This article studies the internet's impact on expert–citizen interactions in the process of public policymaking. It examines a possible solution to a classical democratic dilemma of citizens' right to participate versus citizens' ability to participate. Through a meta-analysis of the past studies on internet's impact on citizen participation in public policy making, the authors find that the internet has successfully reduced resource difference between policy experts and the citizens as promised. However, the technology itself does not provide all the answers. Exogenous factors such as personal characteristics, decision environment, and institutional factors all play a role in enhancing the impact of the internet. Continued education and institutional innovations are necessary to encourage citizen–expert collaboration and reduce resource difference between the citizens and policy experts. Also, more clearly defined and systematic theoretical and empirical studies are needed to help facilitate our understanding of efficient citizen–expert interactions in public policy making by way of the internet technology. 1  相似文献

A fundamental principle of public policymaking should be that public policy must be made with publicly available data. This article develops this position and applies it to an assessment of the current state of communications policymaking, a policy area in which controversies surrounding the transparency of policy research and the accessibility of policy-relevant data have been both common and extremely contentious in recent years. This article provides a detailed assessment of the challenges confronting greater transparency and accessibility of communications policy-relevant data, as well as a detailed set of proposals for improving the current situation, in an effort to build towards an environment in which public policy is made with publicly available data.  相似文献

Abstract

This paper reports from a survey of media exposure and level of knowledge among senior high school students at various locations in Indonesia. Government budgets for education have recently been dramatically reduced in Indonesia and increasing financial burdens are put on the households, like in many other poor countries. There is a tendency to increasing differences in quality of schooling among social layers and geographical areas. Main conclusions in this research are that information asymmetry exists as a problem in society and that type of school and location matter more than media exposure for students’ knowledge level. Students in public schools generally score significantly higher than those in private institutions. Also, students’ level of knowledge tends to fall with decreasing level of geographical centrality. Our policy recommendations include increased public investment in quality schooling for all.  相似文献

Digitalization has expanded the scope of citizen participation. Nevertheless, there are no conclusive findings on online citizen participation and inclusive policymaking. This study adds in line with the discussion with a fresh perspective of institutional bias. It presents new evidence by examining the process, participants, policy agenda, and sentiments of public opinions from the government-led and Internet-empowered citizen participation regarding the 2017–2035 Shanghai Master Plan. Four findings are reported based on the in-depth case study with text and sentiment analysis. First, the government-led model provides institutionalized opportunities for citizen engagement throughout the policy process, while the Internet-empowered citizen participation is characterized by contingency and ad hoc. Second, the government-led model remains elite-dominated, while the Internet empowers a wider scope of stakeholders with an open and popularized participation platform. Third, the public opinion from the Internet-empowered model often goes beyond or even against the pre-defined official principles and goals. In contrast, the civic discussion in the government-led model influences policy by changing the sequence of policy agenda or providing focus within the official setting. Fourth, citizens, especially the experts, are more likely to give positive feedback in the government-led model than the Internet-empowered approach. These findings confirm and identify the remaining institutional bias that hinders inclusive policymaking in the Internet age. Theoretically, it reminds scholars to examine the institutional arrangements regarding citizen participation carefully. Practically, it indicates that the central government could facilitate inclusive policymaking at the local level by reducing the institutional bias of the government-led approach and utilizing text and sentiment analysis to urge the local government's response to Internet-empowered public opinion.  相似文献

The production and distribution of social-issue documentaries can have a wide range of significant impact on community organizations, educational institutions, citizens, and policy makers. What this article seeks to demonstrate, using the example of Tracy Huling's Yes, In My Backyard, is the utility of an “issue-centered model” that allows a comprehensive and systematic analysis of the full range of political impact, including impact on producers, activists, and policymakers. Much of the way Yes, In My Backyard “worked” within the rural prison issue network parallels the way that policy analysis can affect public agendas and public policy. Although many documentaries can be regarded as “implicit” pieces of policy analysis, Huling's is the most explicit, and her measure of success is how well her work can alter the agenda of activists and policy makers, stimulate research to support policy change, and then help implement that change.  相似文献

During the last ten years in Belgium, government information policies have put public information provisions at the center of policymaking. However, the contemporary daily practice of public information provision tends to be seen as incidental to the policymaking process. The introduction of the reflecting license plate in Belgium is a prime example of a case in which little attention has been paid to the quality of public information during the ongoing policy process. First, we define the notion, quality of public information, as a necessary condition for the successful implementation of policy objectives. We then chronologically outline the main policy intentions and decisions, and we describe the factors hindering the smooth introduction of the license plate, focusing on those related to information provision. Finally, we examine whether the current public management reform in the Belgian Federal administration can improve the quality of information supplied during the ongoing policy process.  相似文献

Objectives:Academic health sciences librarians sought to evaluate the efficacy and future of the Health Information Specialists Program, a five-year consumer health information outreach collaboration with public libraries across the state.Methods:Five focus groups were held with participants from all five years of the program. Thirty-four participants from the program attended. Facilitators used structured interview guides consisting of eleven questions regarding the impact of the collaboration on participants'' abilities to connect themselves or others to health information; the usefulness of materials or knowledge gained and its applications; any consumer health outreach projects that arose from the program; and suggestions for future topics, formats, or modifications. Data was hand-coded and analyzed using the framework analysis methodology for qualitative research.Results:Participants reported feeling improved confidence and comfort in providing health information services to their patrons. Numerous instances of knowledge transfer—in their personal lives, with their colleagues, and for their patrons—were described. Participants reported improved abilities to both find and evaluate consumer health information, and many adapted class materials for their own programming or teaching. Suggestions were provided for future class topics as well as a program website.Conclusion:Based on data from the five focus groups, the Health Information Specialists Program has positively impacted participants in a number of ways. Primary among these were self-reported improvement in both health information retrieval skills and the ability to evaluate the reliability of health information online, as well as in the confidence to help patrons with their health information needs.  相似文献

This study aims to explore second-level agenda-setting at the national level. In particular, it examines the relationships among the citation bias of the New York Times, national level public opinion, and Congressional policies from 1956 to 2004 in order to better understand mass media's role in national policymaking. In addition, it also tests one important intervening variable of the relationships among the three attribute agendas (the media agenda, the public agenda, and the policy agenda)—the president's policy liberalism.  相似文献

ABSTRACT

The information and knowledge society has resulted in the exponential growth of information and communication technologies (ICTs), thus creating a gap between those who use ICTs and those who do not; hence the emergence of the term “digital divide” in the 1990s. One of the milestones of South Africa’s National Development Plan, a policy that charts the country’s development up until 2030, is to ensure that high-speed broadband internet is universally available at competitive prices. Notwithstanding the importance of ICTs in public libraries, the provision of such is still taking place on a limited scale in South Africa. This article investigates the use of ICTs in public libraries in South Africa as a tool in bridging the digital divide. It also examines the inequalities in access and use and suggests ways in which ICTs may be used to reduce the digital divide. A qualitative research methodology was adopted. In order for public libraries to function as an important tool in bridging the digital divide, there is a need to standardize the provision of public library services with regard to the digital divide.  相似文献

ABSTRACT

Citizens, including those living in poor and developing countries, need equitable access to information daily to satisfy their diverse and multiple information needs. In this information age and information economy era, easy and instant access to information and knowledge, which are inevitabilities for socio-economic development, cannot be overemphasised. With rolling out of public libraries even in disadvantaged rural communities due to the library conditional grant in South Africa, the study is aimed at investigating factors influencing the Internet access and use in public libraries in Limpopo. The study adopted a qualitative research approach. The twenty four users of three rural, semi-rural and urban public libraries were selected through convenience sampling. A well-placed government official of the Department of Sport, Arts and Culture was purposively selected. All informants were interviewed face to face to collect data. The study found that, although public libraries studied have networked computers for the Internet access and use, there are many challenges. The officials of the relevant department need to study the recommendations of this study to ensure that the people have digital access in public libraries to mitigate the diverse socio-economic challenges they are facing to improve their lives.  相似文献

Public sector organizations at all levels of government increasingly rely on Big Data Algorithmic Systems (BDAS) to support decision-making along the entire policy cycle. But while our knowledge on the use of big data continues to grow for government agencies implementing and delivering public services, empirical research on applications for anticipatory policy design is still in its infancy. Based on the concept of policy analytical capacity (PAC), this case study examines the application of BDAS for early crisis detection within the German Federal Government—that is, the German Federal Foreign Office (FFO) and the Federal Ministry of Defence (FMoD). It uses the nested model of PAC to reflect on systemic, organizational, and individual capacity-building from a neoinstitutional perspective and allow for the consideration of embedded institutional contexts. Results from semi-structured interviews indicate that governments seeking to exploit BDAS in policymaking depend on their institutional environment (e.g., through research and data governance infrastructure). However, specific capacity-building strategies may differ according to the departments' institutional framework, with the FMoD relying heavily on subordinate agencies and the FFO creating network-like structures with external researchers. Government capacity-building at the individual and organizational level is similarly affected by long-established institutional structures, roles, and practices within the organization and beyond, making it important to analyze these three levels simultaneously instead of separately.  相似文献

SUMMARY

While there is agreement amongst professionals that the location of a public library facility affects use, there is little research on the impact of closure. Such an investigation is complex and rarely conducted. For the most part–there are simply news stories lamenting closure or impending closures. A recent national study by the authors of this paper offers a methodology for identifying branches which close, and a proposed research agenda to assess the impact of closures. The study provides a base upon which to build additional research on the effects of public library closures on actual and potential users.  相似文献

Organizations charged with wrongdoing often face social legitimacy crises and subsequently issue apologiae. Whether the charge is rooted in incompetence, as was Exxon's after the Alaskan oil spill, or a policy choice viewed to be irresponsible, as in the case of Domino's Pizza after a series of fatal automobile accidents, corporate apologists seek to purify their damaged images through a negative strategy of dissociation and a positive strategy of corrective action and reaffirmation of public values. This generic analysis suggests that corporate apologia warrants a distinct line of research due to the significant'differences that distinguish itffbm individualist conceptions of apologia.  相似文献
