This paper describes science and technology (S&T) metrics, especially impact of metrics on strategic management. The main messages to be conveyed from this paper are: (1) metrics play many roles in supporting management of the S&T enterprise; (2) metrics can influence S&T development incentives; (3) incorrect selection and implementation of metrics can have negative unintended consequences on the research and research documentation generated and (4) before implementing metrics, an organization should identify and evaluate the intended and unintended consequences of the specific metrics’ implementation, and identify the impact of these consequences on the organization's core mission.  相似文献

ABSTRACT

This article describes the emergence of disaster information (DI) specialists, with particular focus on their presence in health libraries. Although literature on the subject of disasters and libraries is dominated by accounts of librarians preserving collections and ensuring continuity of library operations following a flood, fire, or other disaster event, the work of DI specialists extends beyond these traditional roles. DI specialists conduct outreach in the community, providing information services to emergency managers and other disaster workers. This article recounts a history of disaster information service in which public librarians served communities during disaster recovery periods, and health librarians became involved in organizational disaster planning activities. DI products from the National Library of Medicine are introduced in addition to federal funding opportunities for DI outreach projects. The development of the Medical Library Association's Disaster Information Specialization Program is presented, and the article shares recommendations for library administrators to encourage DI training for librarians and support the development of outreach services to disaster workers.  相似文献

The need to better engage low-income communities affected by revitalization of the built environment has been well documented in urban planning. Guided by communication infrastructure theory (CIT), this study presents a research project that made concerted efforts at engaging neighborhoods of Northeast Los Angeles that are experiencing rapid gentrification. The project was a partnership with a multi-sector collaborative working on the revitalization of the L.A. River and its surrounding communities. This paper specifically demonstrates how CIT's social ecological orientation was applied to seek input on L.A. River and community revitalization from storytelling networks made up of residents, small businesses, and local media. We also examine the impact of this engaged research on the organizational partners of the collaborative, and their views on community engagement in revitalization. Lastly, we discuss how the lessons learned broadly speak to future opportunities and challenges that aim for communicative planning approaches to urban revitalization.  相似文献

Information inequity is a central concern of the digital age. Many recognize the role of public libraries in bridging such inequities. Unfortunately, however, public libraries are often limited by the funding available to them. This study used a geographic information system (GIS), inequality measures, and multiple regressions to analyze statistics from the Public Libraries Survey (PLS) collected by the National Center for Education Statistics (NCES) and from census tract data. It evaluated the levels of public library funding and services and tested how these resources vary with neighborhood income and urbanization levels. This is one of the few nationwide multivariate studies of neighborhood-level variations. The study revealed significant funding and service variations across the nation's 9000 library systems. Distributions of digital materials, full-time staff with a master's degree in library and information science, and library programs were especially disparate. Library systems in lower-income or rural neighborhoods were relatively less funded and offered fewer information resources. Interestingly, the only variable that was not significantly associated with neighborhood income was the number of public Internet terminals. This suggests that recent funding and research efforts may have made a difference. Similar funding efforts are encouraged for other types of library resources such as staff education and training. In light of the prevalent disparities in resource levels across neighborhoods, the study calls for a fundamental evaluation of the funding mechanisms for libraries. Also, information behavior research should investigate how this structural information inequity affects individuals’ information use decisions.  相似文献

This article describes the economic impacts and benefits received from public libraries in Florida, indicating that, overall, public libraries make a significant contribution to the economic development of the state. Public libraries receive funding from taxpayers and can be one of the first institutions to experience budget cuts when they occur. Identifying the economic role that libraries play in communities is crucial to the continued funding, support, and existence of libraries. In addition, this article discusses some of the other efforts that have been undertaken to determine the economic impacts and benefits received from taxpayer investment. Drawing on these earlier efforts, the authors present a framework for further study into the economic impacts and benefits received from public libraries, and present some goals and objectives for future studies.  相似文献

This study analyzes the Federal Communications Commission's (FCC) efforts to define the television “community” as it formulated a national television system. The first opportunity came with the Sixth Report and Order, when the FCC made no provision for tailoring signal contours to existing communities. The second came when the FCC established program guidelines for new TV licensees and mandated a broad, amorphous community to be served by local programming. Such communities often bore little relation to local political, cultural, or social units. These spatial dimensions, which efficiently served network advertisers, still exist in many U.S. television communities.  相似文献

In New England's small towns, achieving funding for library services requires an annual presentation at town meeting, where the library's constituency, not elected officials, have the final word on how much support the library will receive and, consequently, how much service the library will be able to provide. Because many town meeting attendees are non-library users for whom the library may have little relevancy, it is important for the library to demonstrate relevancy in order to gain their support. The very nature of small towns that personalizes the budget process also affords the library a number of opportunities to demonstrate relevancy to the lives of the town's residents. Among those opportunities are greater accessibility, networking with businesses, involvement of the Board of Trustees, individualized information service, and raising community consciousness through fundraising.  相似文献

This paper discusses the use of online learning communities for library professional organizations to promote collaboration and learning. The addition of an online learning community component to a library organization expands collaborative and educational opportunities for members through a virtual environment. Although technologies used to support learning communities vary, standard features include a discussion forum, file-sharing capability, and chat functionality. More sophisticated sites provide Webcasts, podcasts, online courses, and databases. Moreover, the availability of file sharing and chat supports virtual meetings. Studies of library-oriented learning communities illustrate their effectiveness in using discussion forums and resources to foster collaboration and learning opportunities among members. This research also notes the role of discussion forums in decreasing feelings of isolation among users. Moreover, these articles highlight the member's participation in library learning communities through postings to discussion forums, selecting learning events, and contributing materials. The first step in creating a learning community centers on the administration of a needs assessment to the members. These evaluations identify the goals of the learning community and aid in the selection of appropriate technologies. In addition, learning community organizers need to develop an action plan that outlines a timeline for the project's implementation. Moreover, organizers should consider providing incentives and training to members to enhance their participation in the project. Finally, promotional and evaluation efforts are needed to sustain the growth of a learning community.  相似文献

This study focuses on collection development in the library of the University of Agriculture from 1983 through 1993. The metamorphosis through which the university has passed is highlighted to show the effects of policy instability on collection development efforts. Methods used for gathering facts and figures for the study included a questionnaire distributed to staff and students, interviews, and official records searches. The study showed that over the years, resources for collection development have been declining in real terms leading to a reduction in the student-book ratio from 1:40 in 1983 to 1:9 in 1993. Problems confronting collection development such as escalating costs of foreign currency, import restrictions, and the politics of resource allocation are also highlighted. Strict compliance with the National Universities Commission's (NUC) funding standard for university libraries is recommended.  相似文献

Aboriginal communities in Australia have adopted new information technologies in innovative ways. The most well known is the Ara Irititja project software, now increasingly adopted by many local community groups in Australia. These developments demand a policy response from public collecting institutions and governments. There is a raft of opportunities being presented by current archival and record-keeping, and information and record-development programs and activities in Aboriginal communities. These include economic empowerment through the development and distribution of new products; community empowerment through “owning” histories, stories, images and other associated material and being able to manage the context of, and access to this material; and the development of opportunities for young people. Accompanying these opportunities, however, are serious threats to the protection, preservation, collection and use of this material. These threats are both immediate and long-term and include technology changes and format shifting; physical threats to local collections; the lack of IT expertise and archival knowledge; a lack of knowledge or agreement on the archiving system, standards and principles, and many others. This paper proposes that archives held, and being developed in Aboriginal communities, are developed as a nationally distributed collection with community-generated protocols and community-based management, supported within a fully integrated national framework.  相似文献

This article places the efforts of documents librarians to reform the Federal Depository Library Program (DLP) in an historical and political perspective. As with many other earlier efforts of reform, the recent “Reinventing Access to Federal Government Information,” held in October 1993, would raise doubts, once again, about the public institutions and national information policy arrangements that support the Government Printing Office and its DLP. The specific reforms calling for centralized information should be abandoned. The depository library system's political power and public convictions were never fully expressed through the program's various national administrative incarnations. Its true community purpose flows from the local conditions and information needs of each depository library community. Democratic distribution of public information must begin and end within these local areas and regions.  相似文献

This article examines public librarians' experiences with attempted censorship, including their dismay, anger, and disappointment with fellow librarians and their professional organizations, which those under attack found apathetic in safeguarding user rights and protecting their jobs as library professionals. Some of these librarians became the activists who campaigned for the creation of the American Library Association's (ALA) legal defense machinery, along with other primarily young progressive librarians, who pushed forward their own agenda. This study highlights these public librarians' struggles, which made the Freedom to Read Foundation (FTRF) and ALA leading professional organizations in championing intellectual freedom. The study focuses on cases that shaped ALA's policy that led to the establishment of a defense mechanism for librarians in the late 1960s and 1970s. It also examines the extent to which ALA upheld the organization's professional credo and its members' rights.  相似文献

ABSTRACT

One of the six strategic planning goals of Northern Arizona University (NAU) is to strengthen its relationship with Native Americans and to become one of the nation's leading universities serving Native American students. Considering its close geographic proximity to several tribal communities—particularly the Navajo Nation, which represents 44% of Native American Students at NAU—several programmatic and collection management activities have been instituted at the university's Cline Library as a response to this broader university goal. The library's outreach efforts, though, extend beyond the university's Native American student population and include activities designed to collaborate with tribal communities in a more direct and inclusive manner. Furthermore, incorporating concepts of critical librarianship into the library's teaching, learning, and public programming helps provide a progressive theoretical framework for improving relationships between the university and Native American communities. This case study provides an overview of existing programmatic and policy-based initiatives at the library and discusses where improvements could be made to help foster a closer and more meaningful relationship with Native American students, faculty, and patrons.  相似文献

The University of La Verne, a pioneer in the field of adult and distance education, hosts approximately 4,692 traditional undergraduate and graduate students on the main campus, 3,350 adult students, and hundreds of online students throughout California at nine regional campuses. Challenged by limited funding and staffing, the library and Regional Campus Administration collaborated with senior management to pilot a blended technology platform using Adobe Connect for content and live video streaming and Business Skype for audio to deliver real-time, interactive virtual information literacy to distance learners. The initial objective of “Library on Demand” was to supplement existing in-person, e-mail, and telephonic library information literacy instruction with live streaming video and two-way audio. The use of multi-channel instructional technologies would optimize outreach activities, reaching larger numbers of student communities while optimizing student learning modality preferences and differences. The pilot program was designed in phases to test the integrity of reaching over 3,500 students among the nine regional campus locations concurrently with a single librarian host. Later phases offer opportunities for targeted or specialized sessions including applications fostering emerging virtual social learning communities beyond a shared information literacy experience.  相似文献

Many rural US communities lack access to adequate broadband services. This paper draws on semi-structured interviews conducted in 2019 with 16 Regional Planning Commissions to uncover dynamics of how these intergovernmental organizations contribute to the deployment of broadband infrastructure in rural Missouri. The proposed framework integrates the decomposed Theory of Planned Behavior (TPB), the Theory of Reasoned Goal Pursuit, and Stakeholder Theory. Many participants reported a low level of involvement in broadband infrastructure initiatives even though supporting infrastructure development to promote economic growth is one of the Regional Planning Commissions' primary goals. Regional Planning Commissions are highly influenced by four primary stakeholder groups, (1) residents and businesses, (2) local governments, (3) internet service providers, and (4) state and federal government, which vary in terms of priorities and power. While defining the region's priorities with elected officials, Regional Planning Commissions often “push them forward” to recognize the necessity of broadband infrastructure. However, Regional Planning Commissions also struggle with low self-efficacy and inadequate expertise to support broadband planning efforts. The proposed framework could be generalized to understand actions and decisions by other intergovernmental organizations that have convening power and face similar power dynamics with their stakeholders.  相似文献
