欧洲社会对知识教育高度重视,持续对人才培养进行投资,以推动社会创新进步和可持续发展。作为人才培养基地,研究型大学不仅为欧洲社会输送了大量人才,更在全球知识交流体系中发挥了重要作用。一些博士后研究人员可能继续在大学里从事学术工作,也有很多研究人员离开学术界去公共、私营部门等其他领域寻求发展。尽管学术界以外的劳动力市场就业良好,但博士后研究人员仍期待更具吸引力的职业前景。欧洲研究型大学联盟由此提出,建议大学、研究机构等最高教育层完善政策措施,提高博士后研究人员的职业吸引力,以促进学术创新和知识交流;充分肯定博士后研究人员作为不断增长且日益重要的独特研究群体的重要作用;在招聘、晋升等职业发展中满足博士后研究人员多样性的需求;公共、私营部门可与大学、研究机构展开合作,促进博士后研究人员的技能迁移,并消除职业流动的障碍;采取研究资助计划和就业支持政策,帮助博士后研究人员获取研究能力之外的职业技能,促进博士后研究人员在学术界与公共、私营部门之间的流动性。  相似文献

Building relationships between universities and industry bodies is of prime importance for creating value for universities’ stakeholders. This paper focuses on relationships in relation to undergraduate internship programmes in the Social Sciences. Using the relationship marketing approach, we analyze this type of collaboration of firms with a large public Spanish University. We build and test a structural equations model whose results show that communication is a key building block of relationships, having a positive effect on satisfaction with the relationship, trust and functionality of conflict, and that trust and commitment increase the level of collaboration of firms with universities.  相似文献

As colleges and universities have adopted a corporate model in recent decades, debate over the public versus private good associated with higher education has surged. The deliberations have typically been entrenched in Western notions about academia’s contributions to development and scholars have framed academic capitalism dichotomously; a force for good or evil. Far less is known about the market model of higher education in developing nations. Doctoral students are highly important in university—firm relationships, since they are significant producers of knowledge in collaborative research projects, they are an important channel for knowledge transfer between universities and firms, and are vital in network configurations between firms and universities. An increasing number of doctoral students interact with firms, but we know relatively little about the experiences of these students or how collaboration influences their training, research and subsequent careers. With this in mind, this paper presents a literature review of (1) theoretical assumptions concerning the roles doctoral students are expected to fulfill in university–industry relationships, and (2) empirical research of doctoral students’ interaction experience and outcomes of doctoral student-industry interaction. The aim of the paper is to develop hypotheses for further research on doctoral student—industry interaction.  相似文献

The public/private divide in higher education: A global revision   总被引:2,自引:0,他引:2  
Our common understandings of the public/private distinction in higher education are drawn from neo-classical economics and/or statist political philosophy. However, the development of competition and markets at the national level, and the new potentials for private and public goods created by globalisation in higher education, have exposed weaknesses in the traditional notions of public/private. For example, (1) the statist notion that higher education is always/already a public good blinds us to its role in producing scarce positional private goods, even in free systems; (2) because there is no global state, both statists and neo-liberals model the global higher education environment simply as a trading environment without grasping the potential for global public goods in education – goods that are subject to non-rivalry or non-excludability, and broadly available across populations, on a global scale. Yet higher education in one nation has the potential to create positive and negative externalities in another; and all higher education systems and institutions can benefit from collective systems e.g. that facilitate cross-border recognition and mobility. The paper sets out to revise public/private in higher education. Rather than defining public/private in terms of legal ownership, it focuses on the social character of the goods. It argues that public/private goods are not always zero sum and under certain conditions provide conditions of possibility for each other. It proposes (a) units in national government that focus specifically on cross-border effects; (b) global policy spaces – taking in state agencies, individual universities, NGOs and commercial agents – to consider the augmentation, distribution of and payment for global public goods. This paper has been adapted from a keynote address to the Conference of Higher Education Researchers (CHER), University of Twente, Enschede, 19 September 2004. 资源是建设高水平民办高校的重要基础,民办高校成长的过程就是资源不断积聚的过程。以资源拼凑理论作为分析框架,通过深入分析国内现阶段高水平民办高校的发展策略,可以从中剖析民办高校如何整合集聚资源、摆脱资源短缺困境、最大限度发挥资源效用的过程,从而洞察我国高水平民办高校的生成机理。由于民办高校在资源累积、资源获取等方面相较公办高校均有着“先天不足”,所以,在发展过程中,其所追求的往往不是资源的最优化,而是在拼凑过程中产生的资源使用的有效性,主要集中体现在财力资源拼凑、硬件资源拼凑、人力资源拼凑、学术资源拼凑、政治资源拼凑等方面。  相似文献

From a financial perspective, the criteria for category distinction of higher education institutions should be based on the ownership of institution property and income for recurrent expenditure. The development of modern higher education witnessed the period wherein higher education institutions have both private property and private payment for recurrent expenditure. The development also saw the period wherein all the institution properties were owned by the state and all the recurrent expenditure were paid by the government. Accordingly, universities could be divided into two categories of “public” and “private” institutions until the 1970s. However, things have been changing greatly over the past 20 years. Property ownership and payment for recurrent expenditure have been separated. The public institutions appeal to more and more individuals sharing recurrent expenditure, while private institutions ask for more and more public financial support. The paper reviews Asia–Pacific higher education and university research, focusing principally on the “Confucian” education nations Japan, Korea, China, Hong Kong China, Taiwan, Singapore and Vietnam. Except for Vietnam, these systems exhibit a special developmental dynamism—still playing out everywhere except Japan—and have created a distinctive model of higher education more effective in some respects than systems in North America, the English-speaking world and Europe where the modern university was incubated. The Confucian Model rests on four interdependent elements: (1) strong nation-state shaping of structures, funding and priorities; (2) a tendency to universal tertiary participation, partly financed by growing levels of household funding of tuition, sustained by a private duty, grounded in Confucian values, to invest in education; (3) “one chance” national examinations that mediate social competition and university hierarchy and focus family commitments to education; (4) accelerated public investment in research and “world-class’ universities. The Model has downsides for social equity in participation, and in the potential for state interference in executive autonomy and academic creativity. But together with economic growth amid low tax regimes, the Confucian Model enables these systems to move forward rapidly and simultaneously in relation to each and all of mass tertiary participation, university quality, and research quantity and quality.  相似文献

随着公民社会意识的不断提高,始于新闻传播领域的"公信力"一词,逐渐开始被人们用于对各类社会组织的评价及公共政策的监督之中。"大学公信力"也随之成为高等教育研究中的显性话题,其中民办高校的公信力尤为引人关注。基于此,本文通过对"公信力"研究的简要回顾,重点分析了我国大陆民办高校公信力的来源与构成问题;并通过与台湾私立高校的比较,进一步探讨了大陆民办高校提升公信力的路径取向。进而指出,加强民办高校的教育评鉴、建立完善的教育法律法规、提高民办高校的教育质量是推进民办高校健康发展的重要保障。  相似文献

This three‐year study of research training policy and practice involved government and university executives, and university academics from the Philippines. A total of 53 participants were involved: two officials from the Commission on Higher Education, six directors of research centres, 28 university executives and 17 academic staff. Seven public and 15 private universities across the Philippines were involved. Findings suggest that: (1) there are inadequate facilities and resources dedicated to support staff and student research; (2) there is a lack of specific training to develop staff for research and supervision; (3) the emphasis of supervision is on proofreading and the rewards are unattractive; (4) the range of student support available is less dedicated to research; (5) there is low research quality in both staff and student research; and (6) there is limited research collaboration locally and internationally.  相似文献

没钱如何办好学校,这也许是绝大多数中国高校校长最关心的问题。对A学院的案例研究表明,该校1997年至2003年发展的基本经验可概括为以下三条:(1)以规模效益为核心的学校发展战略;(2)在全校范围内强调经营意识与成本意识;(3)积极与地方政府合作,建立高校与地方之间的良性共生关系。该案例研究还表明,从组织管理理论的角度看,变化的社会环境与高校应变能力之间的不对称性问题,规模发展与质量控制问题,组织发展的阶段性与相应组织管理改革问题,建立适合创新型高校生存与发展的公共治理环境问题等,是当前中国地方普通高校和民办高校共同面临的问题。  相似文献

Formally the new public management model of governance was introduced into British higher education with the passage of the 1988 Education Reform Act, which abolished the existing University Grants Committee (UGC) and instigated the funding councils. This article explores the relationship between the state, the funding councils and the universities with respect to the contemporary development of the English system of higher education. The analysis is based on an exploration of four key policy issues: the quality assurance regime, the research assessment exercises, the widening participation agenda and the introduction of student fees. The goal is to explore how the quasi-state organisations—in particular the Higher Education Funding Council for England (HEFCE)—have mediated the relationship between the state and the universities. The evidence suggests that the coupling of the state to the universities follows one of three tracks: compliance, resistance and seduction. The article explores what factors determine why one relationship (or combination of relationships) prevails, and explains patterns of change over time. The overall conclusion is that institutional interaction is very complex, and it is inaccurate—as is sometimes claimed—to view the funding council as little more than a compliant channel of government policy.  相似文献

A sample of public universities and private colleges are compared in terms of their enrolments, costs, facilities and quality of provision. The purpose is to illuminate an important policy issue for Malaysia and to contribute to the general debate on the role of the private sector in the provision of higher education. This paper examines research, or science, parks as indicators of a possible change in the concept and role of modern universities. The battle for knowledge-intensive industry and enterprise among world economic superpowers and universities' control over educational manpower has led to a closer scrutiny of those institutions by the state and private enterprise.The private and public sectors are urging universities to respond rapidly to a strategic need for skilled human resources and relevant research. Universities will experience increasing pressures to direct energies and resources to collaborative relationships among universities, industry, and government for the public good. Those who do not will risk reduced freedom and control of their own affairs whereas those who do are likely to prosper and play their part in influencing society in this information age and be transformed themselves. Summary A movement among universities noted for research and for rigorous scholarship that would have insured a significantly improved education for prospective teachers was transformed in a short time, about ten years, into another agency of centrally inspired “school refrom,” The Holmes Group’s initial program called for prospective teachers to undergo five years of general education and teacher education, devoting the undergraduate years largely to arts and sciences. It also called for a closer collaboration between teacher educators and arts and science faculty in order to prepare preservice teachers to teach more rigorous pedagogically organized subject matter. Included in the early Holmes agenda was the concept of a professional development school as a public school site for pedagogical application, under the direction of veteran teacher cadres. However, as a consequence of an increasingly liberal academic ideology, informing a persistent criticism of Holmes’s original proposals as elitist and insufficiently activist, the Holmes group came in a short time to underplay its call for a five-year program, to back off from a closer collaboration between teacher educators and arts and sciences faculty, and to transform its concept of an affiliated public school from a site for pre-service pedagogical classroom practice into an exemplary school-to-be. Some hope may remain: the Holmes staff recently distributed the “Conference Proceedings” of the January 1998 annual convention held in Orlando. On page 42 of those proceedings, Arthur Wise, the peripatetic head of NCATE (National Council for Accreditation of Teacher Education—now a Holmes “partner” at the national level) found Holmes neglectful of an appropriate concern for arts and sciences education for prospective teachers. Wise was a “ranconteur” in Orlando; as such he was expected to provide a “reflective response” to the conference. He said, apologetically, I might offer my one sound of criticism ... I just worry when I see that ... we may be paying too much attention to the external aspects of school and maybe not enough to the guts of the matter which is, after all, content and how to teach it.  相似文献
