the British apparently attached more importance to English teaching, they were generally at pains to emphasise that English should not be studied at the expense of Chinese. The findings indicate that language policy (be it Chinese or English in orientation) was always tied in some way to Britain’s political and economic interests in the region.  相似文献

Despite the advantages of problem based learning (PBL) and the fact that it has been utilised for some time in conventional higher education settings, it is not widely used in distance education in Hong Kong. Recently, a small group of course co‐ordinators at the Open University of Hong Kong engaged in a series of action learning projects to explore ways in which it could be incorporated into their courses. The purpose of this paper is to report the opinions of these academics about the suitability of PBL for a distance education environment. Generally, they concluded that it is possible, and perhaps desirable, to consider implementing PBL as one learning approach. However, most of the projects focussed on a fairly narrow application of PBL, namely in face‐to‐face tutorials. The limitations of the participants’ interpretations are discussed in the light of the constraints they face, and some recommendations are made for other ways of implementing PBL into distance education.  相似文献

Developments in the provision of distance education in Australia and Hong Kong are analysed in terms of eight phases, characterised by Government policies and institutional practices. Hong Kong appears to be progressing through the same developmental phases as Australia, but at later points in time. Both countries decided against forming a single national open university in favour of dispersed provision but neither followed recommendations to form a body to co‐ordinate course provision nationally. Both have experienced a period of uncontrolled and unco-ordinated expansion of distance education courses and Hong Kong is still in this phase, whereas Australia is now in the midst of belated attempts by its federal government to rationalise distance education at the national level along with higher education as a whole. We argue that much of the confusion surrounding these events could have been prevented by early planning and setting of clear policy guidelines, together with a recognition that implementation of higher education policy is by no means a straightforward matter. Hopefully there are lessons to be learned from this analysis: in the case of Hong Kong, that its current trend towards unco‐ordinated expansion may well lead to enforced contraction and rationalisation should economic growth trends be reversed, and, in the case of Australia, a clearer understanding of issues related to policy and implementation.  相似文献

A brief review of the social and educational context of Hong Kong shows that the publication of the General guidelines on moral education in schools in 1981, by the Hong Kong Education Department, marked a milestone in the development of moral education. The Guidelines explicitly asserted moral education as one function of schooling, whilst also formally recognizing the home and the community as two main influences. This paper narrates how three moral sources of influence – namely Confucian‐parental, Christian‐religious and liberal‐civic – have shaped the development of moral education in Hong Kong from 1973 to 2003. It then examines in more detail: parental influence at home – the Confucian moral source in Chinese family; schooling influenced by religious sources – taking Christian schools as an example; and the Independent Commission Against Corruption as an official agency for moral education – a liberal source calling for civic morality. In conclusion, the post‐colonial emergence of nationalistic influence in the recently constituted Chinese Special Administrative Region, advocating national identity as the new core value, is traced and the implications for future moral education in Hong Kong are considered.  相似文献

This paper aims to report how school leadership is challenged by the three waves of education reform and development in Hong Kong. Since the 1970s, school leaders in the first wave were mainly concerned with achievement of the planned goals through improvement of teaching and learning. In the 1990s, school leaders of the second wave often focused on interface improvement through various types of quality inspection and assurance. In facing the challenges in the new century, the third wave of changes in Hong Kong is moving towards the pursuit of future effectiveness. The school leaders need to be concerned with enhancing educational relevance and creating new goals. This paper will discuss how the leadership conceptions and concerns of the third wave in Hong Kong are completely different from the traditional thinking. Implications are drawn for educators, policy-makers, and scholars in different parts of the world.  相似文献

There is general consensus in the literature that the goal of education is to increase the students' capacity to learn, to provide them with analytic skills and to increase their ability to deal with new information and draw independent conclusions. The purpose of this paper is to discuss the extent to which higher education does promote these abilities which can be summarised as independent learning. Quantitative data from the Study Process Questionnaire (SPQ) and qualitative data (semi-structured student interviews) from a tertiary institution in Hong Kong are compared with similar findings from institutions in other parts of the world. The relationship between demographic variables and the SPQ sub-scales appears to follow a pattern consistent with results from elsewhere. As students become older they are less likely to adopt a surface approach and more likely to adopt a deep one. However, there is a decrease in the use of a deep approach from first to third year of a course, suggesting that education at this tertiary institution does not promote independent learning. Possible explanations are derived from the literature and the student interviews. Implications for the structure of tertiary education in Hong Kong are discussed.  相似文献

The primary aim of the present study was to investigate whether variations exist in child and parent attributions in predicting child academic achievement within a culture and between cultures. Participants were 158 students and their parents from three different primary schools in Hong Kong, including one British international school consisting of students who are predominantly from a British background and two Chinese public schools each with a distinct SES profile. This paper extends the findings of previous research whereby Western parents attribute their child’s success to ability and Chinese parents attribute their child’s success to effort. Additionally, this study found that the Chinese children’s attributions differed according to the SES catchments of their schools; children from higher SES were inclined to attribute success to effort. The results are discussed in terms of parent and child attributions’ prediction of child’s academic achievement within Hong Kong’s family demographic.  相似文献

This study reports on the Hong Kong education quality assurance and school monitoring system. Three research questions were addressed: (1) Who controls the quality of school education in Hong Kong? (2) What strategies are used in the Hong Kong school education quality assurance process? (3) Agenda for Future Research on quality assurance and school monitoring in Hong Kong. The analysis found that whilst quality assurance systems in Hong Kong are sophisticated, major reviews are necessary to rebuild trust between the government and practitioners.  相似文献
