智慧城市是一个复杂的创新生态系统,面临从竞争优势构建转向可持续发展的各种挑战。已有的动态能力研究尚未深入探讨创新生态系统情境下的独特动态能力及其对城市可持续性的影响机制。研究通过分析来自浙江省的三个智慧城市案例,剖析了案例城市如何发展动态能力、组合使用动态能力以实现智慧城市创新生态系统可持续发展。案例研究识别了三组智慧城市创新生态系统的动态能力,分别是生态系统感知能力、生态系统捕获能力和生态系统重新配置能力。在此基础上,研究提出了动态能力分析框架,生态主通过协同技术创新和制度公平的统一价值主张,协同顶层设计和基层创新的多元参与机制,协同数据开放和数据保护的数字治理机制,实现城市的可持续发展。研究将动态能力的作用边界从组织内部延伸至创新生态系统,将动态能力的后果分析从竞争力构建转向城市创新生态系统的可持续发展,拓展了动态能力和创新生态系统研究,为智慧城市的研究增加了新的维度。  相似文献

There is a growing body of literature calling for work on the emerging role of smart cities as information hubs and knowledge repositories. This article reviews the existing smart city literature and integrates knowledge management perspectives to provide an overview of future research directions. By demonstrating the multi-stakeholder relationships involved in smart city development, it takes a crucial step towards looking into the role of knowledge management in future smart city research. Eighty-two peer-reviewed publications were analyzed covering smart city studies in various research domains. The systematic review identifies five different themes: strategy and vision, frameworks, enablers and inhibitors, citizen participation, and benefits. These themes form the basis for developing a future research agenda focused on knowledge sharing and co-learning among cities via three research directions: socio-technical approaches, knowledge sharing perspectives and organizational learning capabilities. The paper also proposes a series of knowledge-driven policy recommendations to contribute towards the UN Sustainable Development Goals.  相似文献

The expansion of big data and the evolution of Internet of Things (IoT) technologies have played an important role in the feasibility of smart city initiatives. Big data offer the potential for cities to obtain valuable insights from a large amount of data collected through various sources, and the IoT allows the integration of sensors, radio-frequency identification, and Bluetooth in the real-world environment using highly networked services. The combination of the IoT and big data is an unexplored research area that has brought new and interesting challenges for achieving the goal of future smart cities. These new challenges focus primarily on problems related to business and technology that enable cities to actualize the vision, principles, and requirements of the applications of smart cities by realizing the main smart environment characteristics. In this paper, we describe the state-of-the-art communication technologies and smart-based applications used within the context of smart cities. The visions of big data analytics to support smart cities are discussed by focusing on how big data can fundamentally change urban populations at different levels. Moreover, a future business model of big data for smart cities is proposed, and the business and technological research challenges are identified. This study can serve as a benchmark for researchers and industries for the future progress and development of smart cities in the context of big data.  相似文献

经济全球化快速发展使得城市之间的各类联系日益增多,要实现城市的智慧发展,不能仅关注城市内部的创新,也要重视其在整体网络中的表现。在城市网络理论视域下,采用社会网络分析法,将智慧城市在城市网络中的位置与作用定义为其外部智慧性,并以2016年中国193个试点智能城市为样本,利用主要企业总部-分公司布址数据构建智慧城市网络,探究智慧城市的外部智慧性对其内部智慧性绩效评估的影响与作用机理。研究发现,智慧城市在网络中的点入度、点出度、结构洞与互惠性等属性均对其内部智慧性的评估结果有显著的影响作用。新兴智慧城市要提升综合竞争力,应该识别自身的网络定位,增强与其他城市的联系与合作,形成内外联动,实现智慧城市发展的各项目标。  相似文献

A major proportion of the world’s population will be located in cities by 2030. With cities globally facing challenges due to the social exclusion of significant proportions of their populace, new thinking is needed on ways to correlate the competing socio-economic goals of various actors. This study sought to uncover the link between governance in cities as an innovation process and socio-economic regime transition towards a more equitable urban society. To do so, we draw on transition management thinking to consider urban regime transitions evolving in a temporal and incremental manner and in a multi-level context. We sought expansion from a delimited focus on socio-technical regimes in transition management literature to incorporate the notion of urban socio-economic regimes. This involved integrating aspects of reflexive governance and politics in a city context with a basic ontology of complex social systems and their evolutionary dynamics that underlies transition management approaches. Our focus is on learning by doing and experimentation as well as participation of citizens with other key city actors in a radically new process of mutual learning that creates social inclusion. The juxtaposition of national, city and community level interactions and their impact on socio-economic regime transition brings into sharp relief the issue of spatial scale and a lack of consideration in transition approaches generally. The study findings reveal a spatial orientation for creating new urban forms of reflexive governance as an innovation process taking place in transition arenas that can trigger new pathways to socio-economic change.  相似文献

This paper addresses the concept of collaborative governance in the context of smart cities, with a focus on supporting and recommending performing organizational structures for sustainable collaborative networks (SCN). It highlights that governing a smart city is about promoting an effective environment of collaboration in the government and implying adaptive policy-making to construct new, internal and external human collaborations. Considering the smart governance as a collaborative network of government agencies and external stakeholders including citizens and a socio-technical system, we conduct in this paper an ethnographic mixed method by combining a qualitative method that studies actors’ collaboration and engagement in co-governance with a quantitative method that is based on graph theory to provide numerical analyses of organizational structures. While the qualitative method aims to discover organizational “smart factors” that affect the performance of SCN structures or configurations, the quantitative method aims to find “smart indicators” and metrics to evaluate these organizational factors. The result of this mixed method is an analytical recommender framework of the relevant SCN organizational structures in terms of robustness, flexibility and efficiency.  相似文献

Political theorists like Alexis de Tocqueville have long recognized the importance of citizen associations for the practice of democracy. Through participation in associations, citizens both receive an education in public affairs and create centers of political power independent of the state. Essential to participation in an association is participation in a forum, a communication space that allows for many-to-many communication in which citizens can "treat of public affairs in public" (Tocqueville, 1945, p. 109). Participation in forums suffers from numerous barriers, however, such as the need to meet in one common place, the need to meet at one common time, and the potentially high costs of participation. Online forums on the Internet avoid many of these barriers, and thus they hold the promise of facilitating the formation and operation of citizen associations. This was confirmed in 1995 by the experiences of a Boston-based citizen association, the Telecommunication Policy Roundtable-Northeast (TPR-NE). TPR-NE's uses of the Internet suggest that online forums may allow associations to be more responsive, more robust, and able to unite more members.  相似文献

Smart cities are developing at increasing speed. Smart cities rely on the deployment of information and communication technology (ICT) that is digitally transforming our habitats. Digital transformation affects several areas from transportation, energy, government to the environment. But, primarily, it affects citizens. Therefore, the adoption of all areas of the smart city holds great research potential. The purpose of this paper is thus to provide an insight into millennials’ adoption of autonomous vehicles (AV), which are at the forefront of future transport. Millennials are an important focus group for smart city concepts since they are keen to adopt technology and new transport modes. Our research focuses on technology adoption, perception of the benefits, security, safety, mobility-related efficiencies and concerns as the key AV adoption factors. The impact of these factors is empirically tested with structural equation modelling using data from 382 millennials. We confirm the perceived benefits of AV are vital factors for AV adoption whereas the perceived safety of AV significantly reduces the influence of various concerns regarding AV.  相似文献

[目的/意义]对中国和新加坡智慧城市建设进行对比分析,以期推动我国在大数据背景下更加科学合理高效地进行智慧城市建设。[方法/过程]运用实地考察法、文献收集和比较分析研究方法,选取了智慧城市建设的3个方面——智慧政务、智慧交通、智慧医疗,分析中国与新加坡在这3个方面的特点及差异,针对我国适应大数据时代背景下的智慧城市建设提出建议。[结果/结论]通过比较,发现我国智慧城市建设已经取得了一定的阶段性成果,但与新加坡相比,实际的智慧成果还有待提高。在智慧政府方面,我国要力争打破部门间的合作壁垒;在智慧交通方面,我国要提高大数据挖掘与利用技巧;在智慧医疗方面,我国要加快推进数字化平台融合建设。  相似文献

【目的/意义】面对智慧城市日益突出的信息安全问题,构建智慧城市信息安全影响框架模型,探究影响因 素之间的相互关系,为提高智慧城市信息安全风险应对能力,确保智慧城市系统平稳运行提供参考。【方法/过程】 基于扎根理论,从半结构化访谈获得的访谈资料入手,通过开放式编码、主轴式编码、选择性编码和饱和度检验等 几个阶段,利用 NVivo12 软件对智慧城市信息安全影响要素进行关系梳理,构建智慧城市信息安全影响框架模 型。【结果/结论】根据三阶段编码分析,识别出智慧城市信息安全影响因素,阐明用户自身、数据服务、人员管理、 外部环境4大因素对智慧城市信息安全的影响及其相互之间的作用关系,为智慧城市信息安全体系建设提供较为 全面的参考。【创新/局限】本研究仅研究了智慧城市信息安全的影响因素,未对智慧城市信息安全进行数据层面的 实证探索,但也为日后智慧城市信息安全的进一步研究提供了新的思路。  相似文献

In this paper, we focus on understanding the critical role of everyday citizen in planning and policy-related issues in their city enabled by the newly emerging technological platforms such as mobile-based application and internet-based participatory platforms. The interest and capability of citizens to use and benefit from such online platforms that facilitate urban planning has grown in recent times, which makes it important to study the nature of these platforms and civic engagement that is facilitated through them. In this paper we propose a computational approach that applies data mining techniques to analyze the citizen participation recorded in an online digital platform. Differently to previous work, the approach exploits external knowledge extracted from Open Government Data for processing the citizens’ proposals and debates of the platform, enabling to characterize targeted issues and problems, and analyze the levels of discussion, support and controversy raised by the proposals. As a result of our analysis, we derive a number of insights and conclusions of interest and value for both citizens and government stakeholders in decision and policy making tasks. Among others, we show that proposals targeting issues that affect large majorities tend to be supported by citizens and ultimately implemented by the city council, but leave aside other very important issues affecting minority groups. Our study reveals that most controversial, likely relevant, problems do not always receive sufficient attention in e-participation. Moreover, it identifies several types of controversy, related to ideological and socioeconomic factors and political attitudes.  相似文献

聚焦高新区这一特定空间范围,检验智慧城市建设以及建设试点模式异质性如何影响区域内企业发展的问题,为促进数字驱动企业高质量发展提供经验证据。基于2003—2019年中国88个国家高新区面板数据,采用双重差分法和合成控制法研究发现:智慧城市建设试点政策对高新区企业发展的促进作用有待进一步提升;仅在高新区进行智慧城市建设并不一定比在更大空间范围进行试点的效果更好;智慧城市建设促进合肥高新区企业的总收入提升但降低企业的净利润,对长春、青岛高新区企业的总收入和净利润均为负向影响。根据研究发现,提出今后针对重干预轻市场、重硬件建设轻应用、重项目轻规划和重当下轻长远等智慧城市建设中的问题应分别有所侧重地加以改进,包括改善制度环境、贯彻“以人为本”的价值目标以及做好顶层设计等。  相似文献

在智慧城市建设热潮中,提出一个合理的建设能力评估模型,科学地对智慧城市建设能力进行分类和评估。从智慧城市建设能力的四个主要因素出发,构建智慧城市建设能力指标体系,对智慧城市实例进行ward系统聚类,选取决策树的C4.5算法建立建设能力评估模型,并验证模型的科学性。结果发现政策法规完善率、互联网普及率、RD活动经费占GDP比重是智慧城市建设能力差距最显著的影响因素,根据评估结果提出进行特色智慧城市建设的政策建议。  相似文献
