The sustainability of public health practices requires collaboration between the government and its citizens. On the government's side, social media can provide a conduit for communicating health risk information in an effective and timely fashion, while also engaging citizens in informed decision-making. On the citizen's side, information communication technology (ICT)-based practices cannot function unless citizens recognize and act on their responsibility to actively engage with government social media platforms. Despite an increasing interest in understanding the adoption of ICT practices and e-government services for health risk communication, there remains a crucial need for a comprehensive framework to explain which factors determine citizen use of digital government resources. The purpose of this study is to investigate how to increase government accountability for motivating citizens to engage in ICT-based health risk communication, thereby attaining sustainable public health practices through collaborative governance.By integrating trust and health risk information into the e-government adoption model (GAM), this research examines factors that influence citizens' likelihood of using government social media resources. Survey data from 700 Korean citizens were analyzed using structural equation modeling. The results indicated that individuals with higher social media competency are more likely to (a) seek risk information through social media and (b) perceive the government's social media sites as easy to use. Consistent with the GAM, intentions to use the government's social media sites for information and interactions appear to increase as citizens perceive more value in using them regarding information quality, ease of use, functional benefit, and security. Furthermore, perceived trust in the government's social media resources appears to function as a mediator of this process. Initial trust in the government is an important determinant of perceptions of its digital resources. Citizens who trust the government tend to evaluate new initiatives positively and are more likely to accept and make use of them.The results of this study can inform policy design and implementation by elucidating the mechanisms that determine citizens' adoption and usage of digital government services. Theoretically, this work expands the GAM to include health risk communication and adds empirical evidence to the small yet growing body of knowledge of e-government initiatives. These findings also highlight the importance of public trust in the government, as this encourages citizens to seek health risk information and assistance from the government. Overall, the data and model generated in this investigation represent an important step toward the successful and sustainable modernization of public services.  相似文献

This paper contributes to e-government research by presenting a review and discussion on how digitalization of public services has affected the interaction between citizens and government. We argue for a conceptualization and critical reflection on the nature of the underlying interaction between citizens and public officials - the public encounter - that digital public services are developed to support. We apply a qualitative and hermeneutic approach and illustrate that digital public services change public encounters concerning when, where, and how interactions occur, what each actor does, and the skills required of them. By relating these changes to emerging digital technologies (e.g. data mining, machine learning, sensor technology, and service automation), we illustrate that while these new technologies carry the potential to further digitalize service provision and fulfill the democratic goals of digital government, authorities can apply the same technology to restrict, control, and surveil citizens. Based on a critical discussion on what digitalization might entail for society, we identify problem areas arising from this development and propose a research agenda for understanding this phenomenon further. We raise questions and ethical concerns regarding accountability and reskilling of citizens and public officials as public service provision becomes citizen self-service.  相似文献

Retaining users of mobile government services (MGS) is critical to the success of mobile government. Drawing on Bagozzi's self-regulation framework, the current research investigates the predictors of MGS continuance by considering both perceived quality and perceived value. Unlike most e-government research that has utilized linear models, this study employed a two-stage structural equation modeling–artificial neural network approach that can identify non-linear and non-compensatory interactions. The current research first applied a structural equation model to examine the significant factors influencing MGS continuance, and then utilized a neural network model recheck the structural equation modeling findings and rank the importance of these factors. Data were obtained from 335 “one-stop-shop service platform” app users in China through an online survey platform. The research findings reveal that user satisfaction is the utmost influential determinant of their continuous-use intention regarding MGS, followed by user trust; moreover, perceived quality and perceived value strongly influence satisfaction and trust. However, perceived risk does not affect intention to continue use. We also discuss theoretical and practical implications for government agencies and service providers, for improving user continuance rates for MGS.  相似文献

While citizens previously took a back seat to government, citizen coproduction of disaster risk communications through social media networks is emerging. We draw on information-processing, citizen coproduction, and networked governance theories to examine the governance and impact of networked interactions in the following question: When government's capacity in information-processing and communication is overwhelmed by unfolding disasters, how do government and citizens coproduce disaster risk communications? During the Hurricane Sandy, we collected 132,922 #sandy tweets to analyze the structure and networked interactions using social network analysis. We then conducted case study of the government's social media policy governance networks. Networked citizen interactions – their agility in voluntarily retweeting the government's #sandy tweets and tweeting their own messages – magnified the agility and reach of the government's #sandy disaster communications. Our case study indicates the criticality of social media policy governance networks in empowering the lead agencies and citizens to coproduce disaster communication public services.  相似文献

The prevalence of disability across the globe is substantial and is predicted to increase as the population ages. As of 2022, almost one in six citizens in Australia has a disability, with most relying on e-government services to support aspects of their daily living. To cope with the growing service demands, the government is using e-government services as a “default” means to deliver government policy outcomes that create public value for citizens living with disability. It is therefore critical that e-government succeed, as failure to provide adequate services to citizens living with disability can lead to measurable economic and social consequences. This study aims to identify the factors that influence e-government success from the perspective of citizens living with disability, using a public value approach. A growing aspect of e-government is healthcare-related. Although preventative e-health services provided by governments like proximity tracing applications (PTAs) can bring important benefits, their adoption is lagging behind expectations. Researchers and policymakers need a better understanding of the factors that influence their adoption. The paper draws from the Unified Theory of Acceptance and Use of Technology (UTAUT) model and extends it by including privacy concerns as an explanatory factor regarding the intention to use PTAs. The study empirically evaluates the impact of privacy concerns together with two of its antecedents – trust in government and trust in technology – on the intention to use a PTA. Data from 762 adult respondents from Slovenia and Germany were collected and analysed using partial least squares structural equation modelling (PLS-SEM). The main findings are: (1) even in the unique context of a PTA the universal predictors of UTAUT have a significant impact; (2) privacy concerns have a direct impact on intention to use; and (3) trust in government and trust in technology both have a significant impact on privacy concerns. The theoretical implications are important for technology adoption research on e-health services provided by the government generally and PTAs in particular.  相似文献

Open government data (OGD) initiatives are an emergent platform research topic. There is little understanding how these platforms are governed for the innovation of services using open data, where the cultivation of an installed base of heterogeneous service innovators can lead to increased usage of OGD. In this paper, we draw on established literature from digital platforms research to investigate how service innovation is cultivated in open government data contexts. We employ a comparative case study of open government data platforms in three leading Latin American cities and draw upon the concept of boundary resources taken from platform theory. Our research generates two key contributions. First, we propose a theoretical model, which explains how an OGD platform owner is able to govern the demand and the supply side of its platform to facilitate the cultivation of a platform ecosystem. Second, we develop contributions to practice in terms of a set of recommendations for governments in emerging countries concerning how to establish and manage a vibrant OGD platform ecosystem.  相似文献

This study examines channel choice and public service delivery in Canada, comparing e-government to traditional service delivery channels such as the phone or visiting a government office. Factors studied include the digital divide, the nature of the citizen interaction with government, public service values, and satisfaction with services received by citizens. These factors are used to determine whether they impacted choice of channel and satisfaction with that channel. This study, through logistic regression of a public opinion survey of Canadian residents, found indications suggesting a digital divide in accessing e-government; found that government websites were most commonly used for information purposes, while the phone was most commonly used to solve problems. In regards to citizens' satisfaction, the apparent digital divide was bridged when females and older Canadians were more satisfied with their contact with a government website. In addition, a positive experience with service delivery and positive public service values lead to greater website satisfaction. The results of this study imply that the phone is a more effective service channel for solving problems, and the website is more effective for getting information. Therefore, governments need to provide multiple contact channels for citizens, depending upon their task at hand, while ensuring consistency of information and service response across channels. Creating a positive experience for citizens when they received a service translates into a more satisfied experience with e-government.  相似文献

The efficient delivery of government services to the poor, or Bottom of the Pyramid (BOP), faces many challenges. While a core problem is the lack of scalability, that could be solved by the rapid proliferation of platforms and associated ecosystems. Existing research involving platforms focus on modularity, openness, ecosystem leadership and governance, as well as on their impact on innovation, scale and agility. However, existing studies fail to explore the role of platform in scalable e-government services delivery on an empirical level. Based on an in-depth case study of the world's largest biometric identity platform, used by millions of the poor in India, we develop a set of propositions connecting the attributes of a digital platform ecosystem to different indicators for the scalability of government service delivery. We found that modular architecture, combined with limited functionality in core modules, and open standards combined with controlled access and ecosystem governance enabled by keystone behaviour, have a positive impact on scalability. The research provides insights to policy-makers and government officials alike, particularly those in nations struggling to provide basic services to poor and marginalised. This is also one of the few studies to apply platform theory empirically to the e-government domain.  相似文献

Accessibility of much country-level information and many web services, originating from governments are a global standard. The governments of emerging economies in the eastern countries especially need to adopt, without undue delay, the advanced technologies for providing better web services to their citizens. However, consideration and evaluation of the effectiveness and efficiency of governments' web services is currently lacking in previous literature. Thus, this study first adopts a computational approach suggested in the literature to measure the effectiveness of Taiwan's established, city- and county-level (25 cities and counties, and 1411 governmental units) governments' websites. Then, by considering the IT-related input and output resources as suggested by the experts of e-government during several in-depth interviews, data envelopment analysis (DEA) evaluates the efficiency of Taiwan's governmental web services. This study reveals that the well-developed web services provided by Taiwan's government are apparent in two geographically dispersed cities (north and south) and one county in the northern region of Taiwan. In addition, six cities and counties appear to be ineffective and inefficient in providing web services to Taiwan's citizens due to their geographical remoteness from the capital and small regional populations. An additional finding confirms the significant effect of population size on Taiwanese services for e-government in each city and county. Finally, this study suggests applying more attention to website designs for different levels or regions of governments and building alternative communication channels for citizens with different backgrounds. Consequently, providing citizens' most-requested services becomes easier, and the resources' distribution becomes effective and efficient for those in different geographical locations. This study's findings represent a reference for providing better electronic publically accessible services, and a benchmark for scholars conducting further research in this area.  相似文献

Providing government information, services, products and transactions electronically has the potential benefit of accessibility for a wider audience, political and administrative transparency, and improved service delivery. By using e-government websites, citizens can conveniently access government information and services and gain greater opportunities to participate in democratic processes. A total of 1576 online services are provided by these portals responding to information needs of the citizens. Ranking of the state and union territory portals has been done based on the number of online services they provide. The recent global pandemic has highlighted the importance of efficient communication between the government and its citizens through online platforms. While approximately 90% of governments around the world have opened up their websites to provide government information and public services, many have been criticized for their quality issues. The unsatisfactory upkeep of government websites may be due to the lack of adequate guidelines and evaluation tools for public managers, which would enable them to achieve the superior goals of e-government initiatives. We posit that evaluating government websites should be done with a formative and theory-based approach instead of summative or conclusion-based ones, as a government website is a long-term mechanism to achieve the objectives of e-government programs. Accordingly, this study empirically tests the Democratic E-governance Website Evaluation Model (DEWEM) that was conceptually created by Lee-Geiller and Lee (2019). Through a series of measurement development procedures, the results present a more concise, refined and validated model consisting of 25 items under 5 factors, whose associations to the outcome of democratic e-governance were statistically significant. The validated DEWEM also shows significant correlations with citizens' satisfaction and intention to use the website. This study advances the body of evaluation research for government websites and provides public managers with credible and useful guidelines for improving their websites.  相似文献

Local governments around the world are increasingly implementing e-participation platforms to involve citizens in consultation and decision-making processes. E-participation platforms usually succeed and produce positive effects in the community when adopted in the long-term scenario. The adoption of those platforms is still a challenge for local governments. The understanding of the factors that influence the continuous intention to use e-participation over time is critical for the design of diffusion and promotion strategies that motivate the citizens to keep using e-participation. This article explores the drivers that predict the post-adoption of e-participation platforms from the perspective of the sense of virtual community theory, that is the degree of affective attachment to a given community mediated by information technology. Specifically, our research model evaluates the association between the sense of virtual community with use behaviour and the continuous intention to use e-participation. Structural equation modelling was used to evaluate the data collected from 370 citizens who experienced an e-participation platform hosted by a European capital city. We found out that the direct association between the sense of virtual community and use was significant. Even though the direct association between the sense of virtual community and the continuous intention was non-significant, the indirect association sense of virtual community to use to continuous intention was statistically significant. This finding may indicate that the use behaviour is triggered by the influence of other members of the community for a short period of time, but it does not persist to influence the continuous intention over time.  相似文献

[目的/意义]政府电子信息服务在互联网时代下成为替代传统政府服务的新兴电子服务方式受到国际推崇。研究政府电子信息服务的公众持续使用意愿对加强政府电子服务建设和改进尤为重要。[方法/过程]借鉴TAM、ECM-ISC、D&M模型,以公众体验为导向,构建政府电子信息服务质量与公众持续使用意愿关系模型,以政府网站为研究对象进行问卷调查,利用结构方程进行数据分析。[结果/结论]结果表明,信息质量显著影响公众满意度,满意度是公众持续使用政府电子信息服务的最显著影响因子;信息质量、信息互动体验质量及感知信任均对持续使用意愿产生正向影响。  相似文献

Prior e-Government research has paid much attention to e-Government service adoption from the supplier side - the government - while mostly overlooking the user side of e-Government, such as citizens and businesses. While there have been some initial efforts to study citizens in their adoption behavior, few have examined what influences the willingness of businesses in adopting e-Government services. This research attempts to fill this research gap by addressing the following research question: Why are some businesses more willing to adopt e-Government applications to perform transactions with the government than others? The authors argue that the willingness of a business to adopt e-Government depends on the perceived quality of government services through traditional brick and mortar service channels (offline service channels), and the level of trust businesses place in the internet technology itself. Competing hypotheses are developed with regard to the role of perceived quality of offline services on the business user's willingness to adopt e-Government services. Using data obtained from a local district government in Seoul, Korea, the analysis revealed that the willingness to adopt e-Government increased when business users perceived high quality service provision in offline service channels. However, trust in the internet technology itself did not have any significant impact on their willingness. The theoretical and practical implications of the study finding are discussed.  相似文献
