This study investigated the impact of using community radio stations to extend information and communication technology (ICT) benefits to poor communities in South Africa. Six community radio stations in six rural South African communities were studied, using face-to-face interviews, community conversations, and observation method. The study found these radio stations have ICT presence, but because of a lack of resources they are only able to allow their stakeholder communities' indirect access to these technologies. It concludes that for these stations to realize their full development potential of extending ICTs to poor rural communities in South Africa, collaborative innovative strategies will have to be instituted.  相似文献

[目的/意义]全国文化信息资源共享工程是我国实施的一项国家重大文化惠民工程。在建设过程中,核心始终是资源建设;而在文化共享工程的主旨之一"改善城乡基层文化服务"的指导下,选择农村网络资源建设的角度以窥农村文化信息资源建设一隅,并在了解当前农村文化信息资源建设现状的基础上发现问题,提出改进措施。[方法/过程]对文化共享工程各省级分中心网站的农村文化信息资源建设情况进行调查分析,对网站中农村信息资源的分类、建设情况及可利用性等问题进行揭示,在分析现存问题的产生原因后提出相应解决对策。[结果/结论]目前资源建设内容无法切实满足用户需求,网站建设存在许多问题。指出未来文化共享工程在信息资源建设,尤其是主要适用于我国农村的共享信息资源建设方面还应提高资源建设关注度,加大开发资源力度,使得文化共享工程真正得以在广大农村地区助力民生经济发展及文化水平提升。  相似文献

从期刊评价影响下的工程技术类期刊发展困境出发,提出工程技术类期刊发展对策。期刊评价体系亟待修正,应增加多元化、公开化、公众化的分类评价机制,注重评价工程技术类期刊在响应国家重大需求、推动行业创新等方面的实质贡献。期刊行政管理部门应协同期刊出版学术组织和学科学会共同做好期刊分层集群统筹管理,帮助期刊找准定位,走特色办刊道路。工程技术类期刊只有在充分理解自身角色与功能的前提下,才能有效整合资源,突出期刊发展重点,打造精品期刊,持续为工程技术领域服务。  相似文献

Investigations of white collar crimes such as corruption are often hindered by the lack of information or physical evidence. Information and communication technologies (ICT), by virtue of their ability to monitor, track, record, analyze, and share vast amounts of information may help countries identify and prosecute criminals, and deter future corruption. While prior studies have demonstrated that ICT is an important tool in reducing corruption at the country level, they provide little explanation as to how ICT influences corruption and when does it work best. We explore these gaps in the literature using the hypothetico-deductive approach to research, by using general deterrence theory to postulate a series of main and moderating effects relating ICT use and corruption, and then testing those effects using secondary data analysis. Our analysis suggests that ICT use influences corruption by increasing the certainty and celerity of punishment related to corruption. Moreover, ICT laws moderate the effect of ICT use on corruption, suggesting that ICT investments may have limited effect on corruption, unless complemented with appropriate ICT laws. Implications of our findings for research and practice are discussed.  相似文献

BACKGROUND: Information and Communication Technologies (ICTs) are important tools for development. Despite its significant growth on a global scale, Internet access is limited in sub-Saharan Africa (SSA). Few studies have explored Internet access, use of electronic resources and ICT training among health information professionals in Africa. OBJECTIVE: The study assessed Internet access, use of electronic resources and ICT training among health information professionals in SSA. METHODS: A 26-item self-administered questionnaire in English and French was used for data collection. The questionnaire was completed by health information professionals from five Listservs and delegates at the 10th biannual Congress of the Association of Health Information and Libraries in Africa (AHILA). RESULTS: A total of 121 respondents participated in the study and, of those, 68% lived in their countries' capital. The majority (85.1%) had Internet access at work and 40.8% used cybercafes as alternative access points. Slightly less than two-thirds (61.2%) first learned to use ICT through self-teaching, whilst 70.2% had not received any formal training in the previous year. Eighty-eight per cent of respondents required further ICT training. CONCLUSIONS AND RECOMMENDATIONS: In SSA, freely available digital information resources are underutilized by health information professionals. ICT training is recommended to optimize use of digital resources. To harness these resources, intergovernmental and non-governmental organizations must play a key role.  相似文献

This article addresses the different institutional and cultural contexts which must be considered when implementing E-Government in sub-Saharan Africa. Although E-Government is a global phenomenon, simply transferring ICT solutions and related organizational concepts from developed to developing countries seems inappropriate. E-Government undoubtedly has the potential to reduce administrative and development problems. However, it is obvious that compared to developed countries, additional effort is necessary when implementing E-Government in developing countries. More than in developed countries, the different initial institutional, cultural, and wider administrative contexts must be considered to avoid unintended effects. It is oversimplifying the issue to merely state that E-Government projects fail in Africa and other developing regions. Although E-Government in African countries lags far behind developed countries, this should be considered more as a state failure or lack of capacity in general. In particular, the different administrative contexts and rationalities must be taken into an account when implementing E-Government projects and strategies. Therefore, especially for African countries, a context-oriented approach seems to be a more promising route to the successful implementation of E-Government. The results of this approach may not seem ambitious from a western perspective, but could contribute to the solution of real-life and development problems in African societies.  相似文献

Book as a medium of expression has experienced change from the days of Gutenberg, but never has it been so influenced by the new technologies which have spared no other sector. The general infrastructural development in Nigeria in relation to Information and Communication Technologies (ICT) is bedeviled by issues ranging from Government’s ineptitude to handling the energy sector and consequent costs of running businesses in Nigeria. Coupled with these, are high government taxes, high cost of equipments and obvious absence of general maintenance culture. Greatly affected are the services of writers, publishers, booksellers and libraries. The problems are not insurmountable, while governments are called upon to play their roles, the paper laid more emphasis on what key players in the industry should know and do in order to keep afloat in the future. The paper examines some of the recent technological developments as it relates to the industry. Of importance is the pace by which bandwidths are getting bigger and cheaper; Smartphones are becoming common place; and Social Media is becoming very popular and accessible by more elites. Again, individuals are becoming more and more equipped with free tools to self-publish. Recommendations are laid out in the paper on what must be done to remain relevant in this season of ICT revolution. The impact is already felt in developed countries. While in Nigeria, key players in the industry must learn to embrace ICT in developing the book industry.  相似文献

The adoption of new information and communication technologies (ICT) has been one of the main strategies used by organizations of the Brazilian Judiciary in the search for solutions to the major challenges they face, such as limited access to justice services, high levels of congestion in courts and delays in the adjudication of lawsuits. However, empirical studies showing the results of this strategy are limited. The present study seeks to fill this gap. The objective is to identify and explain the effects of investment in information and communication technologies on productivity of courts in Brazil. In addition to the direct relationship between technology and judicial performance, we investigate the mediating and moderating effects of technology on other drivers of judicial performance. Official data were collected from the Justice in Numbers database of the National Justice Council. Secondary data refer to all state, federal and labor courts in the country, and cover a seven-year period, from 2009 to 2015. Panel data were analyzed using hierarchical regression and conditional analysis. The results confirm four of the five hypotheses, indicating that ICT investment has a direct and positive effect on court productivity, as well as mediating and moderating the effect of other variables on productivity. However, contrary to expectations, investment in ICT does not moderate the relationship between court caseload and productivity; although weak, the observed relationship was negative. Explanations for the findings are presented in the article.  相似文献

Societies, whose publishing programmes are primarily mission‐driven, play a unique role in funding and disseminating research. But by their nature – often small and with limited resources – they are particularly prone to the turbulence currently affecting scholarly publishing. BMJ Journals is itself a society publisher but also publishes under contract for other societies. During 2008, we carried out research to assess societies' evolving needs from their publishing partnerships. The changing expectations and behaviours of the next generation of researchers are considered to be as much of a threat as declining revenues. Societies are planning to expand professional development activities and to maximise their use of emerging technologies to help maintain and grow membership. Although surplus is a low priority for societies and, accordingly, for their publishing programmes, a high financial return is nonetheless a key criterion when choosing publishing partners – as are reputation, technological innovation, and individual title development.  相似文献

Social media enables public sector organizations to connect with citizens. Next to this, it can help organizations provide more detailed and useful information. But to what extent is social media used by local governments for interaction purposes, and what factors influence this? In this article, we study how Dutch local governments use Twitter for interaction, linking this to political, institutional, and socio-economic determinants. We find that politically fragmented municipalities use Twitter more for interaction, suggesting that political multiplicity forms a stimulus for more online engagement. Moreover, municipalities that have a Twitter account for a longer time make more advanced use of its functions, implying that municipalities with longer experience are better acquainted with a platform's strengths and weaknesses. Finally, municipalities with a higher presence of people in the age group 20–65 as well as municipalities with more higher-educated people use their social media more for interaction. The same counts for municipalities with more ICT workers.  相似文献

Information and Communication Technologies (ICT) are for everyone and women have to be an equal beneficiary to the advantages offered by the technology, and the products and processes which emerge from their use. The benefits accrued from the synergy of knowledge and ICT need not be restricted to the upper strata of the society but have to freely flow to all segments of the female population. The gamut of areas in which ICT can put a greater control in the hands of women is wide and continuously expanding, from managing water distribution at the village-level to standing for local elections and having access to lifelong learning opportunities. ICT in convergence with other forms of communication have the potential to reach those women who hitherto have not been reached by any other media, thereby empowering them to participate in economic and social progress, and make informed decision on issues that affect them. The paper explores the avenues created by ICT enabled networking processes for women in the areas of empowerment and governance, the hindrances faced in engendering of these processes and goes on to suggest ways to ensure that greater benefits accrue to women in a distributed manner.  相似文献

In this article, I developed the theoretical concept of cyber state capacity (CSC). Advancing Gobel's (2013) theoretical model of information and communication technologies (ICTs) and authoritarian consolidation, I introduced the theoretical propositions of CSC, which help explain how governments use information and communication technological systems to maintain stability, development, and stay in power. Well established, durable regimes have implemented ICT infrastructures that rival advanced democracies, yet the wave of liberalization that was expected to occur has not. After lying out the theoretical concepts, I conducted a qualitative case illustration to analyze the state enhancing or weakening ICT environments in Egypt and Saudi Arabia in the years leading up to, and at the time of, the Arab Spring. Developed ICT systems can bolster government power through sophisticated surveillance and propaganda operations, as well as providing economic and entertainment benefits that may contribute to placating individuals' motivations for increased political concessions.  相似文献

Governments around the world have developed e-Government programs expecting to obtain important benefits such as improved efficiency or greater transparency. However, many e-Government projects fail to deliver their promises in terms of specific outcomes. Some of such failures are the result of a lack of understanding about the relationships among technologies, information use, organizational factors, institutional arrangements, and socio-economic contexts involved in the selection, implementation, and use of information and communication technologies (ICT), producing mismatches and unintended consequences. This paper proposes the use of institutional theory and dynamic simulation, particularly system dynamics, as an integrated and comprehensive approach to understand e-Government phenomena. Combining a sound theory and a sophisticated analytical technique will help to improve our understanding about ICT in government settings. The paper draws on the case of the e-Mexico program, particularly on the strategy to create web-based content portals for citizens in the areas of education, health, economy, and government. Using the same technological infrastructure and under the leadership of the same Federal Ministry, four different networks of government and non-government organizations engaged in the creation of internet portals and their content. The results provide evidence to demonstrate important bidirectional relationships between formal processes (institutions), agency networks (organizational forms), and the resulting characteristics of the four thematic portals (enacted technology).  相似文献

Over the last few years, governments and other organizations have been using new technologies to create networked Information Locator Services that help people find information resources. These services not only enhance access to information, but also are designed to support fundamental information policy principles. This article relates experiences in developing and promoting services interoperable with the Global Information Locator Service standard that has now been adopted and promoted in many forums worldwide. The article describes sample implementations and touches on the strategic choices made in public policy, standards, and technology. Millions of Canadians residing in Canada's northern, isolated, rural, and remote communities do not have broadband Internet access. This situation has led to a national “broadband divide.” That is, the deployment of wireline broadband is very limited in Canada's northern, isolated, rural, and remote areas because of the significant expense of installation and maintenance of the wired infrastructure needed to reach dwellings in these locations.Terrestrial broadband wireless technology, on the other hand, does not entail the same kind of physical infrastructure. As a result, there are dramatic changes in how spatial considerations affect the provision of broadband Internet services (BIS) to areas beyond the urban zone. In particular, the spatial question is now focused on assessing the capacity for different technological solutions to reach profitable population bases, and brings to the forefront organizations that are developing non-line-of-sight (NLOS) technologies that would permit wireless Internet access over much greater distances than current solutions.We begin this paper by establishing the importance of broadband connectivity to Canada's northern, isolated, rural, and remote communities. This discussion comments on the role of the Government of Canada in the provision of broadband connectivity to residents of these communities, and outlines the current regulatory issues that govern wireless services and policy formulation.The second part of the paper illustrates the use of geographic information system (GIS) approaches in the study of wireless broadband planning and deployment. Case study findings suggest that GIS applications can make a significant contribution to the analysis of wireless deployment planning, to the understanding of the relationships between wireless signal sources and consumers, and to the spatial configuration of terrestrial wireless broadband networks. We conclude the paper by discussing how the GIS approach employed could be used to inform the public policy process with regard to increasing access to broadband Internet services in all regions of the country, and thereby providing the opportunity for all Canadians, regardless of location, to fully participate in the Information Society.  相似文献
