Using Leeds City Council in the United Kingdom as a case study, we analyse comparatively the changing role of local journalism in the public communications and engagement strategies of local government. Drawing on over 20 semi-structured interviews with elected politicians, Council strategists, mainstream journalists, and citizen journalists, the article explores perceptions of the mainstream news media's role versus new modes of communication in engaging and communicating with citizens. We evaluate the Council's perceptions of its online and offline practices of engagement with different publics, and focus in particular on their interactions with journalists, the news media, and citizen journalists. The article considers how moves towards digital modes of engagement are changing perceptions of the professional role orientations of journalists in mediating between the Council and the general public.  相似文献

This study investigates how journalists covering international humanitarian crises make decisions regarding what types of information to include in stories. Specifically, the inclusion/exclusion of solutions-oriented information is addressed, since crises represent a key time during which the potential for international engagement is discussed in the mainstream media. Interviews with journalists covering hunger crises in Africa reveal an internal tension between maintaining a neutral, unbiased position and writing in a way that supports engagement and action. Ironically, perhaps, journalists find that including solutions-oriented information amounts to unethical and biased coverage, despite the fact that inclusion of solutions to social problems is an accepted and institutionalized aspect of the US news media’s mandate to the public. Reasons for this seeming contradiction are discussed, and I argue that solutions-oriented information not only can be included without demonstrating bias, but that it ought to be included to support ethical coverage that properly informs citizens about potential paths for political engagement.  相似文献

With the increasing penetration of mobile phones and the internet in India, citizen journalism has experienced a steady growth in recent years. This paper adds to the growing scholarship on citizen journalism by exploring the motivations of Indian citizen journalists to produce online news content. Through a Web-based survey of citizen journalists (N?=?134) contributing to the leading news portals in India, this study addresses the role of traditional media experience among citizen journalists’ reporting practices. One of the key findings of this study is that, unlike American citizen journalists, Indian citizen journalists who have not worked in traditional media are less likely to work collaboratively than those with traditional media experience.  相似文献

ABSTRACT

Scholarly and pragmatic definitions of the term “engagement” vary drastically. This article attempts to capture the nuances of the term by exploring journalists’ roles on social media where “engagement” is supposed to be particularly prevalent. Using in-depth interviews, we gauge the attitudes of traditional political journalists as well as those who think of themselves as “engagement specialists” about their responsibilities in interactive spaces. In addition, we analyze what kinds of engagement are happening in these spaces, and how citizens’ expectations are being articulated, in terms of journalist-audience relationship—an organic resultant of engagement. We found that journalists are taking on new kinds of roles in social spaces—often in the name of “engagement”—but that work is not always particularly interactive with citizens; rather, content is engaged with. In contrast, citizens look to journalists to play a number of roles that range from civic guide to therapist. Thus, relationship building happens sporadically. Furthermore, engagement level is dependent on the platform and its affordances. This research offers a continuum of social media engagement conceived as relationship building that can reconcile the disparities in how we define engagement, and suggests newsrooms appreciate the nuances via a series of recommendations.  相似文献

With the rapid development of interactive communication technology, the Internet is a major source of news and also plays an important role in connecting individual members of society. However, Internet users may have different perspectives on whether the Internet positively functions as a medium for public deliberation. Based on the assumption that being exposed to information on public affairs is a crucial step for one's civic engagement, this study explores how individuals’ motives related to news consumption, elaborative online news reading, and online news sharing influence their perceptions of online deliberation using structural equation modeling method (N = 998). The study finds significant relationships between news consumption motives and elaborative news reading and sharing behaviors, but only elaborative reading behavior had a significant effect on one's perceptions of online deliberation. The implications of these findings are discussed.  相似文献

Research has neglected a critical factor in promoting successful citizen deliberation: the public forum facilitator. The facilitators create the discursive framework needed to make deliberation happen while setting the tone and the tenor for how and what participants discuss. This essay brings facilitators more clearly into the discussions about deliberative practice by offering an expanded and nuanced notion of facilitation in action. I modify D. Ryfe's continuum of involvement concept to outline three distinct types of facilitators: passive, moderate, and involved. Using this continuum, I investigate how the various moves, types of talk, and discursive strategies used by each of these facilitators differ during six National Issues Forums style deliberations. Results demonstrate that facilitators are not neutral, inactive participants in deliberative forums. The analysis indicates that the pedagogical choices made by facilitators about their involvement in forums affect deliberative talk and trajectories. Scholars evaluating deliberation should take into account facilitation and its different dimensions.  相似文献

With a growing interest in audience engagement and membership models in local journalism, engagement has been positioned as the one-stone that may address the two-birds of building trust and financial sustainability. However, little is known about how these practices play out in rural areas. This case study explores the efforts of one rural hyperlocal outlet as it attempts to adapt community traditions as engagement interventions—reimagining “society columns” as community contributors, and “liars tables” as listening circles. Using a communication infrastructure theory framework, it draws from 18 interviews with journalists, participating residents, and community stakeholders to examine how these efforts have and have not affected the local storytelling network and activated existing communication assets.  相似文献

This study employed the uses and gratification approach to investigate how journalists perceive relational satisfaction with the public on Twitter, specifically the associations between journalists’ motivations to use Twitter, their Twitter use, and their relational satisfaction with the public. Through a survey of South Korean journalists, this study revealed that journalists’ motivations for Twitter use are positively related to their job-related activities on Twitter (e.g., posting/sharing their news and interacting with audience), which consequently influences perceived relational satisfaction with the public. The findings provide new insight into an increasingly important part of the public’s engagement and news/information flows in the digital media environment. This study expands upon the literature by analyzing how journalists’ motivations for using Twitter and their job-related activities on Twitter are associated with relational satisfaction with the public.  相似文献

Digital media have rapidly adopted mechanisms for transforming their audience into active content providers. Various studies have shown that the main motivation for developing audience participation is financial in nature and that journalists are striving to retain their role as gatekeepers. Nevertheless, “participatory journalism” opens up the public arena to citizen debate. The main aim of this article is to examine how 20 media, two from each of 10 countries on both sides of the Mediterranean, have integrated user-generated content, and to identify whether the forms of participation offered by these media are conditioned by national political and media systems. The results show that in democracies the opportunities for participation are greater than in countries with autocratic regimes. However, significant internal differences were identified.  相似文献

In light of the media industry’s growing focus on audience engagement, this article explores how online and offline forms of engagement unfold within journalism, based on a comparative case study of two American public media newsrooms. This study addresses gaps in the literature by (1) examining what engagement means for public media and (2) applying the concept of reciprocal journalism to evaluate the nature of reciprocity (direct, indirect, or sustained) in the give-and-take between journalists and their communities. Drawing on direct observation and in-depth interviews, this article shows how this emerging focus on engagement is driven by public media journalists’ desire to make their relationship with the public more enduring and mutually beneficial. We find that such journalists privilege offline modes of engagement (e.g., listening sessions and partnerships with local organizations) in hopes of building trust and strengthening ties with their community, more so than digital modes of engagement (e.g., social media) that are more directly tied to news publishing. Moreover, this case study reveals that public media organizations, in and through their engagement efforts, are distinguishing between the communities they cover in their reporting and the audiences they reach with their reporting.  相似文献

As newspapers continue to wrestle with diminishing resources, they have, in part, turned to freelance journalists to help fill holes in content production. In light of this amplified reliance on freelancers, some media scholars have examined the ways in which they fit into the news process, arguing that they have the potential to override traditional journalistic norms in ways that can enhance news work and audience engagement while possibly breathing new life into news organization business models. Semi-structured interviews with 19 freelance journalists and nine newspaper editors in the United States help reveal that freelancers are harnessing social media to engage with and build audiences and individual brands. Freelancers frequently immerse themselves in social media experimentation that editors monitor and often incorporate into organizational strategies that may help inform newsroom practices and audience engagement. This hints at a shift for freelance journalists from the timeworn role of newsroom outsider to one of “intrapreneurial informant.”  相似文献

South Korea's OhmyNews reports unique consequences of citizen reporting and participation. While many citizen news operations have come and gone, OhmyNews has been remarkably successful and has become one of the most powerful news sites in its country. This case study explores the concept of journalistic professionalism among OhmyNews citizen journalists and assesses whether perceptions of their journalistic work align with Singer's dimensions of professionalism (i.e., cognitive, normative and evaluative dimensions). We then compare these perceptions to those of professional journalists within the organization and integrate them into journalistic role conceptions. Findings show that both groups work through collaboration, checks and balances, and a negotiation of autonomy. Both benefit from the partnership and share similarities, rather than differences, in their effort to remain sustainable in contemporary media culture.  相似文献

This study develops a context-grounded ideal about how citizens ought to communicate in legislative hearings about contentious issues. We begin with an overview of the dominant model of good citizen discourse, democratic deliberation, and argue why it is an inappropriate norm for public hearings in state legislative bodies. After overviewing grounded practical theory (GPT), the meta-theoretical approach used, and providing background on the demands of public meetings, we describe the public hearing that is the focal data. That hearing was the 18-hour, 2009 Hawaii hearing on a bill that proposed to recognize committed relationships of same-sex couples through civil unions. The analysis of citizen testimony evidences a discourse strategy, democracy-appealing partisanship, which speakers on both sides of the issue used to manage the challenges they confronted in speaking out. This strategy involved advocating strongly for one viewpoint as an appeal to either majority rule or minority rights and/or either freedom of religion or separation of church and state were made. In concluding, we describe the problem to which this strategy is responsive, justify the norm of democracy-appealing partisanship, and offer implications for future studies using GPT.  相似文献

This research examines adaptations within traditional journalistic practice that are a result of the varied use of new media among both journalists and the public. Observations in newsrooms and 40 interviews with journalists from eight major news organisations in the United Kingdom and Canada highlight three significant changes: (1) shifts in traditional news flow cycles; (2) heightened accountability; and (3) evolving news values. Rising public documentation via mobile phones inserts a new element into traditional news flow cycles while material from bloggers acting as “citizen journalists” occasionally aids reporting of contested topics or regions fraught with accessibility issues. Elevated public scrutiny also obliges news organisations to contend with increasingly effective flak-producers. Some journalists have modified their daily routines to reflect the opportunities enabled by new media but altered organisational notions of immediacy significantly constrain time spent gathering the news, particularly within 24-hour programmes. Largely as a means of securing audiences, organisations are turning to their websites to offer interactivity and transparency.  相似文献

Experts play important roles in supporting public deliberation. These roles include developing and vetting background materials, participating in question-and-answer sessions with citizens, and giving pubic presentations. Rarely, though, are experts asked to be on hand during deliberative forums, whereby they have the opportunity to interact with deliberating groups. The inclusion of experts during forums presents a tension because, although they can elevate the quality of the conversation by correcting factual errors, they can also, perhaps unknowingly, crowd out and silence citizen, or “nonexpert,” participation. Careful consideration of communication design can help public deliberation practitioners manage this tension so that experts, when involved in forums, enhance rather than undermine the deliberative process. Taking communication as design, we analyze the interaction of an invited expert at a water scarcity forum in Northern Colorado who derailed discussion and hindered dialogue by “going rogue.” We then turn to stasis theory to conceptualize the effective inclusion of technical experts in public deliberations. Through forum design and training practices, we propose that experts can help resolve issues of conjecture and definition in a manner that frees deliberating groups to discuss substantive and subjective issues of quality and policy.  相似文献

Public institutions, in their efforts to promote meaningful citizen engagement, are increasingly looking at the democratic potential of Information and Communication Technologies (ICTs). Previous studies suggest that such initiatives seem to be impeded by socio-technical integration barriers such as low sustainability, poor citizen acceptance, coordination difficulties, lack of understanding and failure to assess their impact. Motivated by these shortcomings, the paper develops and applies a business model perspective as an interceding framework for analysis and evaluation. The underlying principle behind this approach is that it is not technology per se which determines success, but rather the way in which the business model of the technological artifact is configured and employed to achieve the strategic goals. The business model perspective is empirically demonstrated with the case of an online petitioning system implemented by a UK local authority. The case illustrates the importance of considering ICTs in public engagement from a holistic view to make them more manageable and assessable.  相似文献

Open government initiatives attempt to strengthen the relationship between public information disclosure and citizen engagement. Yet empirical assessments suggest they frequently miss their mark, thus highlighting a gap in open government knowledge: while a strong emphasis is placed on institutions in shaping the flow of government information and creating opportunities for engagement, there has been very little emphasis on understanding citizens and ways of communicating government information to draw them to engagement opportunities. To address this gap, we design a randomized survey experiment to demonstrate how the choice of reference points – cognitive anchors that innately influence the way individuals approach decisions – used to communicate government information can strengthen the relationship between public information disclosure and citizen engagement, and in turn the effectiveness of open government initiatives. We explain how these findings offer novel theoretical and practical insights into ways open government could be leveraged for purposes of enhancing citizen engagement.  相似文献

Increased attention to and scrutiny of fatal police shootings across the U.S. is often credited to the rise of social media sites such as Facebook and Twitter, which provide a platform for citizens to publicly engage with police agencies. On its face, this type of citizen engagement appears to realize the promise of social media in the public sector to increase agency accountability, transparency, and legitimacy. However, research suggests that police agencies primarily use social media as a way to manage their public image, rather than for citizen engagement. In addition, the degree to which citizens use social media to hold police agencies accountable is unclear. We examined both sides by analyzing the emotional tone (sentiment) of over 350,000 police agency Facebook posts and user comments after a fatal officer-involved shooting of a citizen in 2016. On average, police agency posts were decidedly neutral in tone and did not change in the post-shooting time period, suggesting they did not post more positive content after the shooting in an attempt to bolster their public image. While user comments were more negative compared to pre-shooting levels, on average, the magnitude of the change was small, essentially neutral, and increased almost to pre-shooting levels very quickly. We also found small differences in user comment sentiment based on the race and armed status of the victim, but not in the expected direction. The findings provide evidence about how police agencies and users react to a police shooting on Facebook and raises critical questions about the ability of social media to serve as a meaningful tool for citizen engagement and accountability.  相似文献

Following the end of the Second World War, the ideals of public service broadcasting that had first been exemplified by the BBC came to lay the groundwork for a new type of broadcasting system in Northern Germany. This led to intensive discussions between British Military Officers and their German counterparts about the principles of public service broadcasting. Repatriated Germans came to play a crucial role. Having worked for the BBC German Service during their years of exile, some of them helped to nurture a new generation of democratic journalists. Focusing on these men, this article reveals the difficulties in transferring and adapting public service ideals. Making use of a wide range of sources, we highlight the multifaceted roles of the repatriated Germans, as both intermediaries and transmitters of public service broadcasting. We show how many of them came to play a pivotal role in resisting pressure from conservative forces in West German society.  相似文献

Public library value is often ascertained by outlining the economic, social, and cultural benefits public libraries generate for the greater community. While researchers have focused on the concepts of social capital, civic engagement, and the role of libraries in promoting democracy, fewer studies have explored the public’s perceptions of libraries in an effort to determine library value. Furthermore, library nonusers are rarely included in these studies. In Alberta, Canada, 1,201 Albertans from across the province, including both urban and rural areas, were asked a series of questions about their perceptions of public libraries and library use. Findings reveal characteristics of library users and nonusers, what services and resources are used most often at public libraries, what value the public places on public libraries, and the role that libraries play in supporting communities.  相似文献
