Abstract

The past few years have seen the Government Printing Office (GPO) move from managing predominantly paper based government publications to collecting, organizing, and disseminating government information electronically. Serious concerns have been raised about perpetual access and authentication of government information in the new digital environment. This article focuses on GPO's plans to preserve both electronic and tangible government information resources and the initiatives being taken by GPO in collaboration with the library community and other stakeholders to address these matters.  相似文献

SUMMARY

The federal government, “the largest single producer, consumer, collector, and disseminator of information in the United States,”1 has begun to disseminate most of that information electronically. Legislation and more economic production and dissemination of government information have produced changes in the Federal Depository Library Program (FDLP) and federal agency dissemination. This chapter examines the dissemination of electronic government information from the Government Printing Office (GPO) through the FDLP and executive branch agencies and discusses the impact that this has on users, libraries, and government information specialists.  相似文献

The new frontier of electronic access was fully explored in the past year. Government agency “gophers” proliferated on the Internet, featuring a wide variety of government information previously only available in print. Likewise, many gophers at academic institutions posted significant new government reports in a timely manner. A good example is the National Performance Review's From Red Tape to Results: Creating a Government that Works Better & Costs Less, which was posted on the Internet well before many depositories received their print copies. The one constant is that GPO (Government Printing Office) continues to issue publications containing valuable information. In addition to the National Performance Review, many other important reports were published by GPO this year, including those of the Defense Base Closure and Realignment Commission, the Independent Counsel for Iran/Contra Matters, the National Commission on AIDS, and the ATF Investigation of the David Koresh/Waco incident. This list does not even mention the Clinton Administration's Health Security Act and the full depository release of the Clarence Thomas Hearings. It has been a full year. The documents included in this Notable Documents issue were received by depository libraries from midyear 1993 to midyear 1994. They were selected for their general interest, lasting value, research significance, or timeliness. Most of the documents are available from the Superintendent or from one of the GPO bookstores around the country (see Monthly Catalog for a listing). Those documents that do not list a stock number or price may be available in limited quantities from the issuing agency.  相似文献

ABSTRACT

Government publications contain a wealth of information. In an effort to increase the usage of these important publications, the staff at Bierce Library, University of Akron, use the following strategies to integrate and advertise government publications into the library activities and the community: (1) cataloging the publications so they appear on the local online catalog as well as the statewide catalog, (2) integrating them into the bibliographic instruction program, (3) listing them in pathfinders as sources on various topics, (4) making them a focus of “hot topics” such as health care reform, (5) presenting and promoting special workshops on specialized government databases such as the National Trade Data Bank and GPO Access (using the flyer approach), (6) visiting your Congressional Representative's Office to increase awareness of the information available in Depository Libraries to his/her constituents, (7) discussing these avenues at state groups, (8) including these methods in conferences, and (9) joining forces with other Documents Librarians in the area to create a depository brochure announcing hours, services, and highlights of each depository collection, and making this information available on a web page. The above strategies are generic enough that libraries can easily implement them into their programs.

The effect of these strategies is measured by an increased use of government publications. This can be monitored with circulation statistics and use of electronic products. The results are inconclusive if only circulation statistics are used.  相似文献

SUMMARY

The quantity of legal and government information accessible through online delivery has increased tremendously. Information technology has revolutionized the way much of this information is disseminated by government and the way that researchers access it. The increase in publication can be attributed to two factors: the government's efforts to create a virtual depository of publications and the capability of Internet technology to provide personalized “feeds” of topic-specific information through Web logs and RSS news aggregators. In this article, finding tools, primary and secondary sources of legal and regulatory government information will be identified and described including search engines and guides.  相似文献

Over the past year, a team of librarians and computer analysts at the University of California (UC), San Diego developed a new interface for accessing the Government Printing Office's WAIS databases, collectively known as GPO Access. GPO Access has been an important development in the delivery of government information. UC San Diego's new World Wide Web interface, called GPO Gate, provides a powerful, user-friendly method of searching and retrieving full-text government information from GPO access. GPO Gate is now the University of California's system-wide gateway for GPO Access. The GPO Gate team instituted two mechanisms to monitor database usage: a user-tracking system and a user survey. The user-tracking system logs the number of uses, searches, and retrievals by domain type and identifies users by the database used. Since its inception in August 1995, use of GPO Gate has increased dramatically. Much of the increase can be attributed to searches and retrievals from the Federal Register. The largest single user group is composed of commercial users. The increased use of GPO Gate has many implications for public service related to government documents, including an expansion of the number of users, the need for reference providers to better understand computer hardware and software, and confusion among users caused by rapid changes in the delivery of government information.  相似文献

Changes in electronic technology and publishing and distribution patterns are affecting how government agencies are making information available. These factors, as well as the Government Printing Office's (GPO) monopoly-like status, its inability to transform its operations as described in GPO/2001: Vision for a New Millennium, its historical inefficiency, and its potential violation of the separation of powers doctrine require new institutional arrangements for the distribution of government information to the public. This author recommends that GPO be abolished and its printing authority be transferred to the General Services Administration (GSA). In addition, the author recommends that the Superintendent of Documents be transferred to the Library of Congress, an Office of Congressional Printing Management be established, and the GPO work force be reduced and then relocated to other agencies. In addition, a statutory policy should be articulated by Congress to disseminate government information to the public and the Office of Management and Budget (OMB) should be directed to implement this policy.  相似文献

SUMMARY

The UCLA Library has had a long-standing commitment to the attributes espoused by the teaching library model outlined in the seminal essay by Stoffle, Guskin and Boisse, “Teaching, Research, and Service: The Academic Library's Role” (1984). Information literacy was identified as a goal in the Library's strategic plan in late 2001. This served as the catalyst for the library's two-year Information Literacy Initiative (ILI). The ILI provided a mechanism for systematic library-wide and campus-wide planning and collaboration to promote information literacy among the campus community. This case study outlines the multi-faceted approach of the ILI program to further information literacy at a large, research-based university, addresses problems and barriers, and offers some solutions for collaborating with campus and library constituents. Program assessment, impact, and future directions are discussed.  相似文献

Abstract

Over the last ten years the Government Printing Office has made a massive shift from print to electronic media as the preferred distribution medium for government documents. Federal agencies over the same period have created large numbers of electronic records that require long-term preservation under the law. This article examines how the National Archives and the Government Printing Office are responding to the technical, financial, legal, and political challenges of providing permanent public access to electronic government information. NARA efforts to collect, appraise, and preserve records following the mandates of the courts in the wake of the PROFS litigation in Armstrong v. Executive Office of the President are discussed. The work of the GPO to develop an electronic archive and develop electronic partnerships with depository libraries and federal agencies is also examined.  相似文献

ABSTRACT

The rise of “digital humanities” and the “spatial turn” in the humanities has generated many new insights in the study of culture, history, literature, and arts. Within this research trend, the library's geospatial service can play an active role by introducing spatial information literacy and technology. In this article, we use the information literacy framework to explore the library's role in supporting digital humanities by introducing a successful collaboration involving a librarian and history and education researchers in hosting a National Endowment for the Humanities (NEH)-funded summer institute for school teachers. Our results suggest that the framework has opened a new way to facilitate collaborations between librarians and multidisciplinary researchers.  相似文献

Abstract

As the Government Printing Office completes its transition to an electronic distribution system for government information, reference services within the Federal Depository Library Program (FDLP) are changing as well. In addition to meeting new user needs and using new resources to do so, many government information librarians find themselves working in new environments within their libraries. Throughout the 1990s, many FDLP institutions reorganized reference services in order to provide government information assistance at the library's main reference service point. This article reports the results of a survey of FDLP institutions identifying the factors contributing to the reorganization of services, the process and success of reorganizing within these libraries, and the pros and cons of these service arrangements.  相似文献

Concepts from Heider's “Attribution of Responsibility” theory were used to investigate the process of message source evaluation. The results of a role‐playing experiment indicate that: (1) When a message source's previous behavior has had favorable consequences for a receiver, the source will be rated more “safe,” “qualified,” and “dynamic” to the extent that responsibility for those consequences are attributed to the source; and (2) when the source's previous behavior has had unfavorable consequences for the receiver, the source will be judged less “safe” but more “qualified” and “dynamic” to the extent that responsibility for those consequences are attributed to the source.  相似文献

Abstract

One of the persistent problems in finding journal literature is that there are so many places to locate such information. UNCG's Jackson Library has simplified the process with Journal Finder, a locally developed software solution that seamlessly integrates electronic journal content, pay-per-view content, local print holdings, unmediated document delivery (fully funded by the Library), and interlibrary loan, for comprehensive, unmediated, “one stop shop” access to journal articles. Also integrated into this solution are remote authentication options, title-level access to journals wherever possible, and the development of cross-linking between vendored database products for both title-level and even article-level access.  相似文献

ABSTRACT

At Central Michigan University, librarians teach multiple sections of an eight-week, one-credit research skills class to hundreds of undergraduate students each semester. While the main focus of the course is to teach students how to find, use, and properly cite library resources, librarians also address critical thinking skills by designing lessons to teach World Wide Web organization and how to analyze the information found via search engines. Showing student's obvious hoax sites about “tree octopi” and “male pregnancy” introduces the concepts of critical thinking and Website analysis. Most students quickly refute the information on such sites. However, students have a more difficult time assessing social, historical, or political revisionist Web sites' validity. Contrasting those claims with evidence accepted by international courts, historians, and scientists is useful in pointing out the flaws of seemingly well documented but one-sided revisionist sites. There are dangers in exposing students to these groups via their Websites. Yet, it is important to do so in order to convey the importance of critical analysis of information. The authors discuss students' pre- and post-test (CMU's online assessment tool, the “research readiness self-assessment” [RRSA]) scores to determine whether critical thinking skills have improved.  相似文献

Profound changes have been taking place throughout the Federal Depository Library Program (FDLP) since passage of The Depository Library Act of 1962 (P.L. 85-579). This Act codified several critical perspectives regarding the role of libraries in a system of federal government information distribution; the responsibilities shared among FDLP's participating libraries (selective libraries and regionals), as well as the proper management and policy role for the Superintendent of Documents (and, by extension, the GPO). The foundation of these perspectives, obviously, depends on the relative limitations and advantages of printing technologies and paper-based distribution systems. Within this scheme, local “ownership” of collections housed in a wide variety of private and public institutions across the nation best meets the information needs of citizens. The enactment of the Government Printing Office Electronic Information Access Enhancement Act of 1993 (P.L. 103-40) shifts the FDLP's historic emphasis on local collection building and maintenance back to the Superintendent of Documents and the GPO. This article outlines several possible implications developing from this transformation.  相似文献

Legislation has been introduced in the 104th Congress that would make sweeping changes to Title 44 of the U.S. Code, the authorizing laws for the U.S. Government Printing Office (GPO). An analysis of this legislation, which was originally provided to Congress in August 1995 during hearings before the Committee on House Oversight, shows that it would have a substantially negative impact on government printing and distribution, in terms of increasing costs and reducing public access to government information. GPO today faces three major challenges: cutting costs, expanding the dissemination of government information in electronic formats, and combatting the decentralization of federal printing and distribution activities, which increases costs and impairs public access to government information through GPO's Federal Depository Library Program. The question is whether a complete overhaul of Title 44 would be more likely to place at risk a system of cost-effective, comprehensive, and equitable public access to government information that currently serves the nation well. This article suggests that the alternative is to continue with the program of downsizing and technological innovation and to seek statutory changes that would be consistent with GPO's strategic direction and that would recognize GPO's role in the emergent information age.  相似文献

The Government Printing Office is currently undertaking a study to “Identify Measures Necessary for a Successful Transition to a More Electronic Federal Depository Library Program.” With an anticipated date of 1998 for the implementation of an “electronic depository library program” this GPO study will become the blueprint for restructuring the FDLP. The ability of GPO to secure agency dissemination of electronic information through the FDLP as well as the willingness of depository libraries to remain in the Program will ultimately determine the long-term viability of the FDLP.  相似文献

This paper provides a historical perspective on the intersection of media, popular culture, and nationalism through a study of the broadcasting policies and programs of one of Mexico's earliest government radio stations. This study analyzes the musical programs that formed the centerpiece of government radio programming in order to evaluate the racial and class ideologies imbedded in the nationalist discourse of state broadcasters. By viewing these government programs through the lens of a broader literature on nationalism in the Third World and among diasporic communities, it is possible to identify a fundamental tension in Mexico's official nationalism between a search for the roots of an “authentic”; ethnic identity, and a need to position Mexican culture within the constellation of Western “civilization.”; Finally, this paper investigates audience reactions to state broadcasts in order to explore the meaning of early broadcast nationalism for Mexico's radio listeners.  相似文献

Abstract

The impacts of technology upon traditional library resources are sometimes unexpected. The library at California's University of the Pacific discovered that usage of print materials was dwindling, even though the addition of a 50-station “Information Commons” had bolstered overall library use. At first it was anticipated that the circulation desk might, within several years, be downsized into a mere information kiosk. Nevertheless, a study of the two service points-the Information Commons and the Circulation Desk-concluded that patrons still seek library services with a personal touch and continue to demand print materials. A “user satisfaction” survey revealed no mandate from users for the abandonment of print materials. As in the past, the services of the circulation desk have adapted to fit its users.  相似文献

The recent initiatives from the Clinton administration and Congress to “reinvent government,” to “develop electronic information services,” to “better manage information technology” (IT), and to “improve access to electronic government information,” certainly is welcome. But policymakers need to go beyond the proposals and develop specific program initiatives and implementation strategies if such goals are to be realized. The realization of these goals will require a range of new educational program initiatives to retrain and retool government officials, especially those engaged in information resources management (IRM).If these initiatives to reinvent government are to occur successfully, the administration and Congress must create a major program initiative—with adequate financial support—to revamp the educational programs that support IRM. Simply put, the changes occurring in both information technology and in managing that technology are outpacing many government officials' ability to respond in a planned and coherent fashion. Moreover, the existing infrastructure to develop Federal IRM education and training is fragmented and poorly supported, lacks clear policy direction, and desperately needs updating and reconceptualization.  相似文献
