This article provides a critical look into national trends of the achievement gaps between Whites and Blacks and between Whites and Hispanics over the last 3 decades based on the National Assessment of Educational Progress mathematics assessments. It examines multiple facets of inequity underlying the racial and ethnic achievement gaps from 3 perspectives: equality, adequacy, and reciprocity. Although the Black-White and Hispanic-White mathematics achievement gaps narrowed significantly over the last 3 decades, there was some setback in the national progress during the last decade and the achievement gaps remain substantially large. The study finds that the racial and ethnic achievement gaps are highly inequitable, as it turns out that schools do not measure up to essential conditions of equity: Minority students do not (a) get fairly equal educational opportunities, (b) achieve minimally adequate level of competency, and (c) learn in a racially integrated school. The recent trend of widening racial achievement gaps is also seen as a real setback in equity as there was little systemic improvement in those 3 conditions of equity during the last decade. Implications of the findings for educational policies to enhance broader equity and justice are discussed.  相似文献

This study aimed to examine whether the relationships among family resources, school climate, learning participation, science attitude, and science achievement are different between primary school students and junior high school students within one educational system. The subjects included 4,181 Grade 4 students and 5,074 Grade 8 students who participated in TIMSS 2003 in Taiwan. Using structural equation modeling, the results showed that family resources had significant positive effects for both groups of learners. Furthermore, a context effect for the structural relationship between school climate, learning participation, and science achievement was revealed. In the primary school context, Grade 4 students who perceived positive school climate participated in school activities more actively, and had better science performance. However, in the secondary school context, learning participation had a negative impact and led to lower science achievement. The implications about this result in relation to the characteristics of the two educational contexts in Taiwan were further discussed.  相似文献

Using data from the 2011 (Chinese) Student Academic Achievement Evaluation, we examined whether within-school socioeconomic gaps in science achievement exist across science subjects, how consistent they are, and whether there are relationships between school average science achievement and within-school socioeconomic gaps in science achievement. Results of multivariate multilevel analyses indicate that for both fathers and mothers within-school socioeconomic gaps in science achievement existed among schools but did not vary much across schools. School mean socioeconomic status and teacher experience were related to these gaps. Schools were strongly consistent in within-school socioeconomic gaps in science achievement across science subjects, and this consistency was independent of (robust to) student and school characteristics. The relationships between school average science achievement and within-school socioeconomic gaps in science achievement were rather weak among schools across science subjects, and the addition of school characteristics to student characteristics effectively demolished the relationships.  相似文献

Science Education and Student Diversity: Synthesis and Research Agenda (Lee &; Luykx, in press) analyzes and synthesizes current research on how racial/ethnic, cultural, linguistic, and socioeconomic variability affects science achievement among K-12 students who have traditionally been underserved by the education system. The book begins with science achievement gaps among diverse racial/ethnic and socioeconomic groups. After describing the methodological and other criteria for inclusion of research studies, it summarizes major findings in the literature with regard to the relation of science achievement gaps to science curriculum, instruction, assessment, teacher education, school organization, educational policies, and students' home and community environments. Finally, it proposes a research agenda to strengthen those areas in which the need for a knowledge base is most urgent, as well as those that show promise in establishing a robust knowledge base.  相似文献

Singaporean students generally perform very well in international tests of mathematics and science. Nonetheless, in multi-cultural Singapore, there exist gaps with the Malays, a minority group in Singapore, systematically lagging behind the other ethnic groups of the Chinese and Indians in many educational performance indicators. While there have been previous qualitative assessments of this issue, rigorous statistical analyses are lacking. In this article, I analyse data from 1991 to 2011 of aggregate percentage passes in national examinations for the different ethnic groups in Singapore. Using time series techniques and regression, I uncovered two major findings. First, the Malay trends in percentage passes for the last two decades were strongly correlated with the non-Malay, national trends. Second, despite the correlation, there remained fluctuations around the national trend by Malay cohorts in the past two decades. Malay cohorts tended to perform better during an upward national trend, but also performed worse during a downward national trend, indicating systematic volatility in performance. The implications of these findings are discussed in the light of current research on educational gaps and three decades of community self-help to improve the educational achievement of the minority Malays in Singapore.  相似文献

This study examines the relationship between educational resources (fiscal, personnel and facilities) and school achievement within a large urban/suburban elementary school district. A sequential mixed methods approach reveals inequitable resource allocation trends and patterns between schools within a school district by producing different student outcomes. The educational resources positively correlated to higher school achievement are: higher teacher salaries, newer schools, more multi-purpose space per pupil and less portable classrooms. Without question, White students receive more of these resources than Latino students, low-income students and English Language learners. This study also conducts a multiple comparative case study analysis comparing between Title I and non-Title I schools, within Title I schools and within non-Title I schools. The study contains policy and practice implications to improve opportunity and school achievement in urban/suburban school districts.  相似文献

There are long-standing achievement gaps in England associated with socio-economic status (SES), ethnicity and gender, but relatively little research has evaluated interactions between these variables or explored school effects on such gaps. This paper analyses the national test results at age 7 and age 11 of 2,836 pupils attending 68 mainstream primary schools in an ethnically diverse inner London borough. The groups with the lowest educational achievement and poorest progress were both Black Caribbean and White British low SES pupils. White British middle and high SES pupils made substantially more progress than White British low SES pupils, significantly increasing the SES gap over time. However low and high SES Black pupils made equally poor progress age 7–11. School effects on pupil progress were large, but there was no evidence of differential school effectiveness in relation to SES, ethnicity or gender. Low SES pupils in the more effective schools performed significantly better than high SES pupils in the less effective schools, but all pupils (both low and high SES) benefit from attending the more effective schools and so these schools do not eliminate the SES gap. The limits to change that may be achieved by schools alone are discussed.  相似文献

Standards‐based reform is a trend affecting the educational systems of nations around the world, driven by desires to create educational systems suited to increasing economic productivity. In the USA, The No Child Left Behind (NCLB) Act of 2001 includes goals of reducing achievement gaps and getting ‘highly qualified’ teachers in all classrooms. Critics warned the legislation could exacerbate achievement gaps and actually drive quality teachers out of the field. To assess these arguments, we surveyed all K‐8 teachers in one school district, using both standardized items and an open‐ended question. Survey responses indicate that instructional time and professional development opportunities in non‐tested areas are being reduced and that future teacher retention and recruitment may be problematic for this district. Open‐ended responses reveal numerous sources of dissatisfaction and stress for teachers, allowing us to make connections between NCLB's outcomes and teacher dissatisfaction. Importantly, these effects and relationships are not limited to high‐minority or low‐income schools, but exist in all schools in this district. Such findings suggest unintended consequences for the legislation as well as failure to achieve its stated goals.  相似文献

Eliminating inequity in public education is a central goal of the No Child left Behind (NCLB) act. Controlling for 3rd-grade performance, the impact of English language learner (ELL) status, socioeconomic status (SES), and special education (SPED) status on a cohort’s reading performance was investigated from elementary to high school through a multilevel framework. Results in Hawaii show that the negative impact of low SES and SPED status persists up to high school, while the disadvantage of ELL status is restricted within the elementary grades. Moreover, individual characteristics, not school characteristics, have a dominant impact on future reading performance. Among individual characteristics, early performance is a crucial factor for future academic achievement. The findings show that educational policies that use incentives and sanctions such as NCLB to close achievement gaps may not be successful.  相似文献

Educators have increasingly implemented remedial education in elementary and secondary schools throughout Taiwan as a systemic approach toward closing achievement gaps. However, students from lower socioeconomic backgrounds and those in remote areas have shown little improvement in academic achievement. This issue raises the question of how educators are providing needed learning support to disadvantaged students in school and classroom settings. Thus, this study applies grounded theory to investigate teachers’ reactions to the remedial education policy in Taiwan, to have a reflective assessment on the policy, and to provide suggestions for policy implementation. The findings suggest that teachers’ responses to this government-imposed, centralized approach—classified as “cosmetic compliance,” “professional commitment,” and “try-out participation”—vary widely based on whether their ideological underpinnings are consistent with the government’s policy intent to close achievement gaps, and on whether they are equipped with professional knowledge and practical strategies to support the effective implementation of remedial education. Based on the findings, this study develops an interactive systemic model for more effectively implementing the remedial education policy, which illustrates a conceptualization that educational practitioners can hold professional autonomy while improving teaching and learning for low-achieving students.  相似文献

The implementation of inclusive education has become an internationally accepted goal. In this process a substantial challenge is to simultaneously increase both equality and quality in inclusive education. This article discusses ways of achieving this goal in light of recent research findings which indicate that it is possible to meet both goals at once. The findings of various studies on the Finnish comprehensive school reform, along with recent learning outcomes, support this conclusion. During the comprehensive school era, equality has increased, performance gaps have decreased, and student achievement has improved overall. Possible reasons for this are that Finnish educational policy development has not followed international mainstream trends and that flexible and extensive special education provisions have been built into our school system. Internationally acknowledged requirements for a good education are competent teachers and a school system’s commitment to take on the responsibility of educating children of all abilities.  相似文献

This study examines key school reform policies and outcomes of the USA and Korea over the past three decades from comparative perspectives. Since the two nations’ unique educational problems brought divergent educational reform paths—standardization versus differentiation, high-stakes testing versus individualized assessment, and centralization versus decentralization—the study tracks international policy benchmarking efforts and potential impact on educational convergence. The study employs mixed methods, including the content analysis of research and media documents and the trend analysis of TIMSS and PISA datasets. The results indicate that, despite significant changes in policy discourse, the gaps between Korea and the USA in student math achievement and school climates did not narrow. The policy lessons from these cases and the issues of international education benchmarking are discussed.  相似文献

This study compares the strategies and delivery of education for students with special educational needs in the province of Alberta, Canada, and in the country of Finland, in the European Union. The rationale for comparing these two jurisdictions is grounded by the idea that both of these areas have high general standards of living, a well-developed public education system, and top results in international school achievement tests. The data consists of available educational policy papers, previous research papers, and educational statistics. This article first describes the special education system development and the current situation, followed by the funding system and discussion about the implications and outcomes of different policies. The historical analysis shows that while many similarities exist between Alberta and Finland, there are also some culturally-bound elements present that have strongly affected the progress and the decision-making process related to the organization of the education for students with special needs.  相似文献

Between 2009 and 2018, many states dramatically changed income eligibility limits for parental Medicaid. We examine whether increasing parental Medicaid eligibility had spillover benefits on children's development. We study the effects of state-level changes in parental income limits for Medicaid on 3rd through 8th grade mathematics and English-language arts (ELA) achievement using county-level administrative test score data. We find that a 50-percentage point increase in parental Medicaid income limits, roughly equal to the average state increase in eligibility over this period, is associated with a 1.5% reduction in the socioeconomic achievement gap for math and a 3% reduction in the white-black math achievement gap. Math test scores improved significantly following parental Medicaid eligibility expansions among black students residing in poorer counties, with little estimated change in test scores for black students in higher income counties. We find no effect in ELA achievement gaps or white-Hispanic test score gaps. Our findings suggest that means-tested policies that improve parental and family wellbeing have important spillover benefits to children's educational achievement and can help reduce inequities in children's human capital development.  相似文献

The enactment of the revised School Places Allocation Systems at the compulsory stage in 2004 had the aim of desegregating Hong Kong's non-Chinese linguistic minority (NCLM) students by including them into ethnic Chinese-dominated mainstream primary and secondary schools. Because of the presumed cause-consequence relationship between “desegregated” school participation and academic achievement, in specific second language Chinese (CSL) acquisition, the challenges that such students face in participating in mainstream education and learning Chinese, no doubt, deserve to be examined. This qualitative study conducted in-depth interviews with 18 secondary students of South Asian/Southeast Asian minority backgrounds enrolled in mainstream schools. Drawing on both cultural and institutional paradigms of explanation for educational achievement, we argue that the reasons inhibiting the minority students' academic involvement are not simply their linguistic challenges but also the institutional constraints in the mainstream education system unique to this population. This study calls for a shift in school desegregation arrangement from one focusing narrowly on physical desegregation to a more comprehensive set of policies that embrace the institutional factors including teacher expectation, resource availability, and bilingual support, crucial to reduce racial differences in achievement.  相似文献

Policy makers periodically consider using student assignment policies to improve educational outcomes by altering the socio-economic and academic skill composition of schools. We exploit the quasi-random reassignment of students across schools in the Wake County Public School System to estimate the academic and behavioral effects of being reassigned to a different school and, separately, of shifts in peer characteristics. We rule out all but substantively small effects of transitioning to a different school as a result of reassignment on test scores, course grades and chronic absenteeism. In contrast, increasing the achievement levels of students’ peers improves students’ math and ELA test scores but harms their ELA course grades. Test score benefits accrue primarily to students from higher-income families, though students with lower family income or lower prior performance still benefit. Our results suggest that student assignment policies that relocate students to avoid the over-concentration of lower-achieving students or those from lower-income families can accomplish equity goals (despite important caveats), although these reassignments may reduce achievement for students from higher-income backgrounds.  相似文献

教育财政投入是教育事业发展的物质基础,为持续办好“更加公平更高质量”的基础教育事业提供了经费支持。伴随着我国“要办重点中学”和“择校费”等普通高中办学政策的实施,县域与城区普通高中在师资、办学条件与经费投入等方面的异质性特征进一步加剧。基于2009—2020年江苏省内12个市本级与41个县域的面板数据,选取普通高中生均公用经费作为代理指标,采用断点回归模型,围绕普通高中阶段实施的“择校费”政策改革对市县间普通高中教育财政投入差异的影响展开实证分析。实证结果表明,取消“择校费”能够显著缩小市县间普通高中教育财政投入差异,在县中振兴行动计划的推进过程中,可以围绕供需两侧进一步深化有效市场和有为政府相结合理念在教育投入中的应用。  相似文献

There is much discussion about and many policies to address achievement gaps in education among groups of students. The focus here is on a different gap and it is argued that it also should be of concern. Speed gaps are differences in how quickly different groups of students answer the questions on academic assessments. To investigate some speed gaps, response times from approximately 75,000 untimed online assessments were compared by English language learning proficiency, student gender, and ethnicity. Also examined were the relationships between response time and accuracy for these groups. The differences observed lead to recommendations for assessment accommodations and teaching strategies for taking assessments.  相似文献

随着两岸经贸关系进一步发展,闽台高等教育交流与合作的现实性与可行性日益凸显。对厦门市1 028名高中生赴台就读意愿进行问卷调查显示,相当部分高中生愿意赴台就读,并且以选择台湾公立大学中的名校为主,选择技职院校者较少;影响赴台就读因素主要是台湾高校本身及其专业的吸引力;调查也反映出高中生对台湾高等教育缺乏一定的了解,台湾高校的吸引力有限。因此,台湾方面要想吸引大陆的优质生源,应出台真正能够惠及大陆学生的赴台就读政策。  相似文献
