The relationship between culture and tourism has been widely investigated from different perspectives. A large strand of literature studies the role of cultural heritage to attract tourists, while a rich bulk of studies on cultural participation investigates the impact of tourism flows on the demand for culture. Another aspect worth investigating relates to the link between cultural participation and the performance of tourism destinations (TDs), as a higher cultural participation in an area could boost the performance in the management of tourism resources. However, so far, this issue has been disregarded in the literature, and this paper aims at filling this gap. Specifically, it studies the effect of cultural participation on TDs’ performance using a conditional efficiency approach that ensures robust inference on the role of environmental factors. We employ data on the Italian regions for the period 2004–2010, and we explore the role of cultural participation for tourism by using several indicators. Our findings offer empirical support to the positive role of cultural participation and, thus, suggest that public cultural policies might also boost the efficiency of the tourism sector.  相似文献

Half a century after Michael Polanyi conceptualised ‘the tacit component’ in personal knowing, management studies has reinvented ‘tacit knowledge’—albeit in ways that squander the advantages of Polanyi’s insights and ignore his faith in ‘spiritual reality’. While tacit knowing challenged the absurdities of sheer objectivity, expressed in a ‘perfect language’, it fused rational knowing, based on personal experience, with mystical speculation about an un-experienced ‘external reality’. Faith alone saved Polanyi’s model from solipsism. But Ernst von Glasersfeld’s radical constructivism provides scope to rethink personal tacit knowing with regard to ‘other people’ and the intersubjectively viable construction of ‘experiential reality’. By separating tacit knowing from Polanyi’s metaphysical realism and drawing on Benedict Anderson’s concept of ‘imagined communities’, it is possible to conceptualise ‘imagined institutions’ as the tacit dimension of power that shapes human interaction. Whereas Douglass North claimed institutions could be reduced to rules, imagined institutions are known in ways we cannot tell.  相似文献

In recent years questions concerning the impact of public research funding have become the preeminent site at which struggles over the meanings and value of science are played out. In this paper we explore the ‘politics of impact’ in contemporary UK science and research policy and, in particular, detail the ways in which UK research councils have responded to and reframed recent calls for the quantitative measurement of research impacts. Operating as ‘boundary organisations’ research councils are embroiled in what might be characterised as the ‘politics of demarcation’ in which competing understandings of the cultural values of science are traded, exchanged and contested. In this paper we focus on the way the UK’s ‘Engineering and Physical Sciences Research Council’ (EPSRC) has responded to contemporary policy discourses concerning the impacts of public research expenditure. We argue that, in response to the shifting terms of contemporary science policy, the EPSRC has adopted three distinct strategies. Firstly, in collaboration with other research councils the EPSRC have emphasised the intellectual and metrological challenge presented by attempts to quantify the economic impact of public research expenditure, emphasising instead the cumulative impacts of a broad portfolio of ‘basic science’. Secondly, the EPSRC has sought to widen the discursive meaning of research impacts – specifically to include societal and policy impacts in addition to economic ones. Thirdly, the EPSRC has introduced a new framing into the ‘impact agenda’, preferring to talk about ‘pathways to impact’ rather than research impacts per se. In responding to government priority setting, we argue that the EPSRC has sought to exploit both the technical fragility of auditing techniques and the discursive ambiguity of notions of impact.  相似文献

Governments often see it as their responsibility to support cultural life and at times spend a significant amount of resources in the pursuit of this goal. The present article analyses whether and how municipalities influence each other in this decision to spend resources on the arts (using data on local government cultural spending in 304 Flemish municipalities in 2002). Following ‘central place theory’, the focal point of the analysis is the idea that––especially for cultural expenditures––large municipalities (and, specifically, ‘central places’) may affect their neighbours’ behaviour differently than small municipalities. The empirical analysis supports this idea. Indeed, we show that Flemish municipalities’ cultural spending is generally positively affected by that in neighbouring municipalities. This pattern is, however, significantly more complex for municipalities neighbouring the 13 largest Flemish cities.

The global community, from UNESCO to NGOs, is committed to promoting the status of women in science, engineering and technology, despite long-held prejudices and the lack of role models. Previously, when equality was not firmly established as a key issue on international or national agendas, women’s colleges played a great role in mentoring female scientists. However, now that a concerted effort has been made by governments, the academic community and the private sector to give women equal opportunities, the raison d’être of women’s universities seems to have become lost. This paper argues otherwise, by demonstrating that women’s universities in Japan became beneficiaries of government initiatives since the early 2000s to reverse the low ratio of women in scientific research. The paper underscores the importance of the reputation of women’s universities embedded in their institutional foundations, by explaining how female scientific communities take shape in different national contexts. England, as a primary example of a neoliberal welfare regime, with its strong emphasis on equality and diversity, promoted its gender equality policy under the auspices of the Department of Trade and Industry. By contrast, with a strong emphasis on family values and the male-breadwinner model, the Japanese government carefully treated the goal of supporting female scientists from the perspective of the equal participation of both men and women rather than that of equality. Following this trend, rather contradictorily, women’s universities, with their tradition of fostering a ‘good wife, wise mother’ image, began to be highlighted as potential gender-free institutions that provided role models and mentoring female scientists. By drawing on the cases of England and Japan, this paper demonstrates how the idea of equality can be framed differently, according to wider institutional contexts, and how this idea impacts on gender policies.  相似文献

Changing consumption habits have rearranged the popular music market in the last decade, and a pattern in which live music attendance gets an increasing share of the market has emerged. This work analyzes the demand for the popular music sector considering its double dimension as supplier of live concerts and prerecorded music. We use the 2006/2007 wave of Spain’s Survey on Habits and Cultural Practices, and estimate a bivariate probit model for attendance to live concerts and the purchase of prerecorded music. Results allow us to describe the profile of the average and frequent consumer in both markets, which shows some similarities—gender effects and the role of cultural capital—but also striking differences—time restrictions and relation to economic activity, and the use of technology. Finally, we find evidence of demand complementarities, with a direct causal link from prerecorded music to live attendance that helps explain recent institutional changes.  相似文献

The estimation of the economic effects of cultural events is a topic that has stirred numerous debates in cultural economics. Although economic impact studies and contingent valuation have been the most frequently used methods, both suffer from numerous problems. In this article, we use ex-post econometric verification as a new and promising method in cultural economics in the estimation of the economic effects of cultural events and apply it to the estimation of the effects of the 2012 European Capital of Culture Maribor on tourism and employment. This enables us to compare results from economic impact and ex-post econometric verification studies to find significant differences in particular in terms of new employment. We determine the net effects on new tourism and find that they were mainly present in Maribor, the holder of the project, and not in the other five partner cities. We conclude by reflecting on the state of the art of the studies of economic effects of cultural events in cultural economics and their relevance for the study of cultural tourism.  相似文献

The purpose of this article is to analyze the effect of the cultural interest manifested by tourists when planning a vacation on their sensitivity to price. The proposed hypothesis states that tourist price sensitivity is moderated, at the moment of choosing a destination, by cultural interest. For this purpose, we measure and identify tourists’ price sensitivities—individual by individual—from real choices, i.e., tourist price sensitivity is estimated for each individual by observing the destination she actually selects. The empirical application is carried out on a sample of 2,127 individuals, and the operative formalization used to estimate individual price sensitivities follows a Random-Coefficient Logit Model; and to detect the way these sensitivities relate to the search for culture, an ANOVA procedure is employed. The results show an incremental effect of cultural interest on tourist price insensitivity; i.e., people looking for culture find their price sensitivity moderated by this interest in such a way that the negative effect of price diminishes. Also, we further explore these culture-interested tourists by a segmentation analysis, identifying five segments with different price sensitivities—one of them even showing certain high-price proneness.  相似文献

In this paper on the creative industries and cultural entrepreneurship I take my point of departure in Richard Caves’ Creative Industries [Caves, R. (2000). Creative industries: Contacts between art and commerce. Cambridge, MA: Harvard University Press.]. While Caves draws heavily on economic analysis and contemporary sociology in his excellent analysis of these two topics, he does not use the sociological classics at all. The main purpose of the paper is an attempt to remedy this, by drawing attention to the possible contribution that the works of Max Weber, Emile Durkheim, and Georg Simmel can make to our understanding of the creative industries and cultural entrepreneurship. Since this paper was prepared as a keynote address for the 2006 conference of the Association for Cultural Economics International in Vienna, I also discuss Schumpeter’s ideas on art and entrepreneurship, ideas which grew out of Viennese culture.

This paper examines the economic accomplishments of individual members in a Performing Rights Organization (PRO), sometimes referred to as a Performing Rights Society. Today, there is the growing importance of intellectual property and copyright protection for authors and creators of literary, dramatic, musical, artistic and other intellectual works. The digital age has placed added pressure on songwriters, lyricists and composers in their ability to derive economic benefits from their intellectual creativity in the form of a copyright. Copyright laws protect and enable the creation of music by allowing authors and composers to license the control and use of their creations, and receive compensation in the form of royalty payments for their work. The PROs license, collect and distribute royalty payments for non-dramatic public performances of copyrighted musical works created and owned by its members or affiliates. In this paper, skewness and heavy tail of returns in the form of member royalty payments are estimated using the skew-normal and skew-t distributions in a parametric approach. We found strong evidence of the so-called ‘superstar effect’ in which the average royalty payment made by a PRO is still dominated by extreme outcomes, and relatively few members earned a substantial share of royalty payments from blockbuster hits that have endured over time. There is little evidence of smaller niche members dominating or replacing the ‘superstars.’ Economists and others will benefit from this empirical study which emphasizes a new understanding of the music industry from a PRO, member royalty payment and performance copyright perspective.  相似文献

This paper analyses the market transformation in heritage tourism destinations when excessive tourism demand determines the emergence of a class of excursionists among visitors. Building on the approach of Keane (1997) and Shapiro (1983), some important dimensions of sustainable tourism development are highlighted. The lesser capacity of excursionists to learn the true quality of the tourist goods provides an opportunity for producers to cut back on quality. To serve high quality goods and keep up the reputation of the destination, producers need to gain a mark-up on price that might not be sustained in a competitive market. Hence the decline in ``high-paying' demand segments, increasingly substituted by visitors with lesser quality expectations, has significant consequences on the use and preservation of the heritage. The proposed formulation allows the identification of appropriate policy instruments to reverse this process.  相似文献

What I consider in this paper are various forms of government, various technologies and discursive regimes of government that are in common use today. What interests me are the categories and tools, practical dispositifs and languages that developed over the last decades ‘to constitute, define, organize, and instrumentalize the strategies that individuals, acting freely, may use to deal with one another’ (Foucault). The paper considers first the neo-liberal wish to reassert the individual as alone in responsibility for his/her own life after the unfortunate digression into Welfare Statism and Keynesian economics, source of all ills. It then focuses on some material and social technologies that encourage people to accept full and complete ‘self-sovereignty’. This section leads to a discussion on the new demands (and resistance) society imposed on this liberal normative ideal. It notably considers the growing demands to ‘participate’ in decision processes and to be environmentally friendly. In section “Les Mots et Les Choses: A New Discursive Regime”, it considers the discursive regime that progressively took shape and which currently permeates international governance bodies of all stripes—from the World Bank to the Conference of Parties for Climate Change. In the final section, it comes back to the initial question and considers what these changes actually mean for the democratic order as constituted over the past 250 years.  相似文献

This paper investigates market segments for theatre demand using a latent class model. The model is applied using data from a stated preference survey implemented in a regional theatre in England. Results allow three classes of theatregoers to be identified. The largest and ‘main class’ comprises mainly affluent people who show a strong preference for main theatre venues, consider reviews of the productions, whether the author is known, and like all types of shows. The second is a ‘popular class’, exhibiting the smallest willingness to pay and manifesting a strong preference for comedies, paying little attention to venues and disliking more sophisticated shows. The third is an ‘intellectual class’ of theatre goers, who exhibit the maximum willingness to pay, and show a strong interest for drama and adaptation of productions, and more independent aesthetic judgement. The study shows the usefulness of latent class models in identifying market segments, a procedure that is relevant to policy makers and theatre managers in setting prices, identifying different kinds of consumers to increase people’s engagement with theatre, and undertaking social analysis of performing arts.  相似文献

Alvin Weinberg’s classic and much debated two articles in Minerva, “Criteria for Scientific Choice” (1963) and “Criteria for Scientific Choice II – The Two Cultures” (1964), represent two of the first and most important attempts to create a meta-discourse about priority setting in science policy, and many of the points advanced remain relevant. The goal of this paper is to elaborate on the relevance of some of Weinberg’s original arguments to priority setting today. We have singled out four issues for attention: The tension between scientific and institutional choice, the assumptions behind the triad of scientific, technological and social merit, the elusive ‘externality from size’ argument for funding promoted by Weinberg, and finally the problems involved in the idea of basic science as an ‘overhead cost’ for applied science, and applied science as an ‘overhead’ on a sectoral mission. These four issues will be elaborated from a policy perspective and connected to present day challenges for science and technology policy.  相似文献

We investigate the relationship between Italian municipalities’ spending on culture in the 1990s and 2000s and a number of political variables—such as a left/right dummy, an election-year dummy and a term-limit indicator—controlling, among other things, for economic and socio-demographic characteristics of the population, the level of human capital and instruction, proxies of social capital, the extent of private financing of cultural provisions and touristic and artistic relevance. We use a panel-data regression analysis and find that, indeed, some determinants of public expenditures on culture are political. In particular, we identify an electoral cycle in which the incumbent spends less on culture in an election year. This result is robust for variations in the empirical model accounting for both the persistence and spatial interdependence of cultural expenditures by municipalities.  相似文献

The paper focuses on funding issues facing arts and cultural resources worldwide. Inter alia, current public policy consensus encourages cultural resources to raise money from voluntary contributions at the gates in order to address some of the shortfall in public funding. The paper considers the British Museum, London, as a case study. The objectives of the paper are twofold. First, to elicit individual preferences for future managerial initiatives that could have an impact on visitors’ willingness to financially support cultural resources by making a voluntary contribution during their visit. Second, the study combines observed and unobserved heterogeneity in order to explain a greater source of variation on individuals’ decision-making process. Overall, the results provide directions for government policy into widening and deepening participation for the arts and culture. In addition, the results also provide support towards a reconsideration of curatorial procedures towards a motivational segmentation of demand for the arts and culture.  相似文献

STS research has devoted relatively little attention to the promotion and reception of science and technology by non-scientific actors and institutions. One consequence is that the relationship of science and technology to political power has tended to remain undertheorized. This article aims to fill that gap by introducing the concept of “sociotechnical imaginaries.” Through a comparative examination of the development and regulation of nuclear power in the US and South Korea, the article demonstrates the analytic potential of the imaginaries concept. Although nuclear power and nationhood have long been imagined together in both countries, the nature of those imaginations has remained strikingly different. In the US, the state’s central move was to present itself as a responsible regulator of a potentially runaway technology that demands effective “containment.” In South Korea, the dominant imaginary was of “atoms for development” which the state not only imported but incorporated into its scientific, technological and political practices. In turn, these disparate imaginaries have underwritten very different responses to a variety of nuclear shocks and challenges, such as Three Mile Island (TMI), Chernobyl, and the spread of the anti-nuclear movement.

Her research centers on the interactions of law, science, and politics in democratic societies. She is particularly concerned with the construction of public reason in various cultural contexts, and with the role of science and technology in globalization. Her most recent book is Designs on Nature: Science and Democracy in Europe and the United States. Sang-Hyun Kim   is Postdoctoral Research Fellow at Harvard University’s John F. Kennedy School of Government. He received Ph.D.’s in chemistry from Oxford and in history and sociology of science from Edinburgh. His research interests include the cultural politics of science and technology in twentieth-century Korea, the politics of expertise, the governance of science and technology, and the history and politics of environmental sciences.  相似文献

Translator’s note*: I am pleased to offer this translation of a lecture by Helmut Krauch, both because he is an old friend, whom I have known for more than forty years, and because it fills a gap in the history of science policy research. As this lecture makes clear, the Studiengruppe, led by Krauch, was the first in Europe to measure the share of nuclear and military research in total R&D expenditure and to make systematic technology assessments to guide government policy. Moreover, its Project ORAKEL opened the way to wider public debate on major policy issues in science and technology. Krauch’s book on Computer Democracy remains an outstanding contribution to the reform of Western democracy. I commend this essay warmly to all concerned with the history of science and technology policy. This is an edited translation of a lecture delivered at the Institute for Technology Assessment and Systems Analysis at the Research Centre for Technical Change and the Environment in Karlsruhe, 10 April 2000. Funding agencies in Canada are attempting to break down the organizational boundaries between disciplines to promote interdisciplinary research and foster the integration of the social sciences into the health research field. This paper explores the extent to which biomedical and clinician scientists’ perceptions of social science research operate as a cultural boundary to the inclusion of social scientists into this field. Results indicated that cultural boundaries may impede social scientists’ entry into the health research field through three modalities: (1) biomedical and clinician scientists’ unfavourable and ambivalent posture towards social science research; (2) their opposition to a resource increase for the social sciences; and (3) clinician scientists procedural assessment criteria for social science. The paper also discusses the merits and limitations of Tom Gieryn’s concept of boundary-work for studying social dynamics within the field of science.

In recent years the economic performance of public non-profit sectors such as cultural services has become an interesting economic issue. This is due to the high dependence of cultural institutions on public funding on the one hand and the increasing cost-pressure on public budgets on the other hand. In order to achieve an efficient, cost-minimizing resource allocation public authorities who decide on the distribution of public budgets need reliable performance indicators. Against this background, this paper analyzes the efficiency of German public theaters for the seasons 1991/1992–2005/2006. Using a stochastic frontier analysis approach, we test whether the assumption of cost-minimizing behavior is reliable in this sector. Moreover, several panel data models that differ in their ability to account for unobserved heterogeneity are applied to evaluate the impact of unobserved heterogeneity on the efficiency estimates. The results indicate that the cost-minimizing assumption cannot be maintained. Consequently, an efficiency analysis based on a cost function approach seems inappropriate in the case of German public theaters. Further, we find a considerable unobserved heterogeneity across the theaters, which causes a significant variation in the models’ efficiency estimates. This implies that failing to account for unobserved heterogeneity leads to biased efficiency values. Overall, our results suggest that there is still space for improvement in the employment of resources in the sector.  相似文献
