The marketization of education in Singapore has produced features within the regular education system that emphasize school autonomy and competition among schools. While the intention of these initiatives is to foster educational excellence, there is evidence that schools are under increasing pressure to attract students who are assets in terms of contributing to higher rankings in school league tables. At the same time, current government rhetoric claims to emphasize a valuing of difference, the ability to relate to diversity and social cohesion. This paper discusses key features of the marketization of education in Singapore and the associated prospects for inclusive education. It concludes by suggesting several policy changes that are needed before any progress can be made towards a more inclusive education system.  相似文献

Importing quality higher education resources is the core mission of Chinese-foreign joint initiative in higher education as well as the key to improve the level of the cooperation initiatives. The paper reviews the history and current situation of the introduction of quality higher education resources through Sino-foreign cooperation in running schools. It scrutinizes the whole process of importing quality higher education resources and analyzes the main problems in the process about quality evaluation, resources import, joint management and quality assurance mechanism. Teachers’ attitudes and beliefs about students in a particular grouping hierarchy are shaped by their ideological views. Within education systems that have high international profiles, such as Singapore, what has been less explored is how teachers think about and interact with students who are seemingly positioned as being ‘low-ability’ or ‘low achieving’ within disadvantaged education contexts. This paper accordingly examines teachers’ perceptions of ‘Normal Technical’ students in Singapore. The findings underscore the need to understand teachers’ interpretations and thinking about teaching and learning processes that influence classroom practice. This is a necessary starting point for pedagogical innovation and change in schools.  相似文献

ABSTRACT

The skills base of the workforce in Australia is critical in setting the foundations for micro‐ and macro‐economic resurgence and, consequently, in making the nation internationally competitive. The significance of the quality movement is therefore gaining recognition in vocational education. As with industry, quality is seen as critical and quality assurance is being demanded in skilling the workforce. This paper describes vocational training as a process and depicts how quality can be assured in every aspect of the process. It presents a practical approach to quality assurance in vocational education. In addition, it emphasises the need for a continuous management commitment for the successful implementation of quality assurance in vocational education. The paper describes how the concept of quality assurance can be used to improve the standards of vocational training. It also emphasises that now is the time for meeting the needs of stakeholders and for fostering innovation and improvements in vocational education through quality assurance.  相似文献

农民工子女义务教育产品空间外溢性的特点决定了以流入地政府负责必然带来供给不足的缺陷,需要中央加大财政投入力度,也需要流入地和流出地政府之间建立起良好的协作机制共同治理。流入地政府代理人内部存在激励不相容和信息不对称的难题,需要进行制度完善和机制创新,改变流入地政府不作为和逆向选择的现状。同时要积极探讨"政府购买学位"、"特许经营"、"财政补贴"等公共财政投资民办教育的途径,提高民办教育质量,促进农民工子女义务教育质量。  相似文献

The Singaporean education system has recently shifted emphasis from being highly centralised and standardised towards one that aims to promote innovation and autonomy at the school level. Yet, the concomitant move towards a more decentralised and flexible curriculum enacted and controlled at the local level has not been straightforward. Consequently, Hargreaves, Shirley, and Ng have described five paradoxes of educational and social change that characterise Singapore’s continued performance in academic achievement. One of these paradoxes is the paradox of control: How could the Ministry of Education (MOE) release classroom decision making and curriculum development to teachers and schools, while maintaining overall control across the system? They respond that the MOE maintains a fine balance characterised as bottom-up innovation with top-down support that requires further investigation. In this paper, we illustrate the implementation of an active learning curriculum in four primary schools to illustrate this approach of ‘top-down support for bottom-up’ curricular innovation in schools. In Singapore, the ‘Teach Less, Learn More’ movement has ignited school-based development of innovative curricula to bring about active learning, with the intention of developing pupil attributes such as creativity, collaboration, and self-confidence. Our case study explores how practitioners implement a curriculum that is meant to nurture a more emancipatory spirit in students that builds up their confidence and collaboration through active learning. A key premise is that such a curriculum requires practitioners’ autonomy to interpret the goals and desired outcomes and to plan their pupils’ learning experiences.  相似文献

New South Wales has embarked on an ambitious programme of quality assurance. This is designed both to contribute to the development of schools through the provision of recommendations for improvement in student outcomes and to offer a means of holding various levels of the educational system accountable. The paper outlines some of the particular ways in which one state system has tackled these issues. It identifies the key questions which form the focus of the review process and discusses some of the ways in which the review agenda is negotiated with schools and located in relation to evidence on students’ learning outcomes. It then turns to a step‐by‐step discussion of the review methodology, including the steps taken to ensure schools’ ownership of the resultant recommendations. The paper concludes that there are some distinctive features of the educational process which need to be respected by programmes of quality assurance if student learning is to be enhanced.  相似文献

Singapore and Hong Kong are vying to be the principal educational hub for the Asia-Pacific region and have begun to compete with Australia, Britain, Canada and the USA in providing cross-border education. Although these four Anglo-American countries still dominate cross-border education, Singapore and Hong Kong hope to make inroads into this export market and compete on the global stage. To create “world-class” universities, Singapore and Hong Kong have introduced quality assurance mechanisms, diversified funding sources, and restructured their university governance systems. This article compares the accountability measures introduced into Hong Kong and Singapore universities, and the responses of academics and administrators to these measures. The results indicate that both countries introduced greater autonomy as they augmented accountability for their universities, and the term “decentralised centralism” describes the kind of government control exerted in these Asian universities in the twenty-first century.  相似文献

This paper presents the results of an exploratory research project about the perception of aspiring principals regarding the challenges of beginning principals and the support that they need. These aspiring principals are participants on the Leaders in Education Programme (LEP) in Singapore. According to the research findings, the LEP participants perceived that the main challenges they were likely to face if and when appointed as principals would be adapting to a new environment and role; working with staff and other stakeholders; and meeting the expectations of others while trying to live true to one's values. The support they felt they would need as beginning principals was a network of professional peers; guidance from an experienced mentor; and access to the expertise of academics and continuous professional development platforms. Interestingly, while Singapore appears to have a reputation for a focus on examination results and quality assurance measures, the participants hardly mentioned any challenges or need for support in these areas. The paper calls for a greater level of understanding and support for beginning principals in doing an increasingly demanding job in a highly complex environment.  相似文献

In an effort to improve preschool education, the Singapore government has embraced the need for change by identifying needed policies related to preschool education. These changes require teachers to rethink their approach to learning and teaching. A proposed tool suggested in this paper that may help facilitate curriculum change is the use of pedagogical documentation. In countries with a governance structure in which responsibility for the quality of education is shared between government and school boards, the past decades school self-evaluation has been stimulated as a way to encourage continuous quality improvement. However, working on the goals of quality assurance and school improvement at the same time is a challenge in general. To make a valuable contribution to both goals, the self-evaluation effort has to be of sufficient quality itself. In this article, we present a research-based framework for school self-evaluation (SSE) composed of both content and process factors that allows to evaluate the quality of self-evaluation in schools. We then used this model to evaluate the experiences in a comprehensive self-evaluation project that has been designed and used to help Dutch secondary schools promote the quality of student care. Our sample encompassed 79 Dutch secondary schools involved in this project. The findings show that the quality of SSE depends on the quality of the instruments (content) and process factors. However, to make a valuable contribution to school improvement and thereby the quality of education in The Netherlands more attention is needed for a balance between internal and external supervision and the role of school managers in the process of SSE.For future research more insight is needed in the challenges of meeting the content and process conditions of school self-evaluations, the governance and supervision issue at the level of schoolboards, the competence of change management in schools and the effects of SSE on the quality of education.  相似文献
