This paper discusses cost-effectiveness as it applies to education, focusing particularly on the delivery of online courses in open and distance learning. The general concept of cost-effectiveness is discussed, and issues concerning the costs and effectiveness associated with using online technology in distance education are then addressed. Finally, a pilot project on an online course at the Open University of Hong Kong (OUHK) is used as an illustrative example. The key features of the pilot project relating to costs and effectiveness are outlined, and ways to improve its cost-effectiveness in implementing its second stage are suggested. 相似文献

Training reform in Australian Vocational Education and Training (VET) has been well under way for over a decade. Reforms include marketisation, the widespread adoption of competency-based training, and most recently an adoption of various forms of flexible delivery. One of these alternative methods of delivery is self paced learning (SPL). SPL is presented by VET management as being advantageous to students and their employers, and in addition is generally less resource-intensive than face-to-face teaching. This paper examines SPL in a TAFE college from a student viewpoint. The research, using qualitative methods, examined the experiences of SPL, in Office Administration subjects, of students who have a Non English Speaking Background (NESB) or no regular access to computers. The paper describes how they adapted, reacted and responded to self paced learning. The difficulties experienced by these students when studying by self paced learning are discussed in detail The findings indicate that, whilst students are appreciative of the flexibility which self paced learning affords, there are some concerns about its efficacy in relation to educational outcomes. 相似文献

In this article Lorna Unwin (School of Education, Open University), Hillary Read (Project Manager, Oxfordshire Programme for Training, Instruction and Supervision), and Ian Haffenden (Surrey University) describe the development of a national project seeking to create flexible open learning strategies in the two‐year Youth Training Schemes, incorporating evaluation at each stage. An account of the way in which participative workshops have been run with practitioners demonstrates how the user can act as evaluator and directly influence the outcomes of the project. In this way, a structured evaluation strategy is shown to play a crucial part in the development of open learning approaches linked to the needs expressed by the learners. 相似文献

To pilot a peer literacy program, a pretest-posttest study was conducted involving seventy (70) students from Arellano High
School as tutees and 12 De La Salle University-Manila College of Education students as reading tutors. Though the results
suggest the lack of impact of the Program on the Reading Grades of the tutees, the tutors’ journals reveal that the tutors
benefited more from the program. The problems in using the National Service Training Program or NSTP as the vehicle in piloting
the program were identified and based on this, the study suggests ways to improve the content and delivery of future NSTP

This article is drawn from broader qualitative research on innovation in the field of professional adult training within the framework of European pilot projects such as the LEONARDO projects. This research aims at contributing to a general understanding of the phenomenon of innovation, in the context of European calls for projects, as an instrument of the European Vocational Education and Training (VET) Policy, which is supposed to transform the national training systems of EU member states according to the Lisbon Strategy. For this article, the author has chosen to present some of the results of the analysis of the European VET Policy and its transition to a lifelong learning policy. The first part of this article describes the conceptual framework and more especially three of the main concepts examined: public policy, social innovation and European space. The second part distinguishes three periods in the European VET policy’s history, identified through a genealogical examination from its first step within the European Coal and Steel Community to the present lifelong learning policy. The third part highlights the specificity of this supranational public policy model and the links between the European VET policy, the LEONARDO programme and the pilot projects. In conclusion, this article supports the idea of antagonistic logics in the evolution of this policy, on at least three levels: decision-making powers, conception of VET systems and conception of learning. 相似文献

Learnscapes are a recent initiative of the New South Wales Department of Education and Training (NSW DET). They are generally school ground features, e.g., an edible garden, a poetry corner or a wildlife corridor, where a learning program has been designed to permit users to interact with the environment. The learning programs are to meet syllabi learning outcomes including environmental education. Learnscape design, development, and use are to involve students, teachers and the community. Teachers' perceptions of the value and impact of learnscapes in two NSW DET pilot schools are reported, as well as their self-reported involvement and use. These varied considerably, despite the majority of teachers extolling the value of learnscapes. Several 'barriers' to the effective use of learnscapes surfaced. The relationship of learnscapes to environmental education was not uppermost in most teachers' minds. Explanations are suggested and pedagogical implications discussed. 相似文献

Summary This article reviews the development and delivery of a Higher Education course module as part of a large European University's Integrated Masters Program operating through a regional network of Rural Area Training and Information Opportunities (RATIO) telematic centres. The aim of the project was to provide remote learners living in the southwest of England with computer-supported solutions to access higher education as part of a technology-assisted distance education program. The module represented a shift from traditional educational delivery systems by using instructional courseware via an Internet Web site. Personal communications with module participants were conducted with the use of e-mail and videoconferencing information technology (IT) resources. Out of the original sixteen participants who enrolled in this Masters course module, four actually completed the learning sessions and two submitted final assignments. This article considers the key lessons learned from this attrition rate and shares the mainly positive experiences of the remote tutor and the students engaged in this initiative. The implications regarding the use of the Internet for delivering higher education course modules through online distance learning are discussed in the light of cautions learned from this research project and important practical recommendations for future practice are made. 相似文献
