This study aims to explore second-level agenda-setting at the national level. In particular, it examines the relationships among the citation bias of the New York Times, national level public opinion, and Congressional policies from 1956 to 2004 in order to better understand mass media's role in national policymaking. In addition, it also tests one important intervening variable of the relationships among the three attribute agendas (the media agenda, the public agenda, and the policy agenda)—the president's policy liberalism.  相似文献

This article studies the internet's impact on expert–citizen interactions in the process of public policymaking. It examines a possible solution to a classical democratic dilemma of citizens' right to participate versus citizens' ability to participate. Through a meta-analysis of the past studies on internet's impact on citizen participation in public policy making, the authors find that the internet has successfully reduced resource difference between policy experts and the citizens as promised. However, the technology itself does not provide all the answers. Exogenous factors such as personal characteristics, decision environment, and institutional factors all play a role in enhancing the impact of the internet. Continued education and institutional innovations are necessary to encourage citizen–expert collaboration and reduce resource difference between the citizens and policy experts. Also, more clearly defined and systematic theoretical and empirical studies are needed to help facilitate our understanding of efficient citizen–expert interactions in public policy making by way of the internet technology. 1  相似文献

The advent of the Internet in China has broad implications for citizen participation in public life. To assess the impact of the Internet, we need to ask questions first about the basic structural patterns of participation among Chinese population and then on whether the Internet may provide new opportunities for disengaged people, or expand the scope of participation, or reinforce the existing structural conditions that hamper citizen participation. We address these questions with data from a nationally representative sample survey in China. Through a latent class analysis, we differentiate four types of participation. We conduct a multinomial analysis to show that the Internet recruits some disengaged, but capable participants into public life, but overall, it allots more opportunities for the socioeconomically advantaged segments of the population.  相似文献

[目的/意义]探索热点事件评论网络中话题社群及网民的情感波动,掌握舆情事件发展过程,对于整体把握热点事件的发展方向,做好新时期网络舆论的引导工作具有重大意义。[方法/过程]以复杂网络理论为基础,基于评论词语间的共现关系构建基于事件发展的子事件网络,通过社群发现算法来识别子事件评论网络中的话题社群,将情感词依据情感词典赋予情感分类属性,基于事件的演化过程动态地跟踪网民意见以及情感波动。[结果/结论]研究结果表明,评论网络群落发现以及变异系数方法可以有效地衡量网民话题讨论的规模与集中程度;评论网络中赋予情感词节点情感分类属性方法可以体现事件演化过程中网民的情感变化;舆论衍生话题对事件的舆情发展有持续性影响;网民话题讨论内容对于事件演化具有一定程度上的前瞻性。  相似文献

This paper investigates eParticipation practices and the mechanisms of influence that help promote changes in public policy formulation. We use the perspective of power as a lens for our investigation. We analyze eParticipation processes in the drafting of three public mobility policies in major Brazilian cities. Based on comparative and retrospective cases, we propose a processual framework for understanding eParticipation practices and the mechanisms used over time to influence decision-making. We show how the actors involved, tools chosen, platform design, interactions on the platform, mediation, and mechanisms used by engaged citizens and the government influence public policymaking. Our study contributes to the literature concerning eParticipation with an original processual framework to explain actors' practices and the mechanisms of influence on policymaking in digital participation spaces. Additionally, we broaden the discussion regarding the complementarity between possession and practice views of power. We argue that a better understanding of the eParticipation platform interactions that influence public policy decisions requires attention to formal authority and critical resource control. However, it is also necessary to recognize the interactions and mechanisms implemented in practice. Our findings are helpful for policymakers seeking to create effective participatory processes while considering citizens' opinions.  相似文献

[目的/意义]微博评论情感分类模型可以为相关舆情监管部门正确管控话题事件的发展状况和舆情提供一定的指导作用。[方法/过程]基于字词向量的多尺度卷积神经网络,运用多尺度卷积核改善微博评论中上下文信息有限的条件制约,构建基于字词向量的多尺度卷积神经网络微博评论情感分类模型;通过爬取"微博热搜整改"数据,对模型的可行性和优越性进行验证。[结果/结论]验证结果表明基于字词向量的多尺度卷积神经网络在微博舆情等上下文信息有限的短文本分类任务中表现良好。本文在理论层面为微博舆情情感分类提供了更为准确的情感分类理论模型及分类方法,在实践层面可以更好地指导舆情监管部门对舆情的情感倾向进行更好的引导和监管。  相似文献

The provision of public Internet access and related networked services by public libraries is affected by a number of information policy issues. This article analyzes the policy dimensions of Internet connectivity in public libraries in light of the data and findings from a national survey of public libraries conducted by the authors of this article. After providing a summary of the study methodology and findings, this article examines key policy issues that include the nature of sufficient bandwidth and broadband, the perpetuation of the digital divide of Internet access in libraries, the role of libraries as e-government access points, the complexities of funding Internet access, the impacts and contradictions of filtering, and the chilling effect of homeland security legislation in public libraries. This article concludes with a discussion of how examining these policy issues can lead to a better understanding of public libraries and the Internet access they offer within the context of public policy.  相似文献

本文探究网络舆论对伊朗突发新闻的关注热点,进而透过社交媒体分析网络舆论对国际热点事件的关注倾向。以含有关键词"伊朗少将遇袭"、"伊朗导弹袭击"和"伊朗"的所有微博作为研究数据,基于词频统计和LDA主题模型提取主题,从文本特征角度分析网络舆论对伊朗局势的关注热点。本研究对基于新浪微博数据检索到的文本内容进行分析发现,网络舆论对于微博关键词"伊朗少将遇袭"和"伊朗导弹袭击"的关注集中于事件本身,并持续关注事件发展态势。对于含有关键词"伊朗"的微博文本分析发现,2020年1月3日-16日网络舆论对伊朗的关注主要集中于政治、战争方面,同时,也关注经济、体育方面的信息。  相似文献

Information communication technology (ICT) in government agencies as well as educational and research institutions facilitates an efficient, speedy and transparent dissemination of information to the public and other agencies for performance of government administration activities. The importance of ICT in governance has been recognized the world over. E-governance highlights several elements of good governance such as transparency, accountability, participation, social integration, public financial management reform and development. This study is based on research and personal interviews of selected representatives of the Government of National Capital Territory of Delhi. The findings of this study highlight the role of Internet, particularly the World Wide Web (WWW), which has made it easier for citizens to locate and download official information and to conduct transactions. Information management agencies such as libraries and knowledge centres play a vital role in supporting transparent and accountable governance in this digital era. E-government needs to be integrated into the broader public management framework so as to make a substantial change in the government to citizen (G2C) relationship.  相似文献

基于共现分析的网络议程设置研究从认知心理学的角度出发,分析媒体议程与公众议程网络,更加贴近回答李普曼所说的“我们脑海中的图景”,但该方法只能体现议程网络中关键词间的显性关系。本文提出通过基于上下文语义的word2vec模型,测度网络议程设置中关键词隐性关系的研究方法。以“红黄蓝事件”为例,揭示党媒、都市类媒体、商业媒体、知乎意见领袖以及公众的议程网络及其相似度。研究发现,知乎意见领袖对公众议程的影响程度最大,其议程主要是对事件背后因果关系的梳理以及对策建议的提供。在媒体方面,党媒和都市类媒体报道基本一致,且二者对公众的影响均高于商业媒体。本研究是对现有网络议程设置研究的补充,对议程设置的本土化研究有一定的启示。  相似文献

从社会建构论的角度来看,人的情绪虽然以生物性反应为基础,但主要是社会建构的结果。文化和语言是建构情绪的重要手段。个体情绪借助语言在社会网络间传播,实质是一场以情绪理解为内核的群体情感互动仪式。互联网群体传播帮助人们通过建立弱关系扩大社会网络,促进个体情绪在传播范围上的量变和情绪性质上的质变,形成社会情绪型舆论。网络语言具有表层和深层双重情绪基因,通过模因复制进行群体传播。在此过程中,网络语言具有三重效应:一是凝合效应,促进深层情绪整合,形成社会舆论;二是转移效应,其表层的娱乐性、游戏性特征能推动情绪转化,疏导社会舆论;三是沉淀效应,累积社会情绪氛围,沉淀社会参与基因,建构网络语言所诞生和维护的社会文化。  相似文献

美国“图书馆作为公众科学社区中心”项目旨在通过公共图书馆社区锚点的身份扩大公众科学的实践范围、提升公众科学素养,在全美范围内产生了广泛影响,值得我国学习借鉴。本文利用网络调查法对该项目进行研究,分析其实践举措,为我国公共图书馆推动公众科学的发展提供有益借鉴。具体来说,可通过吸引民众参与公众科学项目、开展公众科学项目科研数据管理与共享服务、提升图书馆馆员公众科学服务能力和构建以公共图书馆为枢纽的全国公众科学协作网络等措施,将公共图书馆打造成为公众科学的社区中心,支持公众科学的普及和可持续发展。  相似文献

In this paper we explore the influence of visualizations and the technologies used to create and distribute them on the process and outcome of public policymaking. We will analyze nine qualitative case studies, three on agenda setting, three on policy design and decision making and three on policy evaluation. We find that the choice of the technologies used to create a visual event increases transparency and impacts policy greatly. Also we find that the type of story which is told affects the way policy is created or changed.  相似文献

微博已经成为网络舆情产生的重要平台,其中具有强信息传播影响力的个体对网络舆情发展走势有着关键性影响。以3种类型微博个体2013年8月的微博数据作为研究对象,对5种传播影响力评价指标进行分析,发现同一评价指标的有效性具有一定适用范围,并受到微博个体类型的影响。建议在构建新的评价指标或模型时,应充分考虑待评价个体的类型的影响,以有助于提高评价结果的精准性。  相似文献

[目的/意义]针对中文网络客户评论,从消费者真实购买体验的网络平台上抓取在线评论信息,构建基于在线评论情感隶属度模糊推理的网络口碑监测评估方法,有助于企业实时监控网络口碑舆情。[方法/过程]以美国消费者满意度模型(ACSI)为基础,从感知质量、感知价值、感知期望和感知情感4个属性方面构建在线评论网络口碑监测评估模型,结合情感隶属度模糊推理算法,从数据准备、情感分析和网络口碑舆情监测评估3个研究阶段,通过模糊推理系统设定计算规则,采用Mamdani方法对网络口碑舆情进行监测评估。[结果/结论]以亚马逊手机品牌在线评论为例进行实例验证,提出的基于情感隶属度模糊推理的网络口碑舆情监测评估方法得到较好的实验检验效果,可以为在线产品的网络口碑舆情监测评估提供信息决策。  相似文献

Non-governmental organizations (NGOs) are deeply embedded within the socio-political landscape of India. NGOs were instituted by the Indian government specifically for the purpose of nation-building at the time of national independence in 1947 (Muttalib, 1987). In recent times however, NGOs have come under much scrutiny because of the expanding neoliberal agenda, and global discourse surrounding NGOs often involves questions of accountability. Communication scholars have studied NGOs in various contexts, but what remains unexplored is the question of how NGOs are portrayed within the media, which in contemporary society constitutes the public sphere or space of public opinion. It is important to look at the media because public legitimacy can have serious consequences for an NGO's ability to garner funds, influence policy, and build trust in beneficiary communities. This study thus asks the research question: How are NGOs framed in the Indian media? A qualitative analysis was employed to identify news frames or ‘interpretive packages’ used to talk about NGOs in two of the most widely-circulated English daily newspapers in India. The analysis identified four frames: the ‘do-good’ frame, protest frame, partner frame, and the public accountability frame. The findings show that, for the most part, NGOs are represented in a positive and even a nationalistic light, in spite of the larger global discourse interrogating NGO practices. The discussion elaborates on institutional, political, and historical reasons why NGOs are portrayed favorably in the newspapers.  相似文献

[目的/意义]网络舆情信息传播是一个系统的、动态的复杂生命周期,研究网络舆情信息传播的动力机制,有助于更好地理解其复杂性和系统性。[方法/过程]对有关网络舆情动力机制的研究文献按照内部动力和外部动力两个维度进行聚类分析,并对系统要素和技术模型展开对比分析,构建网络舆情信息传播动力机制的完整框架。[结果/结论]已有研究围绕参与主体、事件信息、载体平台和外部环境等维度开展系统要素分析,并按照多维度因素影响模型和单维度因素影响模型模拟网络舆情的形成过程。通过分析网络舆情各要素之间的互动博弈过程,总结出网络舆情信息传播的动力机制建模流程。研究建议未来研究要朝着小世界、大数据以及云传播方向发展。  相似文献
