Abstract

Internet access and use of georeferenced public health information for GIS application will be an important and exciting development for the nation's Department of Health and Human Services and other health agencies in this new millennium. Technological progress towards public health geospatial data integration, analysis, and visualization of space-time events using the Web portends eventual robust use of GIS by public health and other sectors of the economy. Increasing Web resources from distributed spatial data portals and global geospatial libraries, and a growing suite of Web integration tools, will provide new opportunities to advance disease surveillance, control and prevention, and insure public access and community empowerment in public health decision making. Emerging supercomputing, data mining, and compression and transmission technologies will play increasingly critical roles in national emergency, catastrophic planning and response, and risk management. Web-enabled public health GIS will be guided by Federal Geographic Data Committee spatial metadata, OpenGIS Web interoperability, and GML/XML geospatial Web content standards. Public health will become a responsive and integral part of rhe National Spatial Data Infrastructure.  相似文献

Abstract

Geospatial information access continues to be central to the mission of geography and map libraries. Providing or facilitating access has been, and continues to be, a dynamic process in light of both technological change and policy challenges. While technological changes in providing access have gathered much attention in the literature, substantive discussions regarding policies and practices preventing or assisting information access have been lacking. Even more troubling is the fact that archiving digital geospatial information receives even less attention. This first paper reviews developments and trends with regard to digital geospatial libraries, as this concept has become the primary metaphor by which access is measured. The second paper will focus on international trends related to the effect of policy and practice in terms of promoting the sharing and use of geospatial information needed to bridge gaps in access. These comparative policy and practice perspectives are also needed in order to point to the true promise held by new technologies for sharing, exemplified by digital libraries designed for geospatial information.  相似文献

The 1998 Public Library Outlet Internet Connectivity study (Bertot & McClure, 1998) sponsored by the American Library Association (ALA) and the National Commission on Libraries and Information Science (NCLIS) collected public library outlet Internet connectivity data by outlet metropolitan status, poverty, and region strata. Based on a national survey, the results show that there are disparities in public library outlet Internet connectivity, public access provision, and speed of public access Internet services. Such disparities have implications for future connectivity policy development such as the e-rate, state library-based connectivity programs, and library-initiated connectivity initiatives that this article identifies and explores. Community Access Points (CAPS), in addition to public libraries, may be necessary to reach national goals related to universal service and equality of access to the Internet.  相似文献

The purpose of this paper is to suggest realistic guidelines that balance public access to government information and the need to protect sensitive data. Emphasis is on lessons learned from a 1979 case where the government attempted to prohibit the Progressive Magazine from publishing an article about making a hydrogen bomb and government reactions to the September 11th attacks. Executive Orders 12958 and 13292 and the new U.S. Geological Survey policy towards sensitive data can become the foundation for reasonable guidelines. The author concludes that the U.S. tradition of democracy and open government remains strong and will survive the attempts to limit information access since September 11, 2001.  相似文献

ABSTRACT

The Department of Energy (DOE) Carbon Sequestration Regional Partnerships are generating the data for a “carbon atlas” of key geospatial data (carbon sources, potential sinks, etc.) required for rapid implementation of carbon sequestration on a broad scale. The NATional CARBon Sequestration Database and Geographic Information System (NatCarb) provides Web-based, nation-wide data access. Distributed computing solutions link partnerships and other publicly accessible repositories of geological, geophysical, natural resource, infrastructure, and environmental data. Data are maintained and enhanced locally, but assembled and accessed through a single geoportal. NatCarb, as a first attempt at a national carbon cyberinfrastructure (NCCI), assembles the data required to address technical and policy challenges of carbon capture and storage. We present a path forward to design and implement a comprehensive and successful NCCI.  相似文献

The aim of this paper is to explore whether in today's changing landscape libraries institutional repositories are used, in order to develop collections of locally produced geospatial data. Furthermore, this study will explore the use of policies in developing geospatial collections in order to reveal whether this tool is necessary for librarians who deal with geospatial collections. Finally, it will also detect the role of cooperation in respect to the development of geospatial collections.This research is addressed to librarians working on geospatial collections so as to ascertain their perceptions since they are considered to be the professionals leading changes. The results demonstrate that Map/GIS libraries, along with analog geospatial collections, tend to develop collections from the data their academic community produces. Librarians seem to be convinced that the formulation of policies, the open access to the data, and the establishment of cooperation among stakeholders will be the critical points to accomplish this goal.  相似文献

The authors review how access to historical aerial photograph collections has evolved in response to technological developments and addresses areas for further advancement, with a particular emphasis on developing, preserving, and sustaining online collections. The authors focus specifically on the areas of metadata, the Semantic Web and linked data, and sustainability through collaboration. The article includes brief case studies, highlighting various projects involving the aerial photography collections at the University of Minnesota. The conclusion asserts the critical role played by geographic information librarians in effectively carrying out the strategies described in the article as they relate to the long-term sustainability of digital geospatial collections.  相似文献

The Joint Information Systems Committee (JISC) is currently developing a new electronic information environment that will revolutionize how users at academic institutions discover and access scholarly material. Geospatial data stewardship fosters user-driven collection, management, access, reuse, and preservation of location-based data. Academic and research libraries are poised to be at the center of geospatial data stewardship, working with partners to develop a sustainable, geospatial data stewardship hub. This article argues for the essential role of libraries in leading collaborative partnerships to develop a user-driven, spatial data infrastructure that includes people, policies, standards, community perspectives, and operational workflows. The Terra Populus project (TerraPop) addresses a variety of data management, curation, and preservation challenges with respect to spatiotemporal population and environmental data. In this article, we describe our approaches to these challenges, with a particular focus on geospatial data workflows and associated provenance metadata. The goal of TerraPop is to enable research, learning, and policy analysis by providing integrated spatiotemporal data describing people and their environment. To do so, TerraPop is assembling a globe-spanning and temporally extensive collection of high-quality population and environmental data, ensuring good documentation, and developing a Web-based data access system that enables users to assemble customized integrated data sets drawing on a variety of data sources and formats. We describe TerraPop's collection strategies, detail the geospatial workflows involved in preparing data for ingest into the project database and those used to transform data across formats for dissemination, and discuss the system used to capture and manage provenance metadata throughout the project. A key aspect of the project is the development of global current and historical administrative unit boundaries that can be linked to census data. These boundaries serve as the linchpin of TerraPop's data integration strategy, and constitute an important data set in their own right.  相似文献

ABSTRACT

For many decades, the Department of Energy (DOE) has been an international leader in basic scientific and engineering research that utilizes geospatial science to advance the state of knowledge in disciplines impacting national security, energy sustainability, environmental stewardship, and associated basic research. However, the realized benefits from cross-cutting geospatial science contributions have fallen short of what they could have been with greater collaboration across the DOE complex, stronger emphasis on core geographic information science (GIScience) research and development to support advanced applications, increased strategic institutional support (e.g., for management of legacy data), and additional education and outreach concerning how geospatial science can benefit DOE programs and operations. We propose a vision for DOE's geospatial science based on expanded collaboration to address major national problems, additional advanced GIScience research and development, and a long-term strategy to better manage DOE's geospatial science resources (personnel, facilities, shared data, etc.).  相似文献

As a growing number of disciplines adopt geospatial technologies in their research, the need for access to geospatial data, in a variety of formats, has grown dramatically. For librarians to meet this demand, we also need to provide preservation, curation, metadata, and discovery services. GeoHydra, our open source toolkit and set of practices, provides these services for Stanford's libraries. We incorporate a variety of geospatial content types from raster imagery to scientific vector data to georeferenced scanned maps, and provide a data model for repositories. We demonstrate the potential of a new architecture and practice for librarianship for geospatial data using the Hydra framework. The digitization and georeferencing of historic map collections, streamlining the acquisition and cataloging of vendor-supplied data, shared cataloging of geographic resources, and citation of geospatial research data are all examples of use cases that GeoHydra serves. Our metadata creation and management strategies implement the ISO (International Standards Organization) suite of geographic standards, and a specialized metadata schema for discovery. We developed XSLT transformations, auto-generation of core elements, unique URIs for place names, and cross-institutional data sharing. With these metadata we built a novel geoportal, EarthWorks, to provide end-user discovery for geospatial data layers using GeoBlacklight technology.  相似文献

The literature on public, educational, and government (PEG) access channels has focused on production rather than audience analysis, which hinders our understanding whether such channels remain relevant forums for public expression and a source of community information in an increasingly digitized and converging media landscape. To address this gap, this study draws on random sampled survey data in Austin, Texas to analyze the audience of PEG access channels. Findings suggest that public access television remains relevant for underprivileged populations, especially racial minorities and less educated people. Online media do not reduce the importance of cablecasting public access content to local residents. Compared to non-viewers, viewers of public access channels have significantly higher social capital. This research has practical implications because many PEG channels across America have been cut back or shut down due to budget cuts.  相似文献

Somewhere in the vicinity of 80 percent of all governmental information has some “geographic” element, and the vast majority is called “geospatial” because of the nature of describing spatial phenomena of the earth. Geospatial information has been increasing steadily in popularity and use since the advent of geographic information systems in the 1960s. From the early 1990s until the present, research libraries have seen an increase in the availability of geospatial information, and they have also seen a substantial change in the services provided to support the needs of clients seeking that information. However, recent events have altered the “access landscape.” September 11, 2001, and subsequent events, caused many policy shifts to take place as to how, or whether, access to governmental geospatial information should be granted. This paper explores those policy developments with the goal of prognosticating on the future of access to governmental geospatial information.  相似文献

This article is the second in a new series in this regular feature. The intention of the series is to look at important global developments in health science libraries. These articles will serve as a road map, describing the key changes in the field and exploring factors driving these changes. The present article by two Canadian librarians identifies important national developments which are shaping the profession such as the centralisation of health care services, the challenge of providing consumer health information in the absence of a national strategy, government recognition of the need to recognise and respond to the health needs of indigenous peoples and the growing emphasis on managing research data.
