Government publications have long been considered authoritative sources of information regardless of the format (electronic via the WWW or paper) they are published in, and with little consideration as to how they are researched and written. Given the greater accessibility that the WWW provides the public to this very important source of information on a wide variety of subjects, assessing authoritativeness becomes a bigger and more difficult issue. The research and comparative analysis presented here continues a pilot study that applies informetric methods, especially citation analysis, to assess whether the blind trust afforded government publications is appropriate in such an important area of public policy and to see whether the two different types of health systems in Canada and the United States might have an effect on how these publications are produced.  相似文献

Information communication technology (ICT) in government agencies as well as educational and research institutions facilitates an efficient, speedy and transparent dissemination of information to the public and other agencies for performance of government administration activities. The importance of ICT in governance has been recognized the world over. E-governance highlights several elements of good governance such as transparency, accountability, participation, social integration, public financial management reform and development. This study is based on research and personal interviews of selected representatives of the Government of National Capital Territory of Delhi. The findings of this study highlight the role of Internet, particularly the World Wide Web (WWW), which has made it easier for citizens to locate and download official information and to conduct transactions. Information management agencies such as libraries and knowledge centres play a vital role in supporting transparent and accountable governance in this digital era. E-government needs to be integrated into the broader public management framework so as to make a substantial change in the government to citizen (G2C) relationship.  相似文献

[目的/意义]政府电子信息服务在互联网时代下成为替代传统政府服务的新兴电子服务方式受到国际推崇。研究政府电子信息服务的公众持续使用意愿对加强政府电子服务建设和改进尤为重要。[方法/过程]借鉴TAM、ECM-ISC、D&M模型,以公众体验为导向,构建政府电子信息服务质量与公众持续使用意愿关系模型,以政府网站为研究对象进行问卷调查,利用结构方程进行数据分析。[结果/结论]结果表明,信息质量显著影响公众满意度,满意度是公众持续使用政府电子信息服务的最显著影响因子;信息质量、信息互动体验质量及感知信任均对持续使用意愿产生正向影响。  相似文献

Technology, moving faster than policy development, has left U.S. government information programs resting on uncertain foundations. This article, an abridgement of a report by the ARL Task Force on Government Information in Electronic Format, is the result of an effort to develop a framework for understanding—philosophically, functionally, and fiscally — the patterns that exist for government information today, and the shifts in those patterns resulting from the introduction of government information in electronic formats. Four questions are identified that should be considered by government agencies and libraries as decisions are made about how to provide the public with government informtion in electronic format. The report points to be need for a clearer picture of how government responsiblities for public availability of government information in eictronic formats might be fulfilled in partnership with the private sector without the loss of the characteristics that make this information distinctive: the absence of restrictions on use, including for basic government information, absence of a fee.  相似文献

[目的/意义]调查和分析澳大利亚公共图书馆政府信息服务所取得的良好成效并加以学习借鉴,对我国公共图书馆提高政府信息服务水平具有重要意义。[方法/过程]在文献分析的基础上,通过网络调查法探究澳大利亚公共图书馆开展政府信息服务的情况,介绍LA、LDS、PANDORA和AGLS 4个主要的服务项目,分析图书馆网站在政府信息导航、信息整合与参考咨询方面的服务。[结果/结论]澳大利亚公共图书馆政府信息服务具有历史悠久,以公众需求为出发点,与政府部门开展合作,服务方式多样的特点,其成功经验可为我国公共图书馆开展政府信息服务提供借鉴。  相似文献

Providing better service by automating “business processes” is an exciting prospect for improving the government. Yet, there has not been the same level of effort at making it easier for the public to obtain information about what its government is doing. This article focuses on the constraints and opportunities in making database information available to the public. The database technology is chosen because it is a central repository of public information. New federal law requires the use of information technology (IT) to make access to public information easier. But the new law has also subtly shifted the burden of proof to the citizen in showing why certain information should be made available. If a “statutory fix” to this problem is not available in the short run, we urge agencies to provide increased access to database information because of the continual development of technology and its effect on citizen expectations.  相似文献

Access to government information has been considered an essential element of democracy since the foundation of the American republic. Over time, the amount of government information produced has increased significantly, and the rise of e-government has made access to online government information, communication, and services equally vital to participation in society and interaction with governments. However, the outlets of free public access to government information and e-government have constricted over time, leaving public libraries as one of the only free public Internet access points in most communities. As a result, public libraries serve as a social guarantor of access to and assistance with government information and e-government services. This article first discusses the historical evolution of the means of access to government information and changes over time in responsibilities in providing such access. After exploring the interrelationships between government information and e-government, the article then details the development of the role of public libraries as guarantors of e-government access. Finally, the article examines the impacts of policy on e-government access in libraries, leading to a set of recommendations and conclusions to support the vital library roles related to e-government.  相似文献

This article examines citizen interaction with e-government. Much of the existing work on the development of e-government has explored it from a supply-side perspective, such as evidence presented from surveys of what governments offer online. The demand side explanation, which is relatively unexplored, examines citizen interaction with e-government and is the focus of this article. E-government presently has evolved into two identifiable stages. The first stage is the information dissemination phase in which governments catalogue information for public use. The second phase is transaction-based e-government in which there is e-service delivery such as paying taxes online. This article argues that the information and transaction phases are closely intertwined with the street-level bureaucracy literature. Various attributes of citizen interaction with electronic government will be tested in this article. One notable finding was that the Internet improved the ability for e-citizens to interact with government, acknowledging some initial movement from street-level to system-level bureaucracies.  相似文献

The Toxics Release Inventory (TRI) was the first legislatively mandated database in the history of the United States government. It provides access to information on releases of toxic chemicals. Following a brief history of the database, this article describes how access to public data in the TRI has contributed to significant reductions in overall pollution and helped change the role of the U.S. Environmental Protection Agency from a strictly command-and-control regulatory body to one encouraging information-sharing and voluntary reductions. The article also discusses how the TRI has served as a model for integration of multiple sets of data to promote use and understanding of complex information. New information and communication technologies (ICT) offer the government new possibilities for providing citizens and businesses with better, more efficient services. Criticism about the provision of E-Government services, however, has proposed a more user-oriented approach. The user needs to be placed at the center of the development and the provision of electronic public services. Simultaneously, it is important to investigate the impact of the new services on customers. User satisfaction may indeed have a decisive influence on large-scale adoption and use of E-Government services.This article describes the development of a comprehensive model for measuring user satisfaction in the context of E-Government. It rethinks the e-strategies of government and subsequently presents a conceptual model derived from ICT acceptance theory. Both quantitative as well as qualitative research have been carried out in order to elaborate the model and to formulate adequate indicators for measuring user satisfaction.The measurement model has been tested using data from five Flemish E-Government websites. Structural equation modeling (SEM) was applied in order to investigate the goodness of fit of the model and the underlying indicators. Based on the results, it becomes possible to reduce the list of indicators to nine items, still covering the full conceptual model. With this shortlist of satisfaction determinants, E-Government suppliers would be able to get a clear view on acceptance of their internet services by the users.  相似文献

[目的/意义]信息公开是各国政府应对突发公共卫生事件的重要机制,合理评价政府信息公开有利于建立智慧共享的疫情防控体系。[方法/过程]本文拟对政府网站信息公开工作进行数据采集,通过相关政策内容分析拟定指标。采用变异系数的方法来对所选取的疫情信息公开指标进行权重的计算并验证其合理性。最后,采用灰色关联度分析对中国30个省政府网站数据进行综合评价。[局限]对于一些较为优秀的县级市缺少评价,在数据量采集和指标选取上还具有一些的局限和欠缺。[结果/结论]本文弥补了政府信息公开与能绩评价结合研究的匮乏,构建了多维度的危机信息公开能绩评价指标模型,深入探究政府应对新冠肺炎疫情事件的信息公开现状及现存问题。  相似文献

The events of September 11, and subsequent investigations, suggest that some public information available on the Internet could aid terrorists in planning other attacks. This article provides examples of how federal agency officials have responded to the possibility that their Web sites provide such potentially compromising information. The federal government has not yet issued a government wide policy that addresses this specific contingency. However, the Federal Bureau of Investigation has issued an Internet content advisory and the Attorney General has released a relevant policy statement on the Freedom of Information Act. Both documents are reviewed here. The removal and alteration of information has implications for citizens, as does the Bush Administration’s mixed messages on the objectives and procedures of electronic government post-September 11. This article concludes with suggestions for developing a governmentwide Web site-specific policy.  相似文献
