The research work on understanding whether citizens will readily accept to engage with governments in e-participation initiatives through social media remains limited. Therefore, this study investigates the factors that are influencing citizens' intention to engage in government-led e-Participation initiatives through Facebook. To that end, the study proposes and validates a citizen-centric acceptance model. The proposed model extends the model primarily established on the theory of planned behavior, by incorporating additional factors that emerged from relevant literature. The research data were collected from a survey of 400 Facebook users in Jordan using a probability sample technique. The results revealed that the factors with the most significant influence on citizens' intention to engage in government-led e-participation initiatives through Facebook are: the citizens' attitude, participation efficacy, and perceived behavior control. Subjective norms and perceived value, however, have no direct effect on citizens' intention to engage in government-led e-participation initiatives through Facebook. Furthermore, the results showed that the citizens' attitude is primarily determined by participation efficacy, perceived usefulness and compatibility of Facebook, and perceived value. In contrast, the factors perceived ease of use of Facebook, citizens' trust in government, and citizens' trust in Facebook, have no significant impact on citizens' attitude. These factors have rarely been empirically tested in the context of e-participation. Consequently, this study paves the way towards a better understanding of the important factors that influence citizens' intention to participate, which, in turn, will inform the design and implementation of e-participation initiatives.  相似文献

During the past two decades, governments have started to use information and communication technologies (ICT) to offer a new forum for citizen involvement known as e-participation. The rapid development of e-participation has been attracting attention from many researchers. While a growing body of research has explored various factors impacting e-participation, few studies have examined the influence of government structures on the e-participation opportunities that jurisdictions offer users. To fill the research gap and begin investigating this relationship, we use data from 97 New Jersey municipalities to analyze the impact on e-participation of three local government structures: mayor-council, council-manager, and township. The results show that municipalities with the mayor-council form of government are more likely to have higher levels of e-participation offerings. We argue that the role of an elected executive in this structure facilitates the will to provide greater opportunities for citizens to participate online.  相似文献

Various authors have highlighted the potential contribution of the internet to enhance the interactivity, transparency, and openness of public sector entities and to promote new forms of accountability. The search for new styles of governance which promote higher levels of transparency and the engagement of citizens is viewed as a way of improving citizens' trust in governments. As the social media are becoming ubiquitous, both academics and practitioners need some initial and reliable background data about the deployment of this kind of technology at all levels. The aim of this work is to provide an overall view about the use of Web 2.0 and social media tools in EU local governments in order to determine whether local governments are using these technologies to increase transparency and e-participation, opening a real corporate dialog. In addition, the paper tries to identify which factors promote the level of development of these tools at local level. Our results show that most local governments are using Web 2.0 and social media tools to enhance transparency but, in general, the concept of corporate dialog and the use of Web 2.0 to promote e-participation are still in their infancy at the local level.  相似文献

The continuous use of eGovernment services is a de facto for its prosperity and success. A generalised sense of citizens' self-efficacy, expectations, and satisfaction offer opportunities for governments to further retain needed engagements. This study examines the factors influencing citizens' continuance use of eGovernment services. Through the integration of Social Cognitive Theory, Expectation Confirmation Theory, DeLone and McLean IS success model, and E-S-QUAL, a survey of 471 citizens in the UK, engaging in online public services, found that prior experience, social influence, information quality, and service quality, personal outcome expectation, and satisfaction, are significant predictors of citizens' intention to use eGovernment, when they are regulated, through citizens' self-efficacy. The present study extends the roles of pre-adoption and post-adoption by offering a self-regulating process. Therefore, it demonstrates how critical it is for the government's leaders to understand the patterns of the long-term process for electronic systems continually.  相似文献

E-participation enables citizens to have an impact on policy-making through electronic means. Two of the most popular channels are social media and dedicated e-participation platforms. However, the ideas, comments, discussions of citizens on these two channels generate a lot of data to be processed by political representatives or public agents afterwards. Despite the existence of various techniques for social media analytics, literature is scarce regarding the analysis techniques to mine e-participation platforms as well as the possible combination of insights between the two channels.In order to address these gaps, we design a policy analytics framework to leverage insights from e-participation platforms and social media through relevant data analytics to support policy-making. In order to do so, we rely on the Design Science Research methodology. Through the analysis of four different cities in Belgium (Liège, Mons, Marche-en-Famenne, Leuven), we identify policy-makers' requirements and needs of information from platforms and social media. Then, we explore data analysis techniques to address those requirements. Finally, we design an actionable framework, present it as an interactive dashboard and iteratively test it on the case of Liège. This policy analytics framework supports each step of the traditional policy-making process with appropriate data analytics applied to the two sources.  相似文献

Despite the hopes that information and communication technology (ICT) would revolutionize democratic participation, evidence suggests that e-participation systems designed for consultation and dialogue between citizens and governments often fail to achieve the expected objectives and levels of take-up. E-participation research has identified a number of success and failure factors but lacks analytical frameworks explaining why and how failures occur. Such frameworks are available in information systems (IS) literature but lack an account of the particularities of e-participation. Combining insights from both domains, this paper proposes to conceptualize e-participation systems as innovation processes characterized by uncertainty and change, and to focus on studying systems' interactions with their context and stakeholders to understand why certain outcomes occur. Applying this approach to the case study of the Estonian e-participation portal Osale.ee, the paper concludes that e-participation systems face three-fold challenges: those typical to IS projects, those emerging from the public sector context, and specific challenges that emanate from the complex context of democratic participation. This complexity makes e-participation systems prone to fail and requires them to be managed as a process of learning and adaptation rather than a static technological product.  相似文献

Since 2003, the United Nations has introduced the E-Participation Index (EPI), the first index to evaluate e-participation initiatives worldwide. This index has been subject to criticism for not representing the society side of e-participation initiatives. The EPI assesses e-participation initiatives on the government side only and neglects the society side, which includes all kinds of civil e-participation initiatives. In this work, the society side is included by incrementally extending the EPI with the Human Development Index and the Democracy Index. To identify the weights of the index, the best–worst method (BWM) is used while surveying 23 experts. The results show that political rights and civil liberties are viewed as the most important criteria with which to evaluate e-participation initiatives. Using this ranking, the Balanced EPI (BEPI) is created, giving weight to both the government and society sides. The new index concerns the willingness and empowerment levels of citizens so that the public can influence policy and political decision-making. Dedicated e-participation measures should be developed in further research.  相似文献

The E-Participation Index of the United Nations E-Government Survey (EPI) has become an important data source on e-participation progress around the globe. However, its validity is often questioned by scholars, pointing out that the EPI measures technological aspects only and overlook the socio-political context. As a refinement, researchers usually utilize composite liberal democracy indices which, in turn, create new problems with the interpretation of the index, conceptualization, operationalization and measurement of e-participation success. This paper proposes an alternative refinement, based on the approach to the deliberativeness evaluation proposed by the Varieties of Democracy (V-Dem) project. This brings the refined EPI closer to the original understanding of e-participation and leads to a more accurate measurement of government e-participation policies, as a twofold capacity to build technological infrastructure of e-participation and sustain a dialogue with citizens in policymaking. The new index reveals important distinctions between and within democratic and non-democratic countries, bridging the quantitative assessments with the existing case-studies.  相似文献

Web2.0时代,虚拟学术社区作为知识交流和共享的重要平台,在科研合作中发挥着越来越重要的作用。探究虚拟学术社区中用户社区认同感的影响因素,有助于挖掘用户持续使用社区的深层次动机,推进虚拟学术社区的建设。文章采用扎根理论研究方法,对使用过虚拟学术社区的相关用户基于半结构化访谈提纲进行深度访谈,运用质性分析软件NVivo12对访谈资料进行开放式、主轴、选择性三级编码,识别出虚拟学术社区用户社区认同感的影响因素。研究结果表明,影响虚拟学术社区用户社区认同感的核心因素有3个:社区平台因素、个体认知因素和人际因素。社区平台因素包括社区运营、社区功能、社区品牌效应、社区活跃度和社区氛围等,个体认知因素包括感知质量、感知易用性、感知成本、感知信息安全、主观规范、自我效能感和期望确认等,人际因素包括交互关系、信任关系和互惠关系等。在因素识别的基础上,为虚拟学术社区运营提出建议。  相似文献

With increased digitalization, governments and public institutes became potentially better able to practice fuller and wider ranges of democratic governance through e.g., e-participation. E-participation, as any means of engagement with the common good, is, however, a difficult area of human motivation as it can be seen to exist outside the common hurdles of the everyday life and where the effects of participation are often invisible or take a long time to materialize. Recent trends of digitalization, such as gamification; a popular approach for stimulating motivation, have been proposed as remedies to foster e-participation. A plethora of applications and research has emerged related to gamified e-participation. However, there is currently a dearth in our knowledge of how gamification is being applied, researched or what its possible positive and negative outcomes can be. This study employed a systematic literature review approach in order to summarize research and findings on gamified e-participation. 66 papers were reviewed, the majority of which indicated that gamified e-participation is linked to increased engagement, motivation, civic learning and enjoyment amongst other outcomes. Nonetheless, question remains as to ethical and inclusive gamification, for which, this research provides directions for future research.  相似文献

With contemporary development of digital technology and smart cities initiatives, citizen co-production has created a new government-citizen interface. However, it remains inconclusive whether such citizen-government collaboration has achieved the fundamental goal of improving service quality for citizens. In this research, we tested the relationship between e-participation as a form of co-production and service performance, using multiple large longitudinal datasets from a smart city mobile platform. The results of the analysis show that citizen e-participation, in providing service feedback, is positively associated with the clearance rate of urban service requests in subdistrict service units, after controlling for various factors. We also found that the effect size of e-participation on service performance varies between different types of city services. E-participation has a stronger relative influence on complex problems that may involve multiple agencies, than with simple routine services.  相似文献

Several emerging economies have embarked on a path of digitization to provide lean governance through platform-based applications. Platforms and ecosystems can play vital roles in the proliferation of technologies, which can facilitate a digital transformation of society aimed at equitable and efficient service delivery to citizens. Despite being innovative, citizen-centric, and citizen-inclusive, such platforms has been observed to be rare in emerging economies. Our study assesses the factors that lead to the intention to continue to use these platforms, with the objective of establishing a revised approach to better governance through these platform-based services. A conceptual framework is proposed, based on an integration of various models, and tested using primary data from citizens subscribing to platform-based government services. The results indicate that a continuous availability of such services has better predictive power for the continual-use intention. A unique contribution of the study worth highlighting is the significance of the factor, “sovereign structural assurance,” a pre-requisite for strengthening the degree of control. Based on this study's findings, it is recommended that platforms should invest in controls for structural assurance. These interventions can serve as contrivances that create a sustainable model for such services. A successful convergence of the factors would accelerate the government services by transforming the public service landscape.  相似文献

While it has often been suggested that information and communication technologies (ICTs) provide an important means of increasing citizen participation (which is at the core of democratic government), few commentators have expected non-democracies to create online environments in which citizens can take an active part in political processes. In recent years, however, some non-democracies have begun to outperform countries with long-standing democratic traditions in terms of e-participation development. According to the 2010 United Nations (UN) e-government survey, Bahrain outranks France, Kazakhstan beats Sweden and Malaysia ranks higher than Germany. This article sets out to understand the recent rise of e-participation initiatives in non-democracies. Drawing on comparative longitudinal data from the UN e-government surveys, we tested the assertion that international drivers of change are competing with the dominant focus on domestic factors, especially in the non-democratic world, and are influencing the patterns of reform. The empirical analysis demonstrated important differences between the drivers of change in democratic and non-democratic countries and found economic globalization to be the strongest predictor of e-participation initiatives in non-democratic countries. In conclusion, we argue that economic globalization alters the context of e-participation and necessitates a re-examination of many of its premises and tenets.  相似文献

For a number of years scholars have theorized about a change of paradigm in the collaborative practices between governments and citizens as a result of the newly emerged many-to-many forms of connectivity. A vibrant agenda on open government has flourished since, with critical advances on the conceptual front, but much less empirical testing of its propositions. This article makes use of a recognized typology of co-production initiatives in order to implement a Cox hazards survival analysis of 465 open government platforms from a global sample in 87 countries. Its main findings suggest that government-initiated collaborations have the lowest risk of termination and that citizen-to-government initiatives the highest. They also show that while internationally-exerted pressure for openness favors the genesis of open government platforms, it does not affect their survival chances.  相似文献

As the negative environmental impacts of cities continue to grow, citizens must be involved in climate change mitigation initiatives. A range of policy instruments can be used by municipal policy makers to encourage citizens to engage in environmentally responsible behaviours. Information and communications technology (ICT) is an important lever for changing individuals' behaviours and thus is increasingly found among the policy approaches adopted by cities. This research focuses on cities' use of ICT-enabled persuasion. Combining the unimodel of persuasion with the persuasive system design framework, the research develops and tests a theoretical model explaining how dimensions of the user context (green identity, goal intention) and technology context (integration support) influence the persuasiveness of city-sponsored applications with respect to environmentally responsible behaviours performed in the home and community. A survey of 203 individuals in North America shows that goal intention and integration support provided by the applications significantly influence perceived persuasion effectiveness for environmentally responsible behaviours at home. For environmentally responsible behaviours in the community, all three independent variables have a positive influence on the perceived persuasion effectiveness. The research extends the digital government literature by investigating an emerging policy intervention and providing a novel theoretical explanation of how elements within an ICT-enabled persuasion event come together to affect individuals' behaviours. Furthermore, the research provides municipal policy makers with new insights into how to design an ICT-enabled policy instrument for encouraging greater environmental citizenship.  相似文献

The recent global pandemic has highlighted the importance of efficient communication between the government and its citizens through online platforms. While approximately 90% of governments around the world have opened up their websites to provide government information and public services, many have been criticized for their quality issues. The unsatisfactory upkeep of government websites may be due to the lack of adequate guidelines and evaluation tools for public managers, which would enable them to achieve the superior goals of e-government initiatives. We posit that evaluating government websites should be done with a formative and theory-based approach instead of summative or conclusion-based ones, as a government website is a long-term mechanism to achieve the objectives of e-government programs. Accordingly, this study empirically tests the Democratic E-governance Website Evaluation Model (DEWEM) that was conceptually created by Lee-Geiller and Lee (2019). Through a series of measurement development procedures, the results present a more concise, refined and validated model consisting of 25 items under 5 factors, whose associations to the outcome of democratic e-governance were statistically significant. The validated DEWEM also shows significant correlations with citizens' satisfaction and intention to use the website. This study advances the body of evaluation research for government websites and provides public managers with credible and useful guidelines for improving their websites.  相似文献

提高用户对网上社区的忠诚度将有助于电子商务网站吸引和保持客户。忠诚的用户不仅自身积极参与网站的交易,而且其言论将对其他用户产生正面且重要的影响。模型假设用户信任及虚拟社区感对忠诚度具有显著作用。虚拟社区感包括三个维度:成员感、影响力、需求满足。对收集的195份有效样本数据采用PLS Graph进行分析,结果发现用户信任显著影响虚拟社区感的三个维度与忠诚度,表明用户信任对于网上社区运作所发挥的基础性作用。此外,在虚拟社区感的三个维度中,仅有需求满足显著影响用户忠诚度。  相似文献

The aim of this paper is to further explore the drivers behind the decision of citizens to engage in social and political participation on the internet, since mixed empirical evidence has been found in the literature. Using data from the 2011 survey on the use of information and communications technologies by households and individuals in Spain, the following two types of e-participation are analyzed: reading/giving opinions about social/political issues and signing/taking part in online petitions/public consultations. Relying on an updated version of the resources approach, we investigate as to what extent e-participation is explained not only by traditional participation-related resources (i.e., socio-economic characteristics) but also by digital skills, social networks and the online development of public administrations. Results show that, while online participation is mainly associated with internet-related skills, there is a significant gender gap. Interestingly, the unemployed tend to engage socially and politically online more than the rest of the population.  相似文献

This paper empirically investigates the association of quality information provided by a government agency on social media and citizen’s online political participation. It further answers the why and how questions regarding the existence of this relationship by examining the mediating influence of transparency, trust, and responsiveness. The data was collected from 388 followers of the social media platforms of a government agency i.e. Punjab Food Authority and the findings of the analysis were obtained using structural equation modeling technique. The results reveal that the agency’s provision of quality information on social media was significantly related to perceived transparency, trust in agency, perceived responsiveness, and citizens’ online political participation. Moreover, the results show that perceived transparency mediates the relationship between agency’s provision of quality information on social media and citizens’ trust in agency. Additionally, trust in agency was an insignificant predictor and perceived responsiveness was a negative predictor of citizens online political participation, Also, trust in agency and perceived responsiveness suppressed the relationship between agency’s provision of quality information on social media and citizens’ online political participation. This study aims to bring awareness and contribution to the body of knowledge about the governmental use of social media and its resulting benefits since in developing countries like Pakistan the research in this area is sparse. Further, it provides strategic and practical suggestions to agencies regarding advantages of utilizing social media in their communication with citizens.  相似文献
