This article provides a brief overview of the Hong Kong system of higher education and the roles of the government, the Education Commission, the University Grants Committee, and the Hong Kong Council for Academic Accreditation in relation to the planning, development, funding, and quality assurance of higher education in the Hong Kong Special Administrative Region (HKSAR). It then describes the extent to which transnational education (i.e., non‐local education delivered in Hong Kong) plays a role in meeting the demand for higher and continuing education in Hong Kong and recent measures taken by the HKSAR government aimed at assuring the quality of such offshore provision. It concludes with some comments as to how transnational education may be expected to contribute towards meeting the demand for higher and continuing education in Hong Kong in the future.  相似文献

While a class gap remains in obtaining a degree despite an expansion of higher education, a variety of second chances have become available. How class matters in receiving parental assistance for seeking a second chance is of increasing importance to understanding educational inequality in an altered context of higher education, but it is under-researched. This article seeks to fill this gap by referring to a qualitative study of 85 community-college students in Hong Kong for illustration. First interviews with respondents recruited from a community college were conducted between the year 2006 and 2009 where they discussed how they desired a second chance option by studying an associate degree in community college. Encouragement and emotional support to seek this new, costly, and risky second chance was provided by parents of most respondents. And yet, as a deficit approach would have us believe, middle-class respondents received more relevant information and academic advice with financial support from their parents than working-class respondents. In spite of that fact, it seems to remain whether the middle class are indeed better able than the working class to get transferred to university through the transfer of an associate degree in Hong Kong. This illustration suggests that the availability of a second chance does not immediately imply that the middle and the working classes are equally capable of taking advantage of it to rectify their previous educational failure. This article will be concluded by discussing the implications of this study for educational inequality.  相似文献

This paper compares public–private partnerships (PPPs) in education in post-war Singapore and Hong Kong. After the Second World War the Singapore government shied away from PPPs, while the state in Hong Kong collaborated extensively with the non-state sector in education. Singapore was a small city-state flanked by two Muslim nations, and its post-war regime faced challenges from the Malayan Communist Party. These pressures curbed the state’s involvement with missionary and Chinese bodies in education. Hong Kong, however, was a mono-racial society without any anti-Chinese neighbours, and its authorities were seldom challenged by a militant antagonist. Thus, its government was freer to involve non-state agents in education. This study reveals that PPPs are viable only when suitable non-state partners exist and when the state does not believe that such undertakings would expose the school system to an antagonist. It also urges scholars in future to explore the socio-political preconditions for PPPs.  相似文献

In this paper I first place the development of Hong Kong's higher education in the larger context of education and governance histories. Next I describe one of the deepest policy quandaries for Hong Kong's government in charting the futures of its higher education system: whether to view the ultimate benefits of higher education for individuals in terms of ‘sponsored’ versus ‘contest’ mobility. I then turn to evidence from HK census data about the changing distribution of opportunity for higher education. I discuss trends in educational stratification since 1981, focusing most attention on changes in the opportunity for post-secondary and, especially, for university education to the Bachelors' degree level. I discuss methods for the use of Hong Kong's 1981, 1991 and 2001 census, and I present bivariate and multivariate analysis of the changing impact of family cultural and material resources on the odds of continuing and attending education at the university level. From 1991 to 2001, census data suggest there was a reversal of a trend towards greater equality of opportunity that was observed between the 1981 and 1991 census. I conclude by relating the findings from these analyses to future higher education planning in Hong Kong.  相似文献

University education is believed to be one of the most controversial public policies in Hong Kong. Numerous changes have also occurred in the university education sector since the 1990s when the rapid expansion of university places was put into force. The most notable changes may include the institutionalization of quality assurance mechanisms, the reform of university governance and staff remuneration systems, the adoption of role differentiation among the universities, the potential emergence of private universities and community colleges, and the trend of internationalizing university education. This article identifies major issues of university education policy and examines those factors that are affecting the development of university education, in Hong Kong.  相似文献

Universities in a capitalistic society have been expected to produce graduates for the labour market which in turn contributes to the economic development of the nation. In today's environment where the social spending on education grows faster than the economy, it becomes increasingly difficult for the education system to maintain an existing level of provision. Hence, institutions are required to legitimate themselves through the value they provide. The capitalistic process in Hong Kong has generated the demand for lifelong learning in the higher education system. The resulting evolution of the system has compelled the policy makers of higher education to redefine the purpose of higher education and re-evaluate the university management. This paper discusses Liu's (1997) holistic approach of evaluating and planning for the university academic programmes as well as building an ‘enterprise culture’ at the institutional level with a Hong Kong case analysis. When strategically planning for the future in a volatile and transient environment, university management plays an important role in integrating continuing professional education (CPE) and mainstream academic programmes and in cultivating a market-oriented ‘institutional enterprise-culture’ which responds to environmental changes more proactively.  相似文献

Roman Catholic schools represent an important sector in Hong Kong's education system, both in terms of number and historical significance. As in many colonies in other periods of history, the Roman Catholic Church, in addition to other Christian Churches, had a partnership relationship with the colonial government in the provision of education in Hong Kong. Was there any change in this relationship during the political transition to 1997? Did the prospective return of Hong Kong to the People's Republic of China (PRC) affect Catholic educational policies? This article examines these two questions in relation to the experience of other places in the world and in relation to the special nature of the Catholic Church in Hong Kong, namely its link with the Vatican and its relations with China where Church schools no longer exist.  相似文献

ABSTRACT

The concept of the associate degree is new to the Hong Kong tertiary education system. Public discussion and research have focused much on the policy and operational aspects of this tier, but empirical efforts to examine associate degree students’ learning experiences and how it relates to the policy are relatively sparse. The present study characterised Hong Kong associate degree students’ learning experiences in this new tier of tertiary education from the light of human capital theory using qualitative methods. Thirty-five students forming 11 focus groups participated in the study. The focus group interview was exploratory and semi-structured, inviting the students to discuss their transition experiences. Three themes were grounded on the data: 1) Inferior identity; 2) Dual purposes of associate degree; and 3) Intense competition and stress. The present finding regarding associate degree students’ learning experience yields implications on policy-making; specifically on the provision of financial support to minimise the cost incurred and broadening of admission in order to make this tier an integral part of the tertiary education system in Hong Kong to promote public perception of economic gain.  相似文献

Developments in the provision of distance education in Australia and Hong Kong are analysed in terms of eight phases, characterised by Government policies and institutional practices. Hong Kong appears to be progressing through the same developmental phases as Australia, but at later points in time. Both countries decided against forming a single national open university in favour of dispersed provision but neither followed recommendations to form a body to co‐ordinate course provision nationally. Both have experienced a period of uncontrolled and unco-ordinated expansion of distance education courses and Hong Kong is still in this phase, whereas Australia is now in the midst of belated attempts by its federal government to rationalise distance education at the national level along with higher education as a whole. We argue that much of the confusion surrounding these events could have been prevented by early planning and setting of clear policy guidelines, together with a recognition that implementation of higher education policy is by no means a straightforward matter. Hopefully there are lessons to be learned from this analysis: in the case of Hong Kong, that its current trend towards unco‐ordinated expansion may well lead to enforced contraction and rationalisation should economic growth trends be reversed, and, in the case of Australia, a clearer understanding of issues related to policy and implementation.  相似文献

The purpose of this study is to seek to understand the process of privatisation and deregulation of Israel's higher education system which had been until the late 20th century predominantly public. Since 1994, public and governmental agencies became major clients of private universities. Thus the public sector played a major role in the expansion of international universities and in the operation of their academic programmes and became their major financial source. This partnership between the public and the private sector could be explained by the following: the increased demand for higher education by native born Israelis and the large flux of immigrants from the former USSR and Ethiopia on the one side, and the socialist ideology which deeply rooted in the Israeli society, to enable for everyone who wishes to attain higher education to find a place in the undergraduate system (particularly the population of the developmental towns and minority groups) on the other, pushed the Israeli government to expand its boundaries. Israel's public universities have been subjected to relax admissions requirement, which they refused to do. Another reason is the increasing demand from the public service in general and particularly from the education service that having a BA degree would increase the teacher salary and it does not matter whether the degree comes from an Israeli university(with its higher standards) or from a branch of an international university(with its lower standards). That explains the expansion and diversification that occurred in the higher education system in Israel. The 1998 Branches Act stipulating that any overseas institution intending to open an off shore branch must obtain a licence from the Council of Higher Education. The new regime demonstrates the paradox in higher education policy, on one side privatisation by the backdoor, on the other, regulation and control by the Israeli government.  相似文献

Globalisation and the evolution of the knowledge-based economy have caused dramatic changes in the character and functions of higher education in most countries around the world. However, the impacts of globalisation on universities are not uniform even though similar business-like practices have been adopted to cope with competition in the global marketplace. The pressure for restructuring and reforming higher education is mainly derived from growing expectations and demands of different stakeholders in society. In the last decade, government bureaucracy, public service institutions and higher education institutions and universities have been significantly affected by the tidal wave of the public sector reform around the world. Apart from improving the efficiency and effectiveness of public services, universities are confronted with a situation in which the principles of financial accountability and responsiveness to stakeholders prevail amidst the massification stage under the condition of global economic retrenchment. In response to such pressing demands for change, policies and strategies of decentralisation, privatisation and marketisation are becoming increasingly popular measures in university governance. Reform strategies and measures like quality assurance, performance evaluation, financial audit, corporate management and market competition are adopted to reform and improve the performance of the higher education sector. This article examines the most recent higher education reforms and restructuring in Hong Kong, Taiwan and Mainland China, with particular reference to the issues related to globalisation of decentralisation and marketisation in higher education.  相似文献

University education has been thrust into the limelight by policymakers in Hong Kong and Singapore in recent years. Reforming university education thus has become a norm for both city-states. This article reviews and compares some recent developments in the university reforms in both city-states. It argues university education, as a public policy area, is not immune from the profound influence of such concepts as accountability, performativity, quality assurance and market relevance, which prevail in a wider policy context of public sector reforms and governance changes. Hong Kong and Singapore's university reforms are similarly extensive, ranging from the admission mechanisms through to the governance and funding systems. This article has four main sections. The first sketches a paradigm shift in the policymaking process and the changing state-university relationships in the age of globalization. The second reviews and compares some recent developments of the university reforms in both city-states. The third turns to assess the impacts of the reforms on university stakeholders. Internationalisation of higher education greatly facilitates cross-border student mobility, which has been extensively researched. This comparative study focuses on the relatively under-explored field of intra-regional educational mobility. It compares attitudes towards learning and using English of M ainland Chinese students and Hong Kong Chinese students while studying side-by-side at an English-medium university in Hong Kong. Using a mixed methodology the study found that the two groups expressed a similarly strong need for, and acceptance of, English as an academic lingua franca but expressed significantly different attitudes, needs and desires in relation to the use of English for social intercourse. The weaker presence of a social lingua franca was accompanied by perceptions of a lack of inclusivity. If, as is suggested in the literature, both social and academic integration are integral to the university experience, the findings reveal a lacuna in the learning environment of this and potentially other similarly internationalised universities.  相似文献

Hong Kong has moved from elite to mass post-secondary education in a very short space of time and at little cost to the Government. Most of this spectacular expansion in participation has come through enrolments in 2 year associate degrees in recently founded community colleges, which have self-financing status. The achievement has been clouded by complaints from associate degree graduates that the articulation envisaged by the government is not working; so they are unable to obtain places for undergraduate degrees in UGC-funded universities. The value of an associate degree as a suitable terminal award for employment in a knowledge-based economy is yet to be clearly established. There must be doubts as to whether students will continue to enrol in associate degrees if they provide stepping stones to neither employment nor places in undergraduate degrees in UGC-funded universities. In an attempt to deal with the lack of articulation, some community colleges, in conjunction with overseas universities, have started to offer top-up degrees to enable associate degree graduates to convert the award to a degree. However, the resulting qualifications are seen as inferior to undergraduate degrees from the UGC-funded universities.  相似文献

In Hong Kong, the concept of equity and subsequently inclusive education began to gain ground in the 1970s. Inclusive education has been made the goal of special education since 1977 and was finally implemented in 1997. Meanwhile, Hong Kong has been struggling to maintain its competitiveness in a global and knowledge-based economy. Elitism and marketisation of education battle against the force of equity and will continue to form strong forces in determining educational policies and directions. Therefore, this article examines Hong Kong's inclusive education agenda, the roles of government bodies and higher education institutions, and the progress achieved. In addition, salient issues that have emerged and affected inclusive education in Hong Kong as a result of the struggle among equity, elitism and marketisation forces are discussed.  相似文献
